Opening a direct competition for the recruitment of 100 STUDENT POLICE OFFICERS in the 1st year at the National School of Police.-

Considering the Constitution;
Mindful of Decree f 2011/412 of 09 December 2011 reorganizing the Presidency of the Republic;
Mindful of Decree No. 96/034 of March 1, 1996 establishing a General Delegation for National Security;
Considering Decree 11 0 2012/540 of November 19, 2012 on the organization of the General Delegation for National Security,
Considering Decree 17 0 94/199/ of October 07, 1994 on the General Statute of the Public Service of the State;
Considering Decree 11 0 2012/539 of November 19, 2012 on the Special Status of the Corps of National Security Civil Servants;
Having regard to Decree 10 0 75/496 of July 3, 1975 establishing the system of administrative competitions and its various amendments;

In view of Decree 11 0 75/459 of June 26, 1975 determining the remuneration system for civilian and military personnel of the Republic of Cameroon, amended by Decree 11 0 79/64 of March 3, 1979;
Considering Decree 11 0 2010/263 of August 31, 2010 appointing a General Delegate for National Security • Considering Decree No. 02010/280 of September 13, 2010 granting permanent delegation of signature to Mr. Martin MBARGA NGUELE, General Delegate for National Safety;
Having regard to Decree 11 02012/545 of November 20, 2012 on the organization and functioning of the National Police School and the Police Training and Application Centers,
Having regard to Order No. 204/CAB/PR of April 16, 2003 setting the conditions for admission to the various training cycles and the study regime at the National Police School and in the Training and Application Centers of the Police, amended and supplemented by Order No. 913/CAB/PR of 15 September 2014 • considering service requirements;

DECREE
ARTICLE 1 .- A direct competition for the recruitment of 100 Student Police Officers in the 1st year at the National School of Police, is open on March 04, 2023.

ARTICLE 2.- (1) This competition is reserved for persons aged at least 17 and at most 30 years old on 1 January 2022 and holders of the Baccalaureate of Secondary Education, the General Certificate of Education Advanced Level (GCE AL ) obtained in two subjects during one and the same session, except for the one entitled “RELIGIOUS KNOWLEDGE”, or a Diploma recognized as equivalent.
(2) The competition is not open to officials of the National Security.
1- GENERAL AND SPECIFIC CONDITIONS:
Can apply, young people of both sexes fulfilling the general and specific conditions required to be recruited within the framework of the National Security, in particular:
be of Cameroonian nationality; enjoy their civic rights; demonstrate good conduct and good character be declared fit for active day and night service; be recognized as free from any illness or disease giving rise to the right to long-term leave; be at least 1.57 meters tall for female candidates and 1.62 meters for male candidates have not been sentenced to a firm prison sentence of more than 6 months or a penalty accompanied by one of the forfeitures provided for in paragraphs 1 and 6 of article 30 of the Cameroonian Penal Code, either for a crime or for an offense affecting probity; not have been expelled from a Police Academy or a Police Training Center.
The conditions listed above must be fulfilled in full by the candidates. The non-satisfaction of one of them inevitably leads to the rejection of the application.

II – CONSTITUTION OF APPLICATIONS:

ARTICLE 3.- (1) Any person wishing to apply must first and as soon as the competition opens, register online at https://www.dgsn.cm/
(2) Applications will be received complete at the General Delegation for National Security in Yaoundé, or in the Regional Delegations for National Security, from December 19, 2022 to February 17, 2023 at 3:30 p.m. sharp, following an order of passage which will be communicated to them by mobile phone.
Records should include:
1. A handwritten application for registration, on paper stamped at 1,000 CFA francs, dated, signed and addressed to the General Delegate for National Security, specifying explicitly:
the surnames, first names, address, sex, date and place of birth of the candidate ; the Department and Region of origin of the candidate; the competition requested the mention of general service; the examination center chosen; the language of composition; the number of the candidate’s National Identity Card or the receipt of the valid National Identity Card; the list of attachments to the request.
2. A registration form obtained from the website indicated above, duly completed, signed by the candidate and comprising two 4×4 format photos in color and on a white background;
3. The payment of the registration fees for the competition of 21,000 CFA francs (twenty-one thousand CFA francs) made at the counters of the EXPRESS UNION agencies or by EXPRESS UNION MOBILE MONEY, ORANGE MONEY or MTN MOBILE MONEY, in accordance with the procedure described on the website www.dgsn-cm.org
The receipt of payment or the unique number of the transaction materializing the payment of the competition fees must be attached to the application file.
4. A certified true copy of the candidate’s birth certificate dating back no more than six (06) months, signed by a competent civil authority;
5. A certified copy of the required diploma, signed by a competent administrative authority,
6. A certificate of presentation of the original diploma, signed by a competent administrative authority;
7. An extract from the criminal record (Bulletin no. 3) dating from less than three (03) months;
8. A regulatory model medical certificate (900 CFA francs) issued by a doctor from the Administration

10. A regularly stamped height chart certificate, in accordance with the conditions indicated above;
11. An authorization to compete for civil servants, issued by the Minister of Public Service and Administrative Reform;
12. A certified true copy of the marriage certificate dating back no more than six (06) months for regularly married female candidates;
13. A large format envelope (A4) addressed to the candidate, stamped with a postage stamp at the regulatory rate.
(3) Any incomplete file reaching the General Delegation for National Security will be automatically rejected and returned to its sender.
(4) The list of candidates authorized to compete will be distributed by the
General Delegation for National Security, this distribution alone being authentic.
III – THE COMPETITION STAGES:
ARTICLE 4.– (1) The competition comprises five stages relating respectively to the written tests, the oral test, the medical examinations for incorporation, the physical tests and the morality survey.
(2) At all stages of the competition process, the lists of candidates will be distributed by the General Delegation for National Security.
A)- THE WRITTEN TESTS:
The written tests, the program of which is appended to this decree, will take place at the unigue center of YAOUNDE, according to the following times:

Candidates will present themselves 30 minutes before the time of the first test in front of the examination rooms, each with their National Identity Card or the valid receipt and of the receipt of submission of the file. They must not have on them either paper or document, the composition and draft sheets being provided by the Administration.
Will be declared admissible the candidates who, without an eliminatory mark and after application of the coefficients, will have obtained on all the written tests, an average of 12/20.
B) – ORAL ADMISSION TESTS:
Eligible candidates will take the oral tests at the single center in YAOUNDE for final admission.
The oral test covers both the competition program and topical issues. After a brief preparation on the selected subject, the eligible candidate will give a 10-minute presentation, followed by a 10-minute interview with the jury. Said test is assigned the coefficient 2.
C) – MEDICAL VISITS OF INCORPORATION AND PHYSICAL TESTS:
They will take place after the publication of admissibility according to a schedule which will be the subject of a press release.
The candidates called to undergo the medical examinations of incorporation will be subject to the payment of inherent costs set at 25,000 CFA francs.
D) – THE INQUIRY OF MORALITY
This will begin after the oral admission tests,

ARTICLE 5.- The results of the competition will be the subject of a press release from the General Delegate for National Security.
ARTICLE 6.- Candidates declared definitively admitted will be appointed Student Police Officers in the 1st year at the National School of Police by the authority vested with the power of appointment.
ARTICLE 7.- This decree will be registered and published in the Official Journal in French and in English. –
