the French association Première Urgence Internationale is looking for:

A TRAINEE ASSISTANT LOGISTICIAN-ADMINISTRATOR BASE
Context

Première Urgence Internationale (PUI) is a Non-Governmental Organization of international solidarity, non-profit, apolitical and secular. Its objective is to meet all the basic needs of civilian victims endangered, marginalized or excluded by the effects of natural disasters, wars and situations of economic collapse. PUI is present in 22 countries, in Africa, Asia, the Middle East, the Caucasus and the Caribbean, and operates in the areas of food security, health, nutrition, infrastructure rehabilitation, water and sanitation and economic recovery.

 




 

PUI has been present in Cameroon since 2008, first on the East / Adamaoua front then in the Far North (EN) in 2014/2015, via its base in Maroua. It carries out emergency and recovery activities in Water, Hygiene and Sanitation (WASH), Nutritional Food Security and Livelihoods (SANME), Essential Household Items (AME)/Shelter. Since 2017, PUI has expanded into Logone-et-Chari (LC) from its base in Kousseri where teams carry out projects in SANME EHA, Abri AME as part of the Rapid Response Mechanism (RRM)
Since 2016, Cameroon has been facing an unprecedented internal crisis in the English-speaking North West and South West (NOSO) regions. This crisis, initially based on corporatist demands from lawyers and teachers, gradually shifted towards strong secessionist demands and violent armed clashes.
These events lead to major displacements of populations fleeing to areas considered safer, particularly in the West region, which is one of the main reception points for the displaced, mainly in the departments of Menoua, Bamboutos and Noun.

 

 




The most recent data collected by IOM and OCHA estimate as of 15 September 2021 that there were 84,927 displaced people in the West region, mainly in the departments of Menoua (18,761), Bamboutos (22,131 ) and Noun (19,061). 42% of these displaced persons, or approximately 37,000 people, were displaced during and before 2018. Approximately 7,994 of the displaced persons, or 9%, were displaced between January and July 2021. specify that these figures fluctuate rapidly due to the many pendular movements that characterize the area.

Although the conflict is mainly localized in the North-West and South-West regions, we are witnessing an upsurge in attacks in the border regions, particularly in the West.

In this context, PUI is recruiting a Logistics Trainee-Base Administrator.

Overall objective:

Under the direct responsibility of the Base Field Coordinator, the Assistant Logistician/Base Administrator trainee participates in the implementation of the administrative and logistical activities of the base in order to provide the means necessary for the running of the programs that Première Urgence Internationale develops in the East, Adamaoua, North and Far North Regions of Cameroon.

Responsibilities and fields of action

1. CONTRIBUTE TO THE COLLECTION OF INFORMATION FOR BASE SECURITY
MANAGEMENT 2. CONTRIBUTE TO THE MANAGEMENT AND ADMINISTRATIVE MANAGEMENT OF SUPPORT PERSONNEL
3. CONTRIBUTE TO GUARANTEEING THE REALIZATION OF THE SUPPLY OF THE BASE
4. ENSURE THE DEVELOPMENT AND MAINTENANCE OF THE BASE
5. PARTICIPATE IN THE MANAGEMENT OF THE EQUIPMENT OF THE BASE
6. PARTICIPATE IN THE DAILY AND ADMINISTRATIVE MANAGEMENT OF THE VEHICLE FLEET OF THE BASE
7. PARTICIPATE IN THE LOGISTICS REPORTING OF THE BASE
8. PARTICIPATE IN THE FINANCIAL MANAGEMENT OF THE BASE.

Specific objectives and associated activities

1. CONTRIBUTE TO THE COLLECTION OF INFORMATION FOR THE SECURITY MANAGEMENT OF THE BASE
– He/(She) takes part in setting up and enforcing all the security rules defined on the base.
– He/(She) participates in the collection and transmission of security information on the base.
– He/(She) checks and informs his/her N+1 if the buildings of the base or the equipment of the base do not comply with the security standards of the organization.
– He/(She) reports to his/her superiors any breach of the security rules of the base.

 




2. CONTRIBUTE TO THE MANAGEMENT AND ADMINISTRATIVE MANAGEMENT OF SUPPORT STAFF
– He/(She) contributes to the day-to-day management of the activities of the logistics staff, monitors the priorities, defines and reports to his superior any breach or non-compliant performance of the tasks of the support staff .
– He/(She) helps with the administrative management of support staff in collaboration with administration and/or logistics. He/(She) ensures the training of the personnel under his hierarchical responsibility.
– He/(She) helps to provide training in the organisation’s logistical and administrative procedures and tools.
– He/She Respects the administrative calendar

3. CONTRIBUTING TO GUARANTEEING THE REALIZATION OF THE SUPPLY OF THE BASE
– He/She participates in the supervision of receptions and the routing of equipment to their final destination.
– He/(She) draws up the transport documents accompanying the goods.
– He/(She) carries out the physical management of the base’s stocks.
– He/(She) carries out the administrative management of the stocks of the base.
– He/(She) participates in compiling the monthly stock monitoring reports for the base.

4. ENSURE THE AMENITIES AND MAINTENANCE OF THE BASE
– He/(She) supervises or carries out all repair, maintenance or development work on the base.
– He/(She) carries out regular inspection visits to all the base buildings in order to identify any repairs, maintenance or adjustments to be made.
– He/(She) supervises daily workers and contractors contracted to carry out work on the base.
– He/(She) supervises the maintenance and repairs of domestic equipment on the base.

5. PARTICIPATING IN THE MANAGEMENT OF BASE EQUIPMENT
– He/(She) participates in the daily and administrative management of base equipment.
– He/(She) participates in the installation of base equipment and ensures its proper functioning, maintenance and the carrying out of necessary repairs.
– He/(She) participates in the development of procedures for the use of equipment and in the training of their users.

6. PARTICIPATE IN THE DAILY AND ADMINISTRATIVE MANAGEMENT OF THE VEHICLE PARK OF THE BASE
– He/(She) participates in the planning of the movements of the vehicles of the base.
– He/(She) ensures the drafting of the weekly schedule of the vehicles of the base with consultation of the Area Manager for optimization of the schedule and transmits it to the base respecting the defined deadlines.
– He/(She) ensures the daily follow-up of the movements of the vehicles of the base.
– He/(She) ensures in connection with the Log of the base that all the vehicles are provided with the equipment and the necessary documentation before any displacement (checklist).
– He/(She) supervises the proper functioning of the vehicles, their maintenance and the carrying out of the necessary repairs.
– He/(She) ensures in particular safety issues relating to the use of vehicles (authorized persons, special conditions, safety equipment, etc.).
– He/(She) ensures the implementation and completion of travel monitoring, fuel management and maintenance tools (log books).

 




7. PARTICIPATE IN BASE REPORTING
– He/(She) participates in internal logistics reporting.
– He/(She) contributes to the archiving of the logistics documents of the base.
– He/(She) contributes to the monthly logistics reporting of the base in case of solicitation.
– He/(She) ensures effective communication of information to other services and with the base logistics team.

8. PARTICIPATE IN THE FINANCIAL AND HR MANAGEMENT OF THE BASE
– He/(She) respects all the financial management procedures of the organization.
– He/(She) monitors small supplier payments in conjunction with the hierarchy.
– He/(She) monitors the payment of monthly charges (water, electricity)
– He/(She) ensures that the payment receipts are present and correctly completed. (Validity of accounting documents).) completes the handbook and sends it to the base admin assistant every week.
– He/(She) contributes to the administrative management of the base staff in collaboration with the various departments.
– He/(She) consolidates the daily monitoring of attendance, leave requests and the clocking of the base staff and transmits to HR. /(She) ensures the delivery to the persons concerned of the documents sent from the base.

Experience of at least one (01) continuous year in a similar position in a logistics company or at least one (01) year in a similar position in an international organization
