Non-Governmental Organization (NGO) . For our operations in Cameroon, we are looking for: A NATIONAL WATER, SANITATION AND HYGIENE MANAGER OBJECTIVE OF THE JOB:

 

 

Develop the mission’s WASH strategy and ensure the relevance, consistency and quality of quality WASH interventions in compliance with strategy, ACF and international standards and national policies. IN PARTICULAR, YOU WILL HAVE THE FOLLOWING RESPONSIBILITIES: Mission 1: Feed the reflection on the strategy and positioning of the WASH department

 

 

 

The National WASH Manager is responsible for:
– Analyzing the humanitarian situation in WASH and the intervention context in a
continuous, systematic and satisfactory manner in the areas of intervention
– Internal dissemination in coordination and on the relevant bases of the
information collected and analyzed
– To define the sectoral strategy of the country office, by integrating innovation,
environmental considerations, the sensitive or transformative approach to gender,
protection and localization
– To represent the country office in the clusters and sectoral exchange spaces at
the coordination level and to ensure the representation of the country office at
the base level
– The implementation of projects in coherence with the ACF charter, the
ACFIN strategic framework, the WASH strategy of ACFIN, positioning papers, the
national strategy and other legal texts of the technical ministry(ies) in responsible
for the WASH sector, the key international documents of the sector (SPHERE and WHO standards
, etc.)

 

 

 

 

– The proper appropriation of these documents by the teams
– To participate in the development of the WASH part of the Preparedness and Response
Plan Emergencies of the mission and for the bases

Start date: 01/06/2023
Supervised by: Deputy Country Director
– To promote the transversal integration of the WASH sector with the other sectors in
collaboration with the Heads of Departments and National Managers
of the mission
– To take into account cross-cutting issues in WASH responses
(Gender, Protection, Risk Management disaster, Environment, etc.)
Mission 2: Identify needs and contribute to the formulation of projects
The National WASH Manager is responsible for:
– Identifying humanitarian needs and
development/governance issues in the sector, including the submission of
related reports
– The appropriate inclusion of target populations and local and sectoral actors in
identification of needs and response methods
– To participate in the definition of WASH and integrated programs
– To contribute to the writing of the WASH parts of project proposals
Mission 3: Ensure the quality of implementation and ensure WASH project monitoring
The National WASH Manager is responsible for:
– Contributing to the selection process for
WASH Program Managers and Assistants and their technical support/training
– Supervising and ensuring the quality of implementation of
WASH programs, in line with the logical frameworks of interventions, budgets,
ACF logistical and administrative procedures and WASH standards (national,
clusters and ACF)
– To master the WASH indicators of ACF projects and strategies
– To identify technical constraints related to the implementation of projects and
the deployment of the WASH sector strategy
– To propose innovative technical solutions
– To make technical recommendations for
program managers and WASH staff
– To take the lead on the documentation of projects and activities in his sector through
APR internal monitoring tools and regular presence in the field
– Writing within the deadlines of the WASH parts of the external and internal reports
– The identification and implementation of security measures for the teams and
populations (construction site, community work site, etc.)
Mission 4: Participate in the coordination, representation and partnerships of ACF
for its sector
The National WASH Manager is responsible for:
– Coordinating its projects with the other sectors and departments of ACF (internally
) and with the authorities, other partners and sectoral forums (externally)
– Participation, at the request of the Deputy Director, in visits
donors
– To build the capacities of partners in WASH

Mission 5: Contribute to the capitalization and technical development within his/
her sector
The National WASH Manager is responsible for:
– The capitalization of program data and the documentation of the
innovations carried out
– The transmission of technical and operational knowledge acquired by the
mission
– To contribute to the feedback of field information to feed ACF’s communication
and advocacy
FIELD OF INTERVENTION:
– Drilling, Rehabilitation, construction, Sanitation, Hygiene, partnership,
WASH in Nutrition, WASH in Health, community engagement.
DIPLOMAS / LEVEL OF STUDY / EXPERIENCE:
– Hold at least a BAC+5 in Public Health, Hydraulics,
Civil Engineering, Rural Engineering or similar/assimilated fields.
– Work experience of at least 5 years, including 2 years in positions of responsibility
in NGOs, as a confirmed WASH profile (Referent-e, Manager, etc.).
REQUIRED SKILLS:
– Know how to organize your work and manage priorities;
– Demonstrate mastery of the water and sanitation sector
– Have computer skills (pack office);
– Have good communication skills, demonstrate flexibility and
dynamism;
– Have a good strategic vision and a good understanding of the challenges of the
sector and of the humanitarian sector in Cameroon;
– Have the ability to produce quality analyzes and reports;
– Have a developed critical sense and a solution-oriented reading of situations
;
– Fluency in French and English.

SPECIFIC SKILLS:
– Ability to demonstrate autonomy and initiative;
– Ability to work in a team and coordinate activities;
– Have good organizational skills;
– Demonstrate creativity and work to achieve results;
– Having a good knowledge of the areas of intervention is an asset;
– Availability (mobility and flexibility)
RECRUITMENT PROCEDURE
The Action Against Hunger recruitment procedure includes 3 key steps:
1. A pre-selection based on the file submitted (only candidates whose

2. A written technical test
3. An oral interview
