CONTEXT
CARE is present in 100 countries and implements more than 1,000 emergency and development projects in collaboration with government and local development actors. Our objective is to fight against all forms of poverty, to defend access to fundamental rights, to combat social injustices. In Cameroon since 1978, ongoing interventions have been structured around 3 action programs (broken down into several projects): The Health program, The economic and climate justice program and The gender justice program.
Operations are coordinated in Yaoundé and implemented from six (06) offices including three (03) specifically for the Global Fund program (Garoua, Douala and Yaoundé) and three (03) for the other programs (Maroua, Bafoussam and Batouri). Considering the community dimension of our interventions, we must ensure that our staff as well as the staff of our partners are equipped with the protection mechanisms of the Global Fund in general and particularly with the policy against exploitation, sexual abuse and harassment. As such, CARE International Cameroon is looking for :
Position : A PSHEA Officer
Pole: Program

Assignment :
Under the direct responsibility of the Project Management Unit Coordinator and the functional supervision of the Human Resources Coordinator, the PSHEA (Prevention of Sexual Harassment, Exploitation, and Abuse) Officer is responsible for the development and development of PSHEA activities. at the level of the PR, SRs and SSRs as part of the Global Fund GC7 project.
As such, he participates in supporting employees of the Management Unit and Sub-Recipients, Sub-Sub Recipients and partners in understanding and implementing PSHEA activities.
MAIN RESPONSIBILITIES
Responsibility 1 : Support the CARE International Mission in Cameroon, notably the Global Fund Project Management Unit (GC7) in the dissemination and implementation of the PSHEA action plan with the support of the coordination team HR.
- Participate in the development and updating of the action plan with the stakeholders concerned;
- Ensure the provision of PSHEA policies, the CARE Code of Conduct as well as the appropriate elements of the toolbox to all people collaborating with CARE within the framework of the project;
- Support operational teams in the implementation of PSHEA standards in projects (e.g.: support colleagues in their risk assessment activities; propose risk reduction measures, integration of specific questions during interviews, when taking references etc.);
- Ensure follow-up of initial training and annual refresher training on PSHEA by all country office staff and send regular reminders;
- Ensure monitoring of implementation progress with regular reports to your manager and follow-up of the annual monitoring report
- Participate in hubs, clusters and other PSHEA meetings at national level and in different working groups.
- Collaborate with Protection, PSHEA and Inclusion technical specialists in order to promote the promotion of transversal protection in the program: sharing of tools and good practices in the prevention and management of violence and abuse (e.g.: inclusive complaints reporting system, referral service, analysis of protection risks, communication with people with disabilities, etc.)
Responsibility 2 : Contribute to the development of training and awareness tools
- Depending on needs and requests, improve and/or develop awareness tools (posters, presentations, training modules, etc.)
- Ensure the availability of awareness tools in all CARE sub-offices and implementing partners and service providers;
- Organize in-depth and adapted training & awareness sessions for all staff, management, and for partners;
- Contribute to building the capacity of implementing partners to receive complaints and raise awareness;
- Ensure that the CARE Cameroon mission and each project organizes at least one training session for staff, partners and beneficiaries/communities.
Responsibility 3 : Contribute to the deployment of feedback and complaints management systems with partners and beneficiaries:
- Contribute to the SoP of the feedback & complaints management mechanisms developed by the MEAL, gender, audit and National Coordination Body teams for the party (develop an information, documentation and complaint monitoring tool; develop a complaint guide assistance with investigations etc.)
- Develop and update a PSHEA contact list of Partners (Sub-Recipients and Community-Based Organizations) and within target groups;
- Communicate about the professional whistleblowing mechanism with CARE International employees and monitor the dissemination of information to the beneficiaries.
- By decision of the Global Fund, it is the reception point for feedback and complaints channels within the communities and ensures the 1st level of triage.
- Ensure the training of PSHEA Focal Points of partners, on the issues of receiving complaints & promoting the PSHEA culture internally;
- Support focal points at site level to raise awareness among populations about protection policies and the code of conduct as well as the functioning of feedback and complaints management mechanisms
- Monitor statistics on the number of complaints received as well as investigations carried out and regularly provide updates to the management committee
- Guarantee the security of complaint receipts in coordination with the ICN and DN/MO and the implementation of protection for the victim and the whistleblower.
- Participate in initial case assessments and by appointment – to the investigation unit
- Maintain regular contact with the Global Fund PSHEA referent and the headquarters HR Coordinator for reports, information sharing and feedback on PSHEA issues
SKILLS AND QUALIFICATIONS REQUIRED FOR THE POSITION
KNOW
- BAC + 3 in Social or Political Sciences, Development or Health, Human Rights
- Professional experience of at least 2 years in the humanitarian or development sector and in the implementation of PSHEA Tools
- Knowledge of international rules in Human Rights (childhood, women, disability) and humanitarian frameworks (Protection/Conventions).
- Demonstrated sensitivity and knowledge of the context regarding gender, cultural norms, and legal framework
- Experience in adult animation and training

- Experience in caring for survivors of violence – D
- Understanding the principles of working with survivors of GBV – C
