ORDER N° 0 0 3 59 5/MINFOPRA / of June 12, 2023 Opening a
selection test for the recruitment of ten (10) Environmental Engineers covered by the Labor Code, for the 2023 financial year.
THE MINISTER FOR THE PUBLIC SERVICE AND ADMINISTRATIVE REFORM,
Considering the Constitution;
Considering the law 11 0 92/007 of August 14, 1992 relating to the Labor Code,
VII the. decree n° 0 78/484 of November 09, 1978 setting the collective provisions applicable to State employees covered by the Labor Code;
Having regard to Decree If 2011/408 of December 9, 2011 on the organization of the Government, amended and supplemented by Decree No. 2018/190 of March 2, 2018;
Considering decree 110 2012/537 of November 19, 2012 on the organization of the Ministry of Public Service and Administrative Reform;
Having regard to Clécret 110 2018/191 of March 2, 2018 relating to the reorganization of the Government;
Considering the decree n0 2000/696/PM of September 13, 2000 fixing the General Regime of Administrative Competitions;
Having regard to Order 110040/PM of 19 May 2022 setting the procedures for granting the age exemption to persons with disabilities during administrative competitions and recruitment in the State Civil Service;
Having regard to decree 11000000490/MINFI of December 21, 2022 specifying the practical procedures for setting administrative competition costs,
ORDERS:
Article 1 st.- a) This order opens a selection test for the recruitment of ten (10) Environmental Engineering Engineers covered by the Labor Code, category “11/1” of the function public, for the 2023 financial year.
b) The said test will take place on October 8, 2023 at the single center in Yaoundé.
Article 2.-
CONDITIONS TO BE FULFILLED TO APPLY.
1- General conditions:
Can apply, Cameroonians of two (02) sexes who fulfill the following it81s:
be physically fit for the exercise of the profession of Environmentalist; be at least seventeen (17) years old and at most forty (40) years old on • January 1, 2023 (be born between 01/01/1983 and 01/01/2006); However, disabled persons holding a National Disability Card Q issued by the competent authorities, benefit from an age exemption for a maximum of five (05) years, above the age limit. set above, in accordance with Order No. 0040/PM of May 19, 2022 referred to above.
Specific conditions:
holder of an Environmental Engineering degree or an equivalent recognized degree in Environmental studies, issued by a national training establishment or by one of the foreign or international schools appearing on a list fixed by order of the Prime Minister.

Section 3.
COMPOSITION OF APPLICATION FILES.
Files can be submitted online at the address: concoursonline.minfopra.gov.cm or deposited in the ten (10) Regional Delegations of the Ministry of the Public Service and Administrative Reform, until Friday, September 22, 2023 , deadline of rigor and must imperatively include the following documents:
l . a registration form stamped at one thousand five hundred (1,500) CFA francs, the printout of which is available from the services of the Ministry of Public Service and Administrative Reform 011 in the Regional Delegations themselves. Ministry and downloadable from the site. internet: http://www.minfopra.gov.cm;
2 unc certified copy of the deed. birth signed by a competent civil authority;
3. an extract from the criminal record, bulletin no3;
4. a certified copy of the required diploma, signed by a competent civil authority;
5. an attestation of presentation of the original diploma, signed by a competent civil authority;
6. a medical certificate issued by a doctor in the public sector;
7. a receipt for payment of the sum of twenty thousand (20,000) CFA francs issued by a person in charge of the EXPRESS UNION counter of the place of deposit of the application file;
8. two (02) 4×4 photos •
9. line envelope stamped with lilille (1000) CFA francs to the candidate’s address.
Candidates who submit their files online are exempt from the formalities of depositing physical files. However, said files must imperatively be submitted to the Ministry of the Public Service and Administrative Reform for candidates declared definitively admitted.
Candidates wishing to be accompanied free of charge in the online registration procedure can contact the branches of the National Observatory for Youth (ONJ) housed within the Multifunctional Centers for the Promotion of Young Persons (CMPJ).
Any file that is incomplete, late or whose documents are signed at a police station will not be accepted.
Documents legalized by an administrative, municipal or judicial authority must be dated less than three (03) months from the date of submission of the files.
Article 4.-
PROGRAM, DATE AND TIMES OF THE WRITTEN TESTS.
l- The composition program is that of the cycle of studies delivering the diploma required to apply.
2- The written tests of the test will take place on the dates and times below:

3- The time limit for access to the rooms is set at 7 precise hours.
Article 5.- PUBLICATION AND CONDITIONS OF REMUNERATION.
The Minister of Public Service and Administrative Reform publishes the final results of this test.
The methods of remuneration of the candidates definitively selected at the end of this test are those applicable to State personnel covered by the Labor Code.
Article 6.- Any fraud observed before, during or after the running of the competition will be penalized in accordance with the laws and regulations in force.
Article 7.- This decree will be registered and. published wherever needed. /-
