OFFER DESCRIPTION
CALL FOR INTERNAL/EXTERNAL APPLICATIONS FOR THE RECRUITMENT OF FIVE (05) ANIMATORS IN THE PROJECT “PROJECT TO SUPPORT HOST COMMUNITIES AND REFUGEES IN EASTERN CAMEROON AND AID FOR THE VOLUNTARY RETURN OF COMMUNITIES IN THE CENTRAL AFRICAN REPUBLIC” (PROCAR) OF THE DEUTSCHE GESELLSCHAFT FÜR INTERNATIONALE ZUSAMMENARBEIT GmbH BASED IN BATOURI.
The political crises and violent conflicts in the Central African Republic (CAR) are causing major population displacements towards the regions of East, Adamaoua and North Cameroon, resulting in a difficult socio-economic situation. To deal with this, particularly with regard to the East Cameroon region, a project to support host communities and refugees in eastern Cameroon, and to assist the voluntary return of communities in the Republic Central African Republic will be implemented. Resulting from the cooperation between the Governments of Cameroon and Germany, the project will have a duration of three years and six months, and will be implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH in partnership with MINDDEVEL. For the current phase, the project will operate in the East Cameroon region and is structured around four (04) axes, namely: (1) Cash for work, (2) Strengthening of cooperatives and economic participation, (3) Social cohesion and psycho-social awareness and (4) Information and legal advice on returning to CAR.
This project, whose coordination is based in Yaoundé, has a branch in the Eastern Region. As part of the implementation of its activities, PROCAR is looking for five (05) facilitators for its office in Batouri.
Description of tasks
Under the supervision of the Project Manager, the animators will be mainly responsible for:
- Sensitize actors on the community participation approach and facilitate the collaboration of stakeholders for an active contribution to project activities;
- Assist municipalities in setting up the management system for CFW activities;
- Assist municipalities in the development and implementation of local resource mobilization strategies;
- Support activities to identify birth certificate needs and support beneficiaries in the process of establishing the document;
- Assist municipalities in mobilizing and involving women and vulnerable people in project activities;
- Ensure the mobilization of populations in the implementation of project activities
- Ensure close monitoring of the implementation of micro-projects with the beneficiaries
- Ensure the collection and transmission of the data necessary for the animation of the monitoring and evaluation system of the project;
- Provide regular information on the evolution of the security/social situation in the project area;
- Capitalize on good practices and lessons learned from the implementation of the project in the field;
- Participate in monitoring activities of project beneficiaries in the field and participate in the maintenance and organization of the community network;
- Accompany and supervise community mobilization activities;
- Write regular reports on the progress of field activities;
- Ensure the role of liaison between the beneficiaries and the project team.
- Assume other activities and tasks as instructed by his superior.
REQUIRED PROFILE
Qualifications required
- Hold at least a university degree in social sciences, rural/local development or any other relevant discipline;
- 2 years minimum of experience in the field of community mobilization;
- Knowledge of animation methods in the community;
- Experience in the field of local development;
- Excellent knowledge of the socio-political environment relating to refugee issues;
- Knowledge of computer tools;
- Knowledge of the context of the area of assignment;
- Flexibility, openness to learning and new experiences;
- Respect for diversity and adaptability;
- Be oriented towards the achievement of results;
- Excellent knowledge of local languages;
- Have the ability to develop and maintain local partnerships.
Contract start date : April 15, 2023
Contract period : April 15, 2023 to April 14, 2025
Duty station : Batouri
Internal job classification: Band 2T, under the hierarchical supervision of the Project Manager
