I. Presentation of the organization
Solidarités International is a French humanitarian organization present in Cameroon since July 2014. Since 2014, the mission has been carrying out several emergency and post-emergency programs in the East and Far North regions. After a first base opened in Garoua Boulaï in 2014 to respond to the Central African crisis and the massive arrival of CAR refugees in the region, then in Makary in early 2017 to respond to the crisis in the Lake Chad basin, SI opened in October 2017 a base in Mokolo, in order to meet the basic needs of vulnerable populations in the border areas of the Mayo Tsanaga department. II. Job description
Placed under the direct supervision of the Field Coordinator, the Multisectoral Program Manager is responsible for supporting teams, local partners and civil society organizations for the implementation of the multisectoral program in SAME and EHA , according to quality standards and respecting the time and budget allocated to the program. As a facilitator, he/she is responsible for training and coaching the national partner NGO and CSOs to ensure the smooth running of activities and compliance with contractual aspects. He/she provides the necessary support to the IS teams and the partner dedicated to the program with a view to institutional strengthening and local governance. He/she is the guarantor of accountability vis-à-vis local actors and operational actors in the area of intervention and vis-à-vis the donor. As part of the implementation of activities in the Far North Cameroon, he (she) will have the following main responsibilities:
IMPLEMENTATION AND OPERATIONAL MONITORING OF THE PROGRAM
• Ensure the implementation and continuous updating of project management tools in conjunction with teams and partners (APU, OFU, timeline, BDD, beneficiary annex, etc.)
• Facilitate program monitoring meetings throughout the project cycle, set up a follow-up plan for recommendations and ensure its implementation; Ensure compliance with logistical, financial and contractual procedures
• Develop ToRs and ensure the monitoring and evaluation of consultancies planned under the project
• Ensure that recommendations issued throughout the project are taken into account in the project cycle project by the teams and keep the follow-up plan up to date

SUPPORT AND COACHING OF THE LOCAL PARTNER AND CIVIL SOCIETY ORGANIZATIONS
• Participate in the assessment of partner capacities and in the development and monitoring of the capacity building plan put in place; contribute to the evaluation of the evolution of the partner and the achievement of performance indicators;
• Ensure the training and coaching of the implementing partner in order to optimize its performance in terms of project management and monitoring, methodological and technical development, and to contribute to its empowerment for the achievement of program objectives
• Guide the partner on a continuous basis so that it improves its internal functioning, exercises its responsibilities effectively and supports its autonomy in terms of the design and development of new projects, and for the achievement of its own objectives
• Facilitate linking with internal and external support services to guarantee the capacity building of partner members in the areas of contract management, administrative and financial management, logistics and risk analysis and management
• Ensure compliance logistical, financial and contractual procedures by the local partner
• Support the local partner and the CSOs in identifying and strengthening their development potential and in their ability to mobilize financial resources
• In conjunction with the SERA Manager on the mission, develop and monitor the skills building plan for the implementing partner in the area of monitoring and evaluation, accountability to all stakeholders and evaluation;
• Promote interactions between the teams of SI and the local partner, strengthen cohesion and the culture of joint work; jointly lead program steering meetings;
• In liaison with the program coordinator, conduct regular individual and team interviews to assess the support needs and expectations of the partner and to assess the partnership on an ongoing basis and implement the appropriate measures;
MONITORING EVALUATION AND CAPITALIZATION
• Coordinate with the MEAL team leader the development and monitoring of the program’s MEAL plan and the proper implementation of MEAL activities in coordination with the SI program team and the local partner
• Carry out, jointly with the partner and stakeholders, regular monitoring and evaluation missions of the program and issue operational recommendations and ensure their follow-up;
• Develop the learning plan on the program, lead review-capitalization workshops throughout the project cycle and develop and update capitalization documents;
• Ensure that the results of monitoring, evaluation and capitalization are taken into account throughout the project cycle
• Produce analyzes and recommendations for the continuous improvement of the models and operational tools of the
FINANCE
program • Guarantee the monitoring and implementation up-to-date program budget monitoring by ensuring a balanced budget, proposing adjustments if necessary
• Validate the expenditure to be incurred on the programs, ensuring compliance with the expenditure commitment procedures.
• Validate the financial reports in connection with the administrative and financial service of the base and the coordination;
• Prepare cash requests according to the financial needs of the programs;
• Control accounting and forecasts and anticipate any under/over expenditure and propose solutions if necessary
HUMAN RESOURCES MANAGEMENT
• Participate in the validation of recruitment for program staff,
• Welcome and brief new employees or volunteers working under his responsibility
• Supervise, support the team under his responsibility
• Assess the capacity building needs of his team and implement the necessary training and coaching plan
• Evaluate and assess the performance of the members of his/her team(s)
• Identify the development potential of the members of his/her team(s) and send the information back to the HR coordinator and the program coordinator of the mission
• Ensure compliance with safety rules by his team(s) and ensure adequate training of the team on safety and risk management in conjunction with the Field Coordinator
INTERNAL AND EXTERNAL COORDINATION
• Ensure good coordination and communication with all IS departments and the operational partner;
• Organize and lead the meetings to launch, monitor and close the project, inter-departmentally and within the SI program teams and the implementation partner
REPORTING / COMMUNICATION / REPRESENTATION
• Escalate to the Field Coordinator and colleagues in in charge of security and programs any information on the security context or any event having a possible consequence on the IS activities and the security of the teams
• Ensure the consolidation and drafting of reports and appendices related to the program according to the contractual obligations of reporting and /or for any endorsement donors
• Ensure compliance with deadlines and formats for the submission of reports
• Master contractual expectations regarding the collection and management of audit evidence
• Locally maintain an operational communication network and good relations with government/local authorities, donor representatives, UN agencies and other international agencies
• Ensure representation Solidarités International at meetings or forums concerning the programme;
• Represent SI on request and/or delegation
• Respond to requests from headquarters concerning specific needs
• Draft administrative documents to be signed (MOU, hand over, etc.) jointly with the authorities, decentralized technical services and organizations of society civil
• Support the development of new project proposals based on continuous and in-depth assessment of the context and of humanitarian and CSO needs;
• Facilitate steering committees with partners
III. Sought profile
KEY SKILLS:
• Bac + 5 level, diploma in the field of agronomy, agro-economics, rural engineering, environment, civil engineering, water engineering or any other diploma deemed relevant
• be specialized in support and coaching of local partners
• 5 years professional experience in the rural development sector or similar
• Mandatory experience in emergency program management and/or early recovery / development within an international organization
• Experience in the management of income-generating activities, microcredits, marketing of agricultural products, market research, monetary transfer activities , water, hygiene and sanitation activities
• Mandatory experience in conducting surveys and diagnostics
• Knowledge of agricultural practices in Cameroon, and in the Far North in particular
• Experience in conducting market research and developing Beneficiary selection criteria based on vulnerabilities
• Knowledge of issues and monitoring-evaluation tools
• Competence in project financial management
• Ability to manage a team
• Good writing skills and ability to summarize
• Experience in negotiation, coordination and communication
• Excellent level of French, knowledge of the local language desired
• Good command of basic software (Word, Excel, Outlook, power dot etc.).
Required qualities:

o Open-mindedness, rigor, Dynamism, responsiveness
