Carrying opening of a
training competition for the recruitment of twenty (20) student Certified Teachers of Physical Education and Sports (PEPS) and twenty (20) student Assistant Teachers of Physical Education and Sports (PAEPS) at the National Institute of Youth and of Sports (INJS) of Yaoundé, for the academic year 2023/2024.
THE MINISTER FOR THE PUBLIC SERVICE AND ADMINISTRATIVE REFORM,
Considering the Constitution;
Having regard to decree 1+75/789 of December 18, 1975 on the Special Statute of the bodies of Youth and Sports officials;
VII the. decree no. 094/199 dated October 07, 1994 on the General Statute of the Public Service of the State, amended and supplemented by decree no. 110 2000/287 of October 12, 2000 • VI-I
decree no. organization of the Government, amended and supplemented by Decree If 2018/190 clu 02 March 2018 •
Having regard to Decree 110 2012/537 of November 19, 2012 on the organization of the Ministry of the Public Service and Administrative Reform;
Considering the decree 1+2018/191 of March 02, 2018 relating to the reorganization of the Government;
Having regard to Decree If 2000/696/PM of September 13, 2000 establishing the General Regime for
Administrative Competitions; Order No. 0040/PM of 19 May 2022 laying down the procedures for granting age exemption to persons with disabilities during administrative competitions and recruitment into the State Civil Service;
Having regard to decree n000000490/MINFI of December 21, 2022 specifying the practical procedures for implementing the costs of administrative competitions and recruitments in the State Civil Service,
ORDERS
Article (1) A training competition for the recruitment of twenty (20) student Certified Physical Education and Sports Teachers (PEPS) and twenty (20) student Assistant Teachers of Physical Education and Sports (PAEPS) at the National Institute of Youth and Sports (INJS) of Yaoundé, is open at the single center of Yaoundé, for the academic year 2023/2024.
(2) Said competition will take place on September 12 and 13, 2023 for the physical tests and on September 16 and 17, 2023 for the written tests.
(3) The places offered in the competition are distributed as follows:

-Article 2.- CONDITIONS TO BE FULFILLED POT JR APPLY.
a)- General conditions:
Cameroonians who meet the following conditions can apply:
1) meet the general conditions required for access to public employment, as enacted by the General Statute of the Public Service of the State .
2) be able to take on the work of a Certified Physical Education and Sports Teacher.
3) be at least seventeen (17) years old and no more than thirty-one (31) years old on January 1, 2023 (be born between 01/01/1992 and 01/01/2006) for candidates external, and forty (40) years at most on January 1, 2023 (being born between 01/01/1983 and 01/01/2006) for internal candidates. 4) however, disabled persons holding a National Disability Card issued by the competent authorities, benefit from a maximum of five (05) years, above the age
limit
set at 110040/PM of May 19, 2022 referred to above.
b)- Specific conditions:
1- For admission to the cycle of Certified PS Teachers)
– For external candidates, hold a higher education (all courses combined) or any other academic diploma issued by a foreign university and recognized as equivalent by the competent institution on the date of submission of the application file.
– For internal candidates, be Assistant Professor of Physical Education and Sports (PAEPS) and justify a seniority of at least three (0.3) years in this grade on January 1, 2023, or be an official of the Administrations of the Armed Forces and of the Police or the Penitentiary Administration fulfilling the same specific conditions required of external candidates and justifying seniority of at least three (03) years in this grade on 1 January 2023.
2- For admission to the cycle of Assistant Professors of Physical Education and Sports (PAEPS)
– For external candidates, hold either the Baccalaureate of Secondary Education (all series combined), or the General Certificate of Education Advanced Level (GCE—A/L) obtained in at least two subjects, apart from the subject “religious knowledge”, or any foreign diploma recognized as equivalent.
– For internal candidates, êL1e Principal Master of Physical Education and Sports. (MPEPS), justify a seniority of at least three (03) years in this grade on January 1, 2023, or be a civil servant of the Administrations of the Armed Forces and the Police or the Penitentiary Administration fulfilling the same specific conditions required to external candidates and provide proof of seniority of at least three (03) years in this grade on 1 January 2023.
Article 3.- COMPOSITION OF CANDIDATES.
– Files can be submitted online at the address: concoursonline.minfopra.gov.cm or deposited in the ten (10) Regional Delegations of the Ministry of the Public Service and Administrative Reform, until Friday, September 1, 2023 ,deadline and must imperatively Include the following documents: For external candidates:
1. a registration form stamped at one thousand five hundred (1500) CFA francs, the printout of which is available in the services of the Ministry of the Public Service and of Administrative Reform or in the Regional Delegations of the same Ministry and downloadable from the website: http://www.minfopra.gov.cm;
2. a certified copy of the birth certificate signed by a competent civil authority;
3. an extract from the criminal record, bulletin n03;
4. a certified true copy of the required diploma, signed by a competent civil authority;
5. an attestation of presentation of the original diploma, signed by a competent civil authority. ;
6. a medical certificate issued by a doctor in the public sector;
7. an information sheet duly legalized by a competent authority;
8. a receipt for payment of the sum of twenty-five thousand (25,000) CFA francs issued by a person in charge of the EXPRESS UNION counter of the place of deposit of the application file;
9. two (02) 4×4 photos,
10. an envelope stamped with one thousand (1000) CFA francs addressed to the candidate. For internal candidates:
1. a registration form stamped at one thousand five hundred (1500) CFA francs, the form of which is available in the services of the Ministry of the Public Service and Administrative Reform or in the Regional Delegations of the same Ministry and downloadable from the website: http://www.minfopra.gov.cm;
2. a copy of the act of integration or redeployment;
3. a receipt for payment of the sum of twenty-five thousand (25,000) CFA francs issued by a person in charge of the EXPRESS UNION counter of the place of deposit
4. an authorization to compete issued on the right date by the Mi et de la Réforme Administrative, after prior notice from the Minister
5. an envelope stamped with one thousand (1000) CFA francs to the address of the c
o candidates who submit their files online are said to have physical files. However, said files must imperatively be submitted to the Ministry of Public Service and Administrative Reform for candidates declared definitively admitted.
o Candidates wishing to be accompanied free of charge in the online registration procedure can approach the branches of the National Youth Observatory (ONJ) housed within the Multifunctional Centers for the Promotion of Young People (CMPJ).
o Government employee applicants subject to the Labor Code and fulfilling the conditions set out in article 2 must provide a copy of their employment contract or decision to hire.
o Any file that is incomplete, late or whose documents are signed in a police station will not be accepted.
o Documents legalized by an administrative, municipal or judicial authority must be dated less than three (03) months from the date of submission of the files.

Article 5.- PUBLICATION OF COMPETITION RESULTS.
The results of this competition will be published by order of the Minister of Public Service and Administrative Reform.
Article 6.- (1) In addition to the winners of this competition, and in accordance with the Process for linking the INJS to the License-Master-Doctorate (LMD) system, will also be admitted to the first PEPSI year, “the upper thirds” of the PAEPS3, final classes of the first cycle of the INJS.
(2) Admission to the first PEPSI year of “upper thirds” will be confirmed by an act signed by the Minister of Public Service and Administrative Reform.
(3) a) In the absence of applications from the Armed Forces, the Police and the Penitentiary Administration, the number of places reserved for the latter must be allocated to external candidates.
b) In the event of the absence of internal candidates or of the quorum not being reached, the number of places reserved for the latter must be allocated to external candidates.
Article 7.- Any fraud observed before, during or after the competition will be sanctioned in accordance with the laws and regulations in force.
Article 8.- This decree will be registered and published wherever necessary. /
