ABOUT THE CENC
The National Episcopal Conference of Cameroon (CENC) is the seat of the Catholic Church in Cameroon, where the promotion of human dignity is at the center of the concerns of the Sustainable Development Goals. The CENC works to ensure the dignity of the human being, the common good, the subsidiarity and the solidarity of all humans. The development work of the CENC in Cameroon is accomplished through access to quality education, health, the promotion of the commitment of the faithful to the reduction of inequalities and the empowerment of vulnerable groups.
SUMMARY OF THE CoSMO PROJECT
The CoSMO (Consolidating Systems and Services for the Management of Orphans and Vulnerable Children) project is a 5-year, approximately US$33 million project funded by the President•s Emergency Plan for AIDS Relief (PEPFAR) through the United States Agency for International Development (USAID). It will cover at least 68 health districts in the 10 regions of Cameroon. The program will be implemented by a consortium of local organizations led by the National Episcopal Conference of Cameroon (CENC) from January 1, 2023.
The OVC (Orphans and Vulnerable Children) program addresses the challenges of the sustainable care of OVC by strengthening the capacities of the Government of the Republic of Cameroon (GRC), civil society, communities and households to provide care and quality support to children infected and affected by HIV in Cameroon. Under the leadership of CENC, implementing partners, the government of Cameroon and other stakeholders will work collaboratively to reach approximately 65,000 OVC and their families in health districts across the country where the HIV burden is high. high. As Field Manager of the CoSMO project zonal office, you will facilitate the achievement of project objectives by coordinating and reporting on all project activities and providing technical direction and guidance to staff and implementing partners. that advance the work of the
National Episcopal Conference of Cameroon (CENC) serving the poor and vulnerable. You will be responsible for managing the CoSMO project zonal office, zonal project staff, and supporting implementing partners to achieve project objectives and ensure program and management quality for that zone. In collaboration with the central/coordinating office staff, you will play a leading role in developing the organizational capacity of implementing partners and their ability to implement quality activities in favor of OVC (Orphans and Vulnerable Children). Your coordination and relationship management skills will enable you to ensure that the area you are responsible for applies best practices and constantly strives to improve the impact on the people we serve. Zone I will comprise the North West, West and South West regions with the main zone office in Bafoussam. Zone 2 includes the Littoral and South regions, with a main zone office in Douala. Zone 3 includes the Center and East regions, with a main zone office in Yaoundé. Zone 4 will include the Adamawa, North and Far North regions with a main zone office in Maroua from January 2023, with plans to transfer this zone office to Garoua by the fiscal year 24. NCPC is therefore seeking to recruit qualified personnel to serve as Area/Field Managers. The detailed job description is as follows.
Organize and direct the implementation of all assigned project activities, as outlined in the Detailed Implementation Plan, in accordance with NCPC Program Quality Principles and Standards, PEPFAR requirements, and best practices.
Ensure that learning properly accompanies project activities throughout its cycle. Support accountability by coordinating project evaluation activities and guiding partners in their efforts to reflect on project experiences.
Analyze implementation challenges and flag inconsistencies and/or gaps in order to adapt implementation plans and schedules.
Work with implementing partners and relevant central level CoSMO project staff to jointly develop partner work plans, oversee implementation and report on timely completion of project activities.
Supervise CoSMO project staff in zonal and sub-zonal project offices and deploy staff effectively to support timely achievement of local partners’ work plans and objectives.
Oversee and coordinate the case management platform for service delivery.
Liaise with COSMO project technical staff and partner staff to ensure case management is provided to project participants in a consistent manner, following project guidelines and best practices.
Ensure documentation and reporting on case management and OVC services are effectively completed by partner and Monitoring, Evaluation, Accountability and Learning (MEAL) staff to achieve PEPFAR goals.
In coordination with NCPC CoSMO project technical managers, technical advisors, consultants, area staff and implementing partners, oversee the effective functioning of a referral network including clinical implementing partners from PEPFAR and implementing partners, including shared protocols and tools among stakeholders and up-to-date reference repositories.
Coordinate and oversee working relationships with all local project stakeholders: serve as a liaison between them and the project team to engage local actors and promote project activities and impact.
Oversee and conduct ad-hoc inspections of various processes and resources at project sites, including data quality assessments and Site Improvement Tracking System (SIMS) visits, to ensure implementation timely implementation of project activities and adherence to established standards and procedures.
Ensure adequate monitoring of the use of resources for project activities through periodic budget reviews, monitoring and assistance to implementing partners.
In collaboration with technical staff and the Grants Manager, coordinate and support capacity building and technical support activities with implementing partners to ensure that assigned project activities are implemented according to guidelines and guidelines. PEPFAR best practices.
Coordinate the provision of all logistical and administrative support to staff and partners.
Ensure that project documentation for assigned activities is complete with all required documents and is filed according to agency and donor requirements.

MINIMUM QUALIFICATIONS
Education and experience
• Master’s degree in nursing, master’s degree in public health, master’s degree in social science, or other field related to project management required.
• Minimum of 5 years of professional experience supporting projects, particularly in the field of community HIV, health or social services for an NGO.
• Experience implementing and/or monitoring PEPFAR programs is strongly desired.
• Prior knowledge or experience in the field of social services and case management desirable.
• Work experience in partner coordination, participatory action planning and community engagement required.
• Experience supervising staff required.
• Experience in project monitoring and data collection.
• Experience in the use of MS Windows and MS Office packages (Excel, Word, PowerPoint).

Under the leadership of NECC, subrecipients’ partners, the Government of Cameroon and other stakeholders will work collaboratively to reach about 65,000 OVC and their families in health districts across the country where the HIV burden is high. The program consists of HIV prevention and case finding activities for OVC as well as ensuring community support for linkage to care and retention among children and adolescents living with HIV with the goal of contributing to HIV epidemic control by attaining and sustaining the 95-95-95 targets of UNAIDS.
