ORDER N o/DGSN/S/D opening a special competition for the recruitment of 100 STUDENT POLICE INSPECTORS in the 1st year of the Mutengene Police Training and Application Center.

PRESIDENT OF THE REPUBLIC,
Considering the Constitution;
Mindful of Decree 11 0 2011/412 of December 9, 2011 on the reorganization of the Presidency of the Republic;
Mindful of Decree No. 096/034 of March 1, 1996 establishing a General Delegation for National Security;
Having regard to Decree 11 0 2012/540 of November 19, 2012 on the organization of the General Delegation for National Security;

Mindful of Decree No. 94/199/ of October 7, 1994 on the General Statute of the State Public Service;
Considering Decree 10 0 2012/539 of November 19, 2012 on the Special Status of the Corps of National Security Civil Servants;
Having regard to Decree No. 75/496 of July 3, 1975 establishing the system of administrative competitions and its various amendments;
In view of Decree No. 075/459 of June 26, 1975 determining the remuneration system for civilian and military personnel of the Republic of Cameroon, amended by Decree No. 0 79/64 of March 3, 1979;
Having regard to Decree M 2010/263 of August 31, 2010 appointing a General Delegate for National Security;
Considering Decree 11 0 2010/280 of September 13, 2010 granting permanent delegation of signature to Mr. Martin MBARGA NGUELE, General Delegate for National Security;
Considering Decree 11 02012/545 of November 20, 2012 on the organization and operation of the National Police School and the Police Training and Application Centers;
Having regard to Order No. 204/CAB/PR of April 16, 2003 setting the conditions for admission to the various training cycles and the study regime at the National Police School and in the Training and Application Centers Police, amended and supplemented by Order No. 913/CAB/PR of September 15, 2014; considering service requirements;
STOPPED .
ARTICLE 1 .- A special competition for the recruitment of 100 Student Police Inspectors in the 1st year of the Police Training and Application Center, is open on March 11, 2023.
ARTICLE 2.- This competition is reserved to officials of the National Security fulfilling the conditions set by this decree.

I – GENERAL AND SPECIFIC CONDITIONS:
Candidates must fulfill the specific conditions below required to be registered on the list of candidates for said competition, in particular:
be a civil servant of the National Security, established within the framework of the Guardians of the Peace on the date of the competition; hold the BEPC, the General Certificate of Education (Ordinary Level) with at least three (03) subjects, obtained in a single session, with the exception of that entitled RELIGIOUS KNOWLEDGE or an equivalent recognized diploma; not have been subject to a valid disciplinary sanction; not have been the subject of a conviction, either for a crime or for an offense affecting probity, in particular for theft, forgery, influence peddling, fraud, corruption, embezzlement of public funds and breach of trust; either to a prison sentence of more than six (06) months, or to a sentence accompanied by one of the forfeitures provided for in paragraphs 1 and 6 of article 30 of the Cameroonian Penal Code. | © http://minajobs.net/ –
The conditions listed above must be fulfilled in full by the candidates. The non-satisfaction of one of them inevitably leads to the rejection of the application.

II – CONSTITUTION OF CANDIDACY FILES:

ARTICLE 3.- (1) Any person wishing to apply must first and as soon as the competition opens, register online at the site www.dgsn.cm
(2) The files applications will be received complete at the
General Delegation for National Security in Yaoundé, or in the Regional Delegations for National Security, from December 19, 2022 to February 17, 2023 at 3:30 p.m. precisely following an order of passage which will be communicated to them by telephone.
Records should include:
1 0— A handwritten registration request, on paper stamped at 1,000 CFA francs, dated, signed and addressed to the General Delegate for National Security, explicitly specifying:
surnames, first names, address, sex, date and place of birth of the candidate; the Department and Region of origin of the candidate; the competition requested the number of the National Identity Card or the receipt of the valid National Identity Card or the professional card of the candidate; the list of documents attached to the request •
2 0— A copy of the integration order or, failing that, of the Diploma from the Center for Instruction and Police Application, certified by the Deputy Director of Management Administration •
3 0— A registration form obtained from the website indicated above, duly completed, signed by the candidate and comprising two 4×4 photos in color and on a white background;
40- The payment of the registration fees for the competition of 16,000 CFA francs (sixteen thousand CFA francs) made at the counters of the EXPRESS UNION agencies or by EXPRESS UNION MOBILE MONEY, ORANGE MONEY or MTN MOBILE MONEY, in accordance with the procedure described on the site www.dgsn.cm
The receipt of payment or the unique number of the transaction materializing the payment of the competition fees must be attached to the application file.
5 0— A certified true copy of the candidate’s birth certificate dating back no more than six (06) months, signed by a competent civil authority;
6 0— A certified true copy of the required diploma, signed by a competent administrative authority;
7 0— A certificate of presentation of the original diploma signed by a competent administrative authority;
8 0— A large envelope in A4 format addressed to the candidate, stamped with a postage stamp at the regulatory rate;
(3) Any incomplete file reaching the General Delegation for National Security will be automatically returned to its sender.
(4) The list of candidates authorized to compete will be distributed by the General Delegation for National Security, this distribution alone being authentic.
III – STAGES OF THE COMPETITION
ARTICLE 4.- (1) The competition includes a stage relating to the written tests.
(2) Candidates for the special competition for Student Police Inspectors are not concerned by the medical examinations for induction, the physical tests and the morality investigation. However, candidates admitted with reservations must send the General Delegation for National Security the originals and photocopies of their diplomas for authentication.
(3) At all stages of the competition process, the lists of candidates will be distributed by the General Delegation for National Security.
(4) The written tests, the program of which is appended to this decree, will take place at the single center in YAOUNDE according to the following times:

Candidates will present themselves 30 minutes before the time of the first test in front of the examination rooms, each with their National Identity Card or the valid receipt and the receipt for filing the file. They must not have on them either paper or document, the composition and draft sheets being provided by the Administration.
Candidates who, without an eliminatory mark and after application of the coefficients, will have obtained an average of 12/20 on all the written tests will be declared admitted with reservations.
IV – ADMISSION:
ARTICLE 5.- The results of the competition will be the subject of a press release from the General Delegate for National Security.
ARTICLE 6.- Candidates declared definitively admitted will be appointed Student Police Inspectors in the 1st year at the Mutengene Police Training and Application Center by the appointing authority.
ARTICLE 7.- This decree will be registered and published in the Official Journal in French and in English. –
