ORDER N° 0 035 9 4 /MINFOPRA / of June 12, 2023
Carrying opening of a
selection test for the recruitment of thirty (30) Executive Secretaries covered by the Labor Code, for the 2023 financial year.
THE MINISTER FOR THE PUBLIC SERVICE AND ADMINISTRATIVE REFORM,
Considering the Constitution;
Having regard to law 11 092/007 of August 14, 1992 on the Labor Code;
Having regard to decree 110 78/484 of November 9, 1978 setting the common provisions applicable to State employees covered by the Labor Code;
and supplemented by decree 110201 8/190 of March 2, 2018;
Mindful of Decree No. 2012/.537 of November 19, 2012 on the organization of the Ministry of Public Service and Administrative Reform;
Having regard to decree 11 0 2018/191 of March 2, 2018 on the reorganization of the Government;
Considering the decree 110 2000/696/PM of September 13, 2000 fixing the General Regime of Administrative Competitions;
Having regard to Order 110040/PM of 19 May 2022 setting ICS procedures for granting the age exemption to persons with disabilities during administrative competitions and recruitments in the State Civil Service;
Having regard to Order No. 000000490/MINFI of 21 December 2022 specifying the practical procedures for implementing administrative competition costs,
ORDERS:
Article 1.- a) This order opens a selection test for the recruitment of thirty (30) Executive Secretaries falling under the Labor Code cl ll, category ” 9/1 ” of the public service, for the 2023 financial year

Article 3.-
CONDITIONS TO BE FULFILLED TO APPLY.
l- General conditions are
eligible to apply, Cameroonians of both sexes who fulfill the following:
a) be physically fit for the exercise of the profession of Secretary;
b) be seventeen (17) years old on 1110ins and forty (40) years at most on January 1, 2023 (be born between 01/01/1983 and 01/01/2026);
c) however, disabled persons holding a National Disability Card issued by the competent authorities, benefit from an exemption from age 1 1 1-1 ceiling of five (05) years maximum, above the limit age set above, in accordance with Order No. 0040/PM of 19 May 2022 referred to above.
Specific condition:
Hold both the Baccalauréat de l’enseignement general or the General Certificate of Education Advanced Level (GCE-A/L) obtained in at least two subjects, apart from the subject “religi011,s knowledge” and the Brevet de Technicien Supérieur en

national training establishment or by one of the foreign or international schools appearing on a list fixed by order of the Prime Minister.
Article 4.-
COMPOSITION OF APPLICATION FILES.
Files can be submitted online at the address: concoursonline.minfopra.gov.cm or deposited in the ten (10) Regional Delegations of the Ministry of Public Service and Administrative Reform, until Friday, September 22, 2023 , deadline of rigor and must imperatively include the following documents:
1. a registration form stamped at one thousand five hundred (1500) CFA francs, the printout of which is available in the services of the Ministry of the Public Service of Administrative Reform 011 in the Regional Delegations of the same Ministry and downloadable from the website: http://vvww.minfopra.gov.cm;
2. a certified copy of the birth certificate signed by a competent civil authority;
3. an extract from the criminal record, bulletin n03•,
4. a certified copy of the required diploma, signed by a competent civil authority;
5. an attestation of presentation of the original diploma, signed by a competent civil authority;
6. a medical certificate issued by an Illéclecin from the public sector;
7. a receipt for payment of the sum of twenty thousand (20,000) CFA francs issued by a person in charge of the EXPRESS UNION counter of the place of deposit of the application file;
8. two (02) 4×4 photos,
9. an envelope stamped with one thousand (1000) CFA francs addressed to the candidate.
Candidates who submit their files online are exempt from the formalities for submitting physical files. However, the said files must imperatively be submitted to the Ministry of the Public Service and Administrative Reform for -the candidates declared definitively admitted.
Candidates wishing to be accompanied free of charge in the online registration procedure can approach the branches of the National Youth Observatory (ONJ) housed within the Multifunctional Centers for the Promotion of Young People (CMPJ).
Any file that is incomplete, late or whose documents are signed in a police station will not be accepted.
Documents legalized by an administrative, municipal or judicial authority must be dated less than three (03) Illois from the date of submission of the files.
Article 5.-
PROGRAM, DATE AND TIMES OF THE WRITTEN TESTS.
1- The program. composition is that of the cycle of studies delivering the diploma required to apply.

3- Time. access limit to the rooms is set at 7 am sharp.
Article 6.- PUBLICATION AND CONDITIONS OF REMUNERATION.
The Minister of Public Service and Administrative Reform. publishes the final results of this test.
The methods of remuneration of the candidates definitively selected at the end of this test are those applicable to State personnel covered by the Labor Code.
Article 7.- This decree will be registered and published wherever necessary.
