FOR THE RECRUITMENT OF TEN (10) COMMUNITY RELAYS IN THE DEPARTMENT OF LOGONE AND CHARI FOR THE REVITALIZATION AND DEVELOPMENT PROJECT OF THE LAKE CHAD REGION (PROLAC).

1. CONTEXT AND RATIONALE
Since 2012, the security situation in the Lake Chad Basin has worsened considerably. Indeed, the dynamics of the conflicts due to the Boko Haram insurrection have greatly disrupted economic activities (agriculture, fishing, livestock, trade,) and the movement of people and goods in the area concerned. Faced with such an environment having caused massive population displacements in the countries concerned, coupled with a gradual drying up of the said lake linked to the effects of climate change (Nigeria Cameroon, Chad and Niger), the need for urgent intervention is essential. in order to deal with security and food crises and the vulnerability of populations.

 

 




 

This is how the Government, with the support of the World Bank, set up the Lake Chad Region Recovery and Development Project (PROLAC).
The project, which operates in the ten districts (Blangoua, Logone Birni, Fotokol, Goulfey, Hile Alifa, Darak, Waza, Kousséri, Zina, Makary) of the Logone and Chari Department, addresses, among other things, issues related to the establishment of a regional knowledge management platform in order to better capitalize on all the knowledge generated through the carrying out of studies around the Lake Chad Basin, the facilitation of rural mobility in order to allow the transport of agricultural production from the basins to local markets, to the development of value chains in order to contribute to the establishment of income-generating activities in the area, to the management of the Project, to Contingent Emergency interventions (CERC).
It is necessary to fully and systematically involve local communities in all stages of the implementation of project activities for participatory local development. This is why it is necessary to strengthen grassroots support with the support of community relays. The latter will have the main mission of leading community facilitation, strengthening communication and grassroots awareness and supporting data collection operations, etc.

 

 

 

To this end, it is planned to recruit: ten (10) community relays for the Lake Chad Region Recovery and Development Project.
It is brought to the attention of Candidates that the provisions of paragraphs 3.14, 3.16 and 3.17, as well as the provisions of paragraphs 3.21 to 3.23 of the “Procurement Regulations for Borrowers requesting the Financing of Investment Projects of the World Bank”, Edition of July 2016, revised in November 2017 and August 2018 (“Procurement Regulations”), respectively relating to the World Bank’s rules on conflict of interest and on eligibility are applicable .
The National Coordinator invites applicants to express their interest in providing the services described below. Interested candidates must provide information demonstrating that they have the required qualifications and relevant experience for the performance of the services and must indicate the municipality of their choice.

2. ASSIGNED MISSIONS AND TASKS
Placed under the supervision of the head of component 1, the community relays will be responsible for:
provide community facilitation to fully engage communities in all activities implemented by PROLAC; mobilize and conduct weekly coaching sessions for project beneficiaries; conduct beneficiary awareness sessions at project sites on issues of GBV, community engagement and social cohesion; contribute to the implementation of the MGP; mobilize actors (young people, management committees, representatives of associations, technical services, etc.) around community activities; ensure the effective participation of all layers (men, women, young people, displaced persons, ethnic minorities) of the community in the various project activities; collect basic data for the profiling of beneficiaries in the implementation of overall project activities; mobilize, animate and follow the management and monitoring committees for the sustainability of the project investments; support young people, women and vulnerable people in identifying micro-projects; monitor and participate in the process of updating PCDs in their respective municipalities; support the implementation of micro-projects for workers in labour-intensive construction sites; contribute to the collection and reporting of data relating to project activities; participate in the organization and reception of PROLAC missions and/or technical partners in their areas of responsibility; Collaborate with PROLAC partner NGOs operating in the area to facilitate their mission; prepare monthly and quarterly reports to be validated by UMOP; carry out all other tasks defined by the project.

3. QUALIFICATIONS AND EXPERIENCE REQUIRED FOR THE POSITION
have at least a Bachelor’s degree; have at least 2 years of experience in community mobilization and animation; knowledge of the principles of participatory and inclusive local development; personal qualities: integrity, spirit of initiative, sense of organization, ability to work in a multidisciplinary team; ability to travel frequently in the field; having experience in psychosocial support would be an asset; knowing how to speak one of the main languages ​​spoken locally in the municipality would be an asset.

4. PLACE OF WORK
The place of work is the capital of the Commune concerned, in the Department of Logone and Chari, Far North Region in Cameroon.

5. DURATION OF THE CONTRACT
The duration of the contract will be two (02) years renewable with a probationary period of six (06) months over the duration of the project. The renewal of the contract can only be done after an evaluation deemed satisfactory by the Project Owner’s Representative on the services of the holder of the position.

6. COMPOSITION OF THE APPLICATION FILE
The application files will be submitted in physical version (03 copies including 01 original and 02 copies marked as such) or in electronic version; and should include the following documents: a) a detailed cover letter; b) a curriculum vitae (CV) of the candidate signed and dated less than three (03) months ago with the complete addresses of the candidate (PO box, telephone, e-mail, etc.) highlighting similar experiences; c) simple copies of diplomas, certificates and/or work certificates and any other document demonstrating the candidate’s skills/qualifications.

7. SELECTION PROCEDURE
Candidates will be selected according to the Individual Consultant selection method, in particular through the Comparison of Curricula Vitae as described in the Regulations.
The following weighting will be applied: CV assessment—75%; interviews= 25%.
