A MONITORING-EVALUATION, ACCOUNTABILITY AND LEARNING MANAGER CHAD/CAMEROON
Place of employment: Yaoundé with field trips

Presentation of the organization
Solidarités International is a French humanitarian organization present in Cameroon since July 2014. Since 2014, the mission has been carrying out several emergency and post-emergency programs in the East and Far North regions. After a first base opened in Garoua Boulai in 2014 to respond to the Central African crisis and the massive influx of CAR refugees in the region, then in Makary in early 2017 to respond to the Lake Chad Basin crisis, SI opened in October 2017 a base in Mokolo, then Maroua in order to meet the basic needs of vulnerable populations in the border areas of the Mayo Tsanaga department. Thus in Cameroon, Solidarités International intervenes in the areas of Water, Hygiene and Sanitation (WASH) and Food Security and Livelihoods (SAME).
He. Responsibilities and job description
Placed under the authority of the program coordinator, the SERA manager will be responsible for ensuring the centralization and harmonization of SERA tools and processes on the mission, providing methodological support to the all program teams on technical issues related to SERA and cross-cutting issues, in particular in: design of monitoring and evaluation plan, collection and analysis of qualitative and quantitative data, measurement of indicators, complaint mechanisms, do no harm analysis, etc., collaborate with the Program Coordinator, participate in guaranteeing the quality and relevance of the monitoring and internal evaluation activities carried out on the mission, of the recommendations and analyzes produced by his department (studies, maps, etc.),to train program teams in its areas of expertise and to contribute to the process of capitalization and improvement of methods and techniques within its service.
More specifically, he/she will have the following main responsibilities:
Strategic orientation
• Participate in the development of sector strategies (M&E, accountability, gender, do no harm) in line with the association’s policies and country priorities.
• Actively participate in programming exercises.

Training and technical support
• Develop the capacities of the program teams in the areas of competence of its service: collection and analysis of data (method, formats, software, etc.), measurement of indicators, complaint mechanisms, do no harm analysis, etc. . Develop training modules, in conjunction with the Program Coordinator to do so.
• Provide technical and methodological support to programs for the implementation of monitoring and evaluation activities, data management (development of questionnaires for surveys, sampling, input method, extraction of useful data and interpretations) and integration of cross-cutting issues.
• Support the program teams in the use of tools for: monitoring project indicators and the impact of activities as defined in the M&E plan, risk analysis.
Monitoring-EvaIuation of IS programs
• Participate in the development, review and harmonization of monitoring-evaluation and data management tools, in particular program M&E plans.
• Ensure the relevance of the reports, analyses, maps and recommendations produced.
• Propose adjustments or new activities to improve the quality of operations or approaches used by the teams, in consultation with program managers and technical/programme coordinators.
• At the request of the Programs coordinator, carry out analyzes requiring more in-depth know-how.
• Contribute to terms of reference for external evaluations and studies.
Accountability
• In support of the Program Coordinator, participate in the design and implementation of complaint response mechanisms.
• Check that the key principles of the complaint response mechanism are respected.
• Produce a regular analysis of complaints and feedback received.
Capitalization
• Capitalize on the results (lessons learned and recommendations) of monitoring missions and ensure that these are known to program managers.
• Support the follow-up process for program team recommendations and work on priority action plans.
• Ensure that the data collection (diagnosis), monitoring and evaluation tools used by the teams as well as the training provided are capitalized on at the coordination level.
• Send his handover report before the end of his mission to the SERA / technical / program coordinator.
Human Resource Management
• Ensure that any new employee of the operational services is briefed on the areas of competence and the role of the SERA service.
• Evaluate and assess the performance of employees placed under his direct supervision.
• Identify the training needs of the teams in his department and the resources available in his work area.
Reporting / communication / representation
• Participate in drafting the parts of proposals and reports to donors related to cross-cutting themes and monitoring and evaluation procedures.
• Ensure compliance with deadlines and formats for the submission of reports.
• Represent SI for all meetings or forums concerning activities related to its service.
• On specific request, develop articles, case studies and “success stories”. Report immediately to the Program Manager any problem or information having an impact on the activities or on the safety of the teams.

KEY SKILLS
• Level: Minimum Bac + 5 diploma, in the field of statistics and, economics or rural development,
• Professional experience: minimum 4 years of experience in a similar position
• Compulsory experience in SERA within an international organization
• Knowledge of SERA issues and tools
• Very good writing skills and ability to synthesize
• Experience in coordination and communication
• Excellent level of French and English, knowledge of local languages of IS intervention areas desired
• Excellent command of basic software (Word, Excel, Outlook, Power point etc.), Kobo Collect and basic software data analysis (Sphinx, SPSS, etc.).
REQUIRED QUALITIES:
• Rigor, organization, precision,
• Good communication, flexibility and mobility;
• Great organizational skills and spirit of synthesis;
• Able to work independently and take initiative; Strong resistance to stress and ability to work under pressure;
• Honesty and strong understanding of humanitarian engagement.
