NOTICE OF OPEN CALL FOR APPLICATIONS No. 001 BMZ/KFW RURAL DEVELOPMENT PROJECT FOR THE NORTHERN AND ADAMAWA REGIONS “
RURAL INFRASTRUCTURES I & II” FOR THE RECRUITMENT OF PROJECT STAFF

The NGO JAPSSO benefited from funding from the BMZ through the KFW for the implementation of the project: RURAL DEVELOPMENT PROJECT FOR THE NORTHERN AND ADAMAOUA REGIONS “RURAL INFRASTRUCTURES I & II” in the NORTHERN communes: Garoua 3, Lagdo, Ngong, Bibémi and Barndaké (Mayo Hourna).
These two regions of the North and Adamaoua are dominated by family farms, livestock breeding marked by low productivity and production essentially intended for self-subsistence.
This is how, as part of the German-Cameroonian intergovernmental negotiations, financing aid contracts were signed on June 12, 2018 and October 7, 2021 for the implementation of the Rural Development Project in the two regions mentioned above. Rural Infrastructure I & II” between the Government of the Republic of Cameroon and the German Government through KfW.
As part of the implementation of the project, and in particular to guarantee ownership and participation at the level of the beneficiary municipalities, it is planned to recruit a pair of qualified agents per municipality, i.e. a total of 5 pairs for the 5 municipalities for a 2-year project duration.

 




 

1. Purpose of the call for applications

As part of the implementation of its activities, the NGO JAPSSO is launching a call for applications for the recruitment of 5 pairs for the 5 municipalities, i.e. 5 men and 5 women who will be distributed by pair within the 05 municipalities of the NORTH: Garoua 3, Lagdo, Ngong, Bibémi and Barndaké (Mayo Hourna).

2. Description of the pairs

2.1 Objectives of the position
The mission of the municipal pairs has the following objectives:
– Support the project particularly with regard to monitoring its implementation and management, upkeep and maintenance of the works;
– Support the development and implementation of a HIMO management approach for the execution of work;
– Support the establishment and development by the Municipality of community organizations (associations, user committees, etc.) for the monitoring, upkeep, management and maintenance of the various municipal infrastructures.

 

 

 

2.2 Tasks and responsibilities
– Attend and participate in data collection meetings with the Agro-Socioeconomic team;
– Ensure regular contact between the project and the target population on the one hand and the Town Hall and the target population on the other hand;
– Regularly collect the information necessary for the evaluation of the reference indicators according to the rules previously identified in the project monitoring and evaluation system;
– Play the role of focal points during the works phase and facilitate communication between the population and the company during the works phase;
– Facilitate the recruitment of local residents as part of HIMO works;
– Ensure that gender aspects are taken into account at all levels and measures to prevent HIV/AIDS, Covid19 and the social environment during the implementation of project activities;
– Participate in monitoring the completion of the work;
– In collaboration with the Works Manager and/or site manager, carry out a contradictory statement of the work carried out and likely to be taken into account in a weekly sequence;
– Monitor the operation linked to the use and management of the infrastructure during the warranty period and after final acceptance of the work;
– Participate in weekly site meetings;
– Participate in monthly site meetings in which the representatives of the beneficiaries, the PMU/Consultant as well as the representative of the Town Halls will take part;
– Monitor and control the implementation of HIMO works.

 

 

2.3 Profile of municipal pairs
– Be of Cameroonian nationality;
– Have at least a BAC+2 diploma or a certificate of qualification in the required field;
– Confirmed professional experience of at least one year in the implementation of infrastructure projects, monitoring and control;
– Be a resident and/or native of the municipality;
– Have a good knowledge of the rural world and agricultural activities;
– Have good experience in surveys, animations, group support
– Good command of IT tools (Word, Excel, Powerpoint, etc.);
– Mastery of the French language and/or English language
– Mastery of at least one local language spoken in the Region;
– Good writing skills;
– Good knowledge of the project intervention area;
– Good team spirit, availability, mobility…etc. ;
– Good capacity for adaptation in rural areas
– Good capacity for integration into different socio-cultural environments.

3. Places of execution of the contract:
The places of execution of the contract of the retained personnel are: the municipalities GAROUA 3, LAGDO, NGONG, BIBEMI AND BARNDAKE (MAYO HOURNA).

Working Conditions:

Employment contract under local law
Remuneration according to profile, experience and budgetary availability
Duration of the fixed contract: 24 months with trial period of 03 months
Taking up position: December 1, 2023 and upon signature of the contract.

4. Deadline for submission of applications:

In closed envelope with the mention: “No. 001 BMZ/KFW RURAL DEVELOPMENT PROJECT FOR THE NORTHERN AND ADAMAOUA REGIONS
“RURAL INFRASTRUCTURES I & II for the position of Binome Commune of ……….”, the documents to be provided are:

• A cover letter addressed to the Executive Director of the NGO JAPSSO;
• An extract of the birth certificate or a certified copy of the birth certificate or the supplementary judgment in lieu thereof;
• An extract from the judicial record bulletin No. 3;
• A detailed curriculum vitae;
• a photocopy of the last diploma or certificate
• proof of experience
• half a 4*4 photo
• a visible and legible photocopy of the national identity card or receipt
• A medical examination certificate attesting that the candidate meets the conditions of physical and mental abilities dating back less than a month
• two professional references
• the salary claim

To be submitted to GAROUA, no later than Thursday November 30 at 12:15 p.m. strict deadline , at the level of the NGO JAPSSO located at POUMPOURE district, Entrance opposite Express Exchange.

Any incomplete file, sent late or submitted to partners will be purely and simply rejected.
