MINEDUB/MINFOPRA JOINT DECREE OF 02 NOV 2022 opening a selection test for the recruitment of three thousand (3000) Nursery and Primary Education Teachers organized as part of the fourth phase of the Reform Support Program of Education in Cameroon, for the 2022 session.

THE MINISTER OF PUBLIC SERVICE AND ADMINISTRATIVE REFORM,
Considering the Constitution;
Having regard to Law No. 98/004 of April 14, 1998 on the Orientation of Education in Cameroon;
Having regard to Decree No. 94/199 of October 7, 1994 on the General Statute of the Public Service of the State, modified and supplemented by Decree No. 2000/287 of October 12, 2000;
Having regard to Decree No. 2000/359 of December 5, 2000 on the special status of civil servants of the National Education body;

Having regard to Decree No. 2011/408 of December 9, 2011 on the organization of the Government, amended and supplemented by Decree No. 2018/190 of March 2, 2018;
Considering decree no. 2012/268 of June 11, 2012 on the organization of the Ministry of
Basic Education;
Mindful of Decree No. 2012/537 of November 19, 2012 on the organization of the Ministry of Public Service and Administrative Reform;
Having regard to Decree No. 2018/191 of March 2, 2018 on the reorganization of the Government;
Having regard to Decree No. 2019/002 of January 4, 2019 on the reorganization of the Government;
Mindful of Order No. 134/PM of 10 December 2018 on the creation, organization and functioning of the Education Reform Support Program in Cameroon;
In view of Order No. /MINEDUB of 02 NOV 2022 specifying the recruitment and deployment of Nursery and Primary Education Teachers selected under the Education Reform Support Program in Cameroon;
Having regard to Order No. 15 u’ /MINEDUB of —4-2-11011-2022— on the creation, organization and operation of the Interministerial Committee in charge of organizing selection tests for Nursery and Primary Education Teachers recruited in within the framework of the Education Reform Support Program in Cameroon,

STOP:

ARTICLE 1.- (1) This Order opens a selection test for the recruitment of three thousand (3000) Nursery and Primary Education Teachers organized within the framework of the fourth phase of the education in Cameroon, for the 2022 session.
(2) The written tests of the said test will take place on Saturday, December 10, 2022, in all the regional capitals.
ARTICLE 2.- (l) The call for applications for this test is indexed to the needs of needy schools (job posting). Each candidate chooses a school in which he wishes to work and composes in the regional center of composition which shelters the zone which was the subject of his choice.
(2) However, in the event that the quota allocated to a school is reached, the Ministry of Basic Education may assign the successful candidates to another needy school in the same region, which has not registered any applicants. .

ARTICLE 3. – The distribution of places as well as the quotas by Region and by department are based on the needs expressed by the target schools mentioned in article 2 above.

ARTICLE 4. – The list of schools in need mentioned above will be published beforehand by the Ministry of Basic Education and each candidate must specify, in a letter of motivation included in the file, the school for which he will take the test. .

ARTICLE 5.- CONDITIONS TO BE FULFILLED TO APPLY FOR CANDIDACY
Cameroonians of both sexes who meet the
following conditions may apply:
a) be aged 40 at most on December 31, 2022;
b) hold a CAPIEMP issued no later than 2017

ARTICLE 6.- The selection test is open to any person holding the CAPIEMP and holders of previous CAPIEMPs, having not taken part or not in the previous phases of the third recruitment program. Interested parties are called upon to submit an application file, the composition of which is set out in article 7.

ARTICLE 7.- COMPOSITION OF APPLICATION FILE
(1) Application files, which will be received complete in the Regional Delegations for Basic Education no later than November 18, 2022, the strict deadline, must include the following documents:
a ) A stamped application addressed to the Minister of Basic Education;
b) Two passport photos (4X4 format);
c) A certified copy of the birth certificate;
d) Two certified copies of CAPIEMP or Teacher’s Grade One Certificate;
e) An unstamped photocopy of the professional diploma;
f) A certified photocopy of the National Identity Card;
g) A bulletin no3 of the extract from the criminal record (dating back less than 03 months);
h) A report of medical visits;
i) A civil status information sheet,
j) A candidate’s identification sheet, the model of which will be withdrawn from the services of each Regional Delegation of the Ministry of Basic Education,
k) A sworn statement to serve in his duty station for 5 years;
l) A letter of motivation from the candidates specifying the needy school chosen;
m) A certified true copy of the marriage certificate (if applicable).
n) A certificate of residence in the requested region.
o) An envelope, in A4 format, stamped with the candidate’s address.
(2) Any file that is incomplete or arrives late will be rejected;

(3) Candidates submit their files exclusively in the region where the school is located! chosen and whose capital is necessarily their center of composition.
(4) All dialing centers are bilingual.
ARTICLE 8.- The written exams of the selection test will take place according to the table below:

ARTICLE 9.- The results of the selection test will be published by joint order of the Minister in charge of Basic Education and the Minister of Public Service and Administrative Reform.
