Carrying opening of a
selection test for the recruitment of one hundred and fifty (150) Teachers of Technical and Vocational Education covered by the Labor Code, for the 2023 financial year.
THE MINISTER FOR THE PUBLIC SERVICE AND ADMINISTRATIVE REFORM,
Considering the Constitution;
Having regard to Law No. 92/007 of August 14, 1992 on the Labor Code;
Having regard to decree no. 78/484 of November 9, 1978 laying down the common provisions applicable to State employees covered by the Labor Code;
Having regard to Decree No. 2011/408 of December 9, 2011 on the organization of the Government, amended and supplemented by Decree 110 2018/190 of March 2, 2018;
Having regard to Decree No. 2012/537 of November 19, 2012 on the organization of the Ministry. of the Public Service. and the Reformation. Administration. ;
Having regard to Clécret 110 2018/191 of March 2, 2018 relating to the reorganization of the Government;
Considering the decree 110 2000/696/PM of September 13, 2000 fixing the General Regime of Administrative Competitions;
Having regard to decree 110040/PM of May 19, 2022 setting the terms and conditions for granting the age exemption to persons with disabilities during administrative competitions and recruitments in the State Civil Service • Having regard to decree 11000000490/MIN
FI of 21 December 2022 specifying the practical modalities of
ORDERS:
Article 1.- a) This decree opens a selection test for the recruitment of Teachers of Technical and Vocational Education covered by the Labor Code, under the 2023 financial year , according to the distribution below:
the regional capitals,
Article 2.-
CONDITIONS TO BE FULFILLED TO APPLY.
Cameroonians who fulfill the following conditions may apply:
a) To meet the general agreements required for access to public employment and in particular those enacted by the General Statute of the Public Service of the State b
) To be able to assume the tasks of Technical and Vocational Education;
c) be at least seventeen (17) years old and at most forty (40) years old on January 1, 2023 (be born between 01/01/1983 and 01/01/2006);
d) however, disabled persons holding a National Disability Card issued by the competent authorities, benefit from an age exemption for a ceiling of five (05) years maximum, above the age limit set out above, in accordance with
e hold the Technical Education Teacher Certificate of Pedagogical Aptitude (CAPIET) in one of the above-mentioned specialties;
Article 3.-
COMPOSITION OF APPLICATION FILES.
Files can be submitted online at the address: concoursonline.minfopra.gov.cm or deposited in the ten (10) Regional Delegations of the Ministry of the Public Service and Administrative Reform, until Friday, September 22, 2023, deadline of rigor and must imperatively include the following documents:
1. a registration form stamped at one thousand five hundred (1500) CFA francs on which the candidate will specify his specialty, the printout of which is available in the services of the Ministry of the Public Service and Administrative Reform or in the Regional Delegations of the said Ministry and downloadable from the website: http://www.minfopra.gov.cm;
2. a certified copy of the birth certificate – signed by a competent civil authority;
3. an extract from the criminal record, bulletin n03;
4. a certified true copy of the required diploma, signed by a competent civil authority;
5. an attestation of presentation of the original diploma, signed by a
competent civil authority;
6. a medical certificate issued by a doctor in the public sector;
7. a receipt for payment of the sum of twenty thousand (20,000) CFA francs issued by a person in charge of the EXPRESS UNION counter of the place of deposit of the application file;
8. two (02) 4×4 photos,
9. an envelope stamped with one thousand (1000) CFA francs addressed to the candidate.
candidates who submit their files online are exempted from the formalities of filing physical files. However, said files must imperatively be submitted to the Ministry of Public Service and Administrative Reform for candidates declared definitively admitted.

Candidates wishing to be accompanied free of charge in the online registration procedure can approach the branches of the National Youth Observatory (ONJ) housed within the Multifunctional Youth Promotion Centers (CMPJ).
In case of absence. of applications in a specialty or quorum not reached in the said specialty, the number of places reserved or remaining for the latter is paid to the candidates of the specialty having registered the greatest number of applications.
Any file that is incomplete, late or whose documents are signed in a police station will not be accepted.
Documents legalized by an administrative, municipal or judicial authority must be dated less than three (03) months from the date of submission of the files.
Article 4.-
PROGRAMS, TIMETABLES AND CONDUCT OF TESTS
1- The program is that of the 3rd year of the Normal Schools of Technical Education Teachers (ENIET).
2- The written tests will take place on the date and at the times below:

3- The time limit for access to the rooms is imperatively fixed at 07:00 sharp .
Article 5.- PUBLICATION AND CONDITIONS OF REMUNERATION.
The final results of this test will be published by order of the Minister of Public Service and Administrative Reform.
The terms of. remuneration will be those applicable to State personnel covered by the Labor Code.
Article 6.- Any fraud observed before, during or after the running of the competition will be penalized in accordance with the laws and regulations in force.
Article 7.- This decree will be registered and published wherever necessary. /-
