Presentation of the company
The French Red Cross (CRf) and the Cameroon Red Cross ( CRC) are
humanitarian associations, auxiliary to the public authorities, which provide aid and
assistance to vulnerable people.
Since 2010, the French Red Cross (CRf) has been present in Cameroon and intervenes in
the areas of health, nutrition and food security and livelihoods
(SAME) in the East and South regions. ‘Far North.

Description of the position
I. Objective / Summary of the position.
Under the responsibility and supervision of the project manager, and in collaboration with the entire
Batouri CRC-CRF team, the data manager’s mission is to participate in
improving the data collection system, centralizing data
collected and the analysis of information for strategic decision-making. Page 2 / 5
II. Location of the position
This position is open to people with the required profile and the successful candidate must
reside in Batouri by his own means; it is therefore not subject to relocation. The
candidate selected at the end of the recruitment process cannot therefore
claim the status of relocated employee.
III. Responsibilities
A. Participate in the improvement of the data collection system
– Review the tools used for data collection on the various
projects implemented in Eastern Cameroon;
– Support the teams in the development of the terms of reference of the surveys in
defining the methodologies of each survey and/or assessments;
– Provide the necessary advice for improving the tools of the various
projects implemented in Kousseri;
– Train the team of the various projects implemented in Kousseri in
data collection;
– Collaborate with teams to identify priority issues and contribute to
problem solving.
B. Ensure the implementation of project reporting tools as well as their
harmonization in the different databases
– Participate in the design of technical documents and data collection media
for project activities;
– Set up data collection tools and ensure their harmonization
in each base, as well as the renewal of the stock;
– Accompany / Coach all users on the correct completion and
harmonized understanding of the items of each data collection medium
;
– Ensure the creation of databases in connection with the collection tools.
C. Centralize the data collected
– Set up a database for each area of intervention (health, DRR,
community and capacity building) in order to facilitate monitoring;
– Ensure that the data/statistics collected from the various departments
are complete and reliable, before compiling them;
– Process the compiled data and transmit it on time to
the hierarchy for validation;
– Perform critical analysis of data and make recommendations in terms
of corrective actions;
– Update the operational monitoring tools on a monthly basis;
– Archive validated data. Page 3 / 5
D. Enter, analyze, compile and archive information
– Check the quality of the data to be entered and report any problems encountered;
– Participation in the analysis of the database before writing the reports;
– Ensure the follow-up of the indicators of the projects implemented by the CRC/CRf;
– Participate in the analysis of the health situation in the EN region of Cameroon;
– Analyze data and propose strategic orientations;
– Analyze, validate and transmit data with a list of reports analyzed
during the month (Monthly Report, Operational Monitoring Tool, etc.);
– Brief project managers on any difficulties or strengths observed
during data processing and provide a report.
E. Write reports and supervise the teams during the surveys
– Ensure the verification, recording, processing and analysis of the data
collected by the field teams and the surveyors;
– Ensure the quality of the data collected and compiled by the investigators at the end
of the day of an investigation;
– Check the quality of the data collected in the field;
– Participate in the training of survey agents during surveys;
– Support for monitoring the accountability mechanism in the field;
– Supervise on a permanent, regular and continuous basis the field teams and the
investigators;
– Write the various reports of the evaluations and surveys carried out.
F. Ensure coordination with the teams
– Participate in internal and external meetings of the project;
– Participate in CRF/CRC program meetings.
G. Support for the deployment of the monitoring and evaluation system
– Support for the development of the SERA system on grassroots projects;
– Support for monitoring the accountability mechanism in the field;
– Collection and archiving of project verification sources
Qualifications and experience
Diploma / Level of study:
Holder of a diploma (BAC+2) in statistics, monitoring and evaluation, IT or any
equivalent diploma with experience in monitoring, evaluation and data management.
At least 2 years of experience in the field.
Knowledge required:
– Advanced computer skills (Word, Excel, Power Point, internet), and
data management software/tools (Kobo collection, commcare,
Tablet/GPS etc.);
– Knowledge of the Red Cross / Red Crescent Movement through
previous experience is a real advantage;
– Perfect command of the French language;
– Knowledge of Fulfulde and Arabic is an asset.
Essential technical skills:
– Have professional experience of at least 2 years in a similar position;
– Demonstrate patience, pedagogy, diplomacy and adaptability;
– Have a very good relationship (internal and external);
– Ability to work in a team;
– Have a good command of French (read, written and spoken);
– Physically fit to travel in the field.
Required qualities:
– Good ability to manage physical fatigue;
– Good capacity for initiative;
– Ability to work under pressure;
– Autonomy, initiative and sense of responsibility;
– Sense of diplomacy and negotiation;
