CALL FOR APPLICATIONS FOR THE RECRUITMENT OF SIXTEEN (16) CONSULTANTS IN CHARGE OF QUALITY ASSURANCE FOR THE PASSR PROJECT

The Cameroonian Association for Social Marketing (ACMS), member of the PSI network is a non-governmental organization under Cameroonian law whose main mission is to improve in a sustainable and measurable way the social situation of the Cameroonian population and to promote health and family prosperity. Thus, ACMS works in cooperation with the government and its public and private sector partners to deliver high quality health programs, reaching all populations in need. For more than twenty-five years, ACMS has provided the people of Cameroon with comprehensive, evidence-based public health interventions, including programs in reproductive health, malaria, and HIV prevention among others.

The Program for Access to Reproductive Health Services (PASSR) which is recruiting is a development project of the Republic of Cameroon co-financed by the Federal Republic of Germany through its development bank (KfW). ACMS is responsible for the implementation of this program on a large scale.
Indeed, the PASSR implemented in four (04) regions of Cameroon (East, Adamaoua, North and Far North) aims to increase the use of modern methods of family planning, in particular methods of long duration of action.
Your contribution:
Gather or update the administrative and technical documents necessary for the establishment of a ProFam health training;
Reassess the health facilities of the Pro Fam network taking into account the achievements of the first phase;
Identify health facilities with minimum facilities for the implementation of reproductive health services adapted to young people and adolescents (SRAJ);
Identify health facilities for the implementation of the postpartum IUD.
Check the provider’s basic diploma (minimum nursing assistant diploma; laboratory technicians and technical medical health workers are not included)
Check the administrative documents of the Health Facility;
Actively participate in capacity building training and provider certification;
Regularly update the file of service providers;
Ensure the existence of the minimum facilities and essential equipment necessary for the confidentiality and security of the client (Long-term Methods of Action MLD);
Ensure the existence of infection prevention equipment.
Help the health facilities in the network to improve their management system for equipment, products and consumables.
Help health facilities to set up physical and electronic management tools;
Regularly check the physical availability of products, consumables as well as their state of conservation and their expiry dates. ;
Check their state of conservation and their expiry dates;
Build provider capacity for diagnosing, documenting and reporting complications according to the mandatory PSI procedure.
With the collaboration of hospitals and gynecologists, help providers set up a mechanism for referencing and managing major complications;
Help the provider manage minor complications as much as possible;
Plan supervisions according to the performance of Fosas and service providers;
Gather supervision documents and materials;
Find out about security conditions;
Inform the health authorities, in particular the head of the health district and the head of the center who will be supervised;
Specify the number of sites to be visited and the number of days;
Ensure the availability of the service provider;
Discuss with the provider on the problems encountered by his health facility before starting the supervision:
Check administrative and technical documents;
Arrange for observation of clinical cases and counseling sessions;
Encourage the head of the health facility to maintain the equipment to improve the physical aspects of the premises;
Inspect the facilities (PF room, Gynecological table, water source, energy source, infection prevention materials);
Check the waste disposal system:
Ensure that all providers providing FP/RH services in affiliation with PSI/ACMS are trained and certified.
Ensure critical infection control steps are followed.
Ensure that health facility contracts are up to date;
Ensure provider screens clients for service eligibility in accordance with PSI/ACMS service delivery protocols
Review customer records and statistical data;
Identify and document quality gaps in order to correct them during the next supervision;
Document cases of complications occurring in the health facility;
Check the existence of standards documents (paper and digital posters if possible);
Use the digital supports (HNQIS) for supervision;
Write periodic reports and meet deadlines;
Assess the knowledge and technical competence of the service provider;
Train the service provider on the use of the equipment provided, for example the autoclave and give a demonstration if necessary;
Help the service provider to do his self-assessment;
Build the capacity of service providers to diagnose, document and report complications according to the mandatory PSI procedure;
Set up a mechanism for referencing and managing major complications;
Help the provider manage minor complications as much as possible;
Set up a client monitoring system;
Collect data monthly and send them to the monitoring and evaluation assistant;
Collaborate well with other team members (AC, ASC);
Collaborate with partner teams with professionalism;
Maintain courteous relations with health, religious and traditional administrative authorities;
Adopt a facilitative approach so that the provider feels comfortable and cooperates fully during supervision;
Adopt exemplary behavior in society in order to preserve the PSI/ACMS reputation.

The basics :
Hold a Bachelor’s degree in nursing (midwife, midwifery nurse, reproductive health nurse) or equivalent diploma;
Professional experience, minimum two (02) years as a nurse midwife or midwife ;
In substitution of the required diploma : Have more than five (05) years of relevant professional experience as a nurse midwife or midwife ;
Have strong problem-solving skills;
Have a good ability to plan and foresee potential and emerging obstacles;
Demonstrate adaptability, patience, ingenuity, resilience and flexibility;
Have results-based management skills;
Be available to carry out regular field missions.
What would turn us on?
Familiarity with social marketing and/or NGOs;
Fluent in French and/or English and have a sufficient command of the other language;
Good command of computers and software (Word, PowerPoint, Excel);
Passion for public health;
