competition for the special recruitment of Forty (40) English-speaking Justice Auditors to the Judiciary and Registry Division of the National School of Administration and Magistracy (ENAM), for the academic year 2023/ 2024.

Having regard to the Constitution, having regard to Law No. 2017/010 of July 12, 2017 on the General Statute of Public Establishments;
Having regard to Decree No. 94/199 of October 7, 1994 on the General Statute of the Public Service of the State, together with its subsequent amendments, Having regard to
Decree No. 0 095/048 of March 8, 1995 on the Statute of the Judiciary and its subsequent amending texts, in particular decree 11 0 2012/188 of April 18, 2012 amending and supplementing article 11 (new) of decree no 2004/080 of April 13, 2004, given decree no 0 2011/408 of December 9, 2011 on the organization of the Government, amended and supplemented by decree no. 2018/190 of March 2, 2018,
Having regard to Decree No. 2012/537 of November 19, 2012 on the organization of the Ministry of Public Service and Administrative Reform, having regard to Decree No. 2018/191 of March 2, 2018 on the reorganization of the Government;
Having regard to Decree No. 0201ê/240 of April 9, 2018 on the reorganization of the National School of Administration and Magistracy (ENAM);
Having regard to decree no. 2000/696/PM of September 13, 2000 establishing the general rules for administrative competitions, Having
regard to decree no. administrative competitions and recruitments in the State Public Service;
Having regard to Order No. 0004832/MlNFOPRA of October 10, 2012 on the study and schooling regime of the Division of Magistracy and Clerks of the National School of Administration and Magistracy, having regard to Order No. 00000490/MlNFl of December 21, 2022 specifying the practical procedures for implementing the costs of administrative competitions,
ARRE TE
Article 1: (1) A competition for the special recruitment of forty (40) English-speaking Justice Auditors to the Judiciary and Registry Division of ENAM, the program of which is appended, is open to title of the academic year 2023/2024.
(2) The places offered in the competition are allocated as follows:
Judicial Section: 20 places;
Administrative Section: 10 places, Accounts Section: 10 places.
Article 2: Persons fulfilling the following conditions may apply: a- be of Cameroonian nationality,
b- be at least seventeen (17) years old and thirty-two (32) years old at most on the date from January 1, 2023 •
c- however, disabled persons holding a National Disability Card issued by the competent authorities, may benefit from an age exemption for a ceiling of five (05) years maximum, above the limit of age set above, in accordance with decree n 0 040/PM of 19 May 2022 referred to above, d- have a good command of the English language; e- hold •
for the Judicial Section: a Master 1 or a Master’s degree in English-speaking Private Law issued by a Cameroonian University, or a foreign diploma recognized as equivalent by the competent authority and approved by the Minister of Justice;
for the Administrative Section: a Master 1 or a Masters in Public Law issued by a Cameroonian university, or a foreign diploma by the competent authority and approved by the Minister of Justice,
for the Accounts Section: a Master 1 or a Masters in Economics, Management Sciences issued by a Cameroonian university, or a foreign diploma recognized as equivalent by the competent authority and approved by the Minister of Justice.
f- provide evidence of physical aptitude and a state of health enabling him to effectively exercise the functions of magistrate;
g. enjoy his civic rights, h- not have suffered convictions appearing in bulletin n 0 3 of the criminal record incompatible with the
Article 3: (1) The registration forms available in the regional delegations can be downloaded from the website of the Ministry of Public Service and Administrative Reform (www.minfopra.gov.cm).
(2) The registration fees for the competition amount to twenty-five thousand (25,000) CFA francs payable to the persons in charge of the EXPRESS UNION counter at the place of submission of the application file.
(3) Applicants must file their file online or with the Regional Delegations of Public Service and Administrative Reform against receipt.
(4) Application files must reach the Regional Delegations of the Ministry of the Public Service and Administrative Reform no later than Friday, July 14, 2023, the strict deadline.
(5) The list of documents to be provided is as follows.
– a registration form stamped at one thousand five hundred (1500) CFA francs, the printout of which is available in the services of the Ministry of Public Service and Administrative Reform or in the Regional Delegations of the same Ministry and can be downloaded from the website : http://www.minfopra.gov.cm;
– a certified copy of the required diploma,
– a certificate of presentation of the original of the diploma signed by the Governor of the Region, the Prefect or the Sub-Prefect;
– a certificate of presentation of the original of the Baccalaureate or any other diploma having allowed access to higher education signed by the Governor of the Region, the Prefect or the Sub-Prefect;
– a receipt for payment of registration fees issued by a person in charge of the EXPRESS UNION counter of the place of deposit of the application file, –
a bulletin N 03 of the criminal record dating from less than three (03) months on the date of deposit of the file, issued by the competent judicial authorities;
– a medical certificate dating from less than three (03) months on the date of submission of the file, signed by a doctor of the Administration;
– a certified true copy of the birth certificate, handwritten or typed, signed by an administrative or municipal authority,
– a stamped envelope at the rate in force at the candidate’s address.
NB: Any file that is incomplete or contains documents deemed to be false or falsified will be rejected.
(6) The lists of candidates authorized to compete will be published on the MINFOPRA website (wvw.minfopra.gov.cm) no later than Wednesday, July 19, 2023.
(7) The publication of these lists serves as a notice.
Article 4: (1) The written admissibility tests, which will take place in one of the examination centers (Bamenda, Buea, Garoua, Yaoundé) chosen by the candidate, will take place on the dates and times below a

Law test (Law of Contract/Family Law/Land Law/Civil procedure):
* duration: 4 hours (from 1:00 p.m. to 5:00 p.m.);
* coefficient: 04;
b) Sunday July 23, 2023:
Specialty test 1:
– Judicial Section: Criminal Law/ Criminal procedure;
– Administrative Section: Constitutional Law/Administrative Law/Administrative Litigation;
– Accounts Section • Public Finances
– duration: 4 hours (from 7.30 a.m. to 11.30 a.m.); * coefficient: 04;
– Specialty test 2:
– Judicial Section: Business Law;
– Administrative Section: Human Rights and Public Freedoms;
– Costs Section: General Accounting * duration: 4 hours (from 1:00 p.m. to 5:00 p.m.); * coeff: 04.
(2) The time limit for admission to the rooms is set at 07:00 for the morning tests, and at 12:30 for the afternoon tests.
(3) Candidates will compose exclusively in English.
Article 5: The oral admission tests include:
an oral presentation in English of a practical case followed by an interview with the jury on one of the following subjects: Family Law, Climinal Law, Criminal procedure, Civil procedure, Land Law, Law of tott, Business Law, Administrative Law, Constitutional Law, Public Freedoms, Human Rights, Administrative Litigation, Public Finances, General Accounting, Economics: coeff. 3; an oral interview in French: coeff. 1
Article 6: Receipts for applications for national identity cards dating from less than three (03) months before the closing date for competition entries will not be accepted.
Article 7: Any fraud observed before, during or after the running of the competition will be penalized in accordance with the laws and regulations in force.
Article 8: This decree will be recorded and published wherever necessary. /-
