Introduction

1. Background

Under the auspices of the regional office in Dakar and closely linked to interventions in neighboring Central African Republic (CAR), DRC began operations in Cameroon in 2018 responding to the humanitarian needs of CAR refugees and vulnerable Cameroonian citizens in the region. of Adamaoua. Currently, DRC operates a regional office in Meiganga and two satellite offices in Djohong (Adamawa region) and Garoua-Boulai (East region). From 2019, DRC also started its operations in the South West region in order to provide aid that meets the basic needs of the population in terms of food, shelter and security in remote and difficult to reach areas. .

The border regions of the Central African Republic (CAR) and Cameroon are home to many refugee and internally displaced (IDP) groups, as well as host communities. At the end of 2022, the DRC-ACF-CARE-NRC consortium, of which DRC is the leader, received funding from the European Union to implement an integrated cross-border program aimed at strengthening access to rights and well-being. be socio-economic of these groups and promote durable solutions. The start of the project is scheduled for early 2023 for 42 months.

The objectives sought by this joint action are:

– To improve the response to the basic needs of refugees/returnees and host communities in the reception and return areas;
– Strengthen the socio-economic empowerment of populations in displacement situations in the face of shocks and climate change;
– Improve respect for the rights of populations affected by displacement situations between Cameroon and CAR.

For its implementation, the sustainable solutions project is looking for a Specialist in Monitoring-Evaluation-Accountability and Learning (MEAL).

2. Purpose

The MEAL Specialist will work closely with the other MEALs on the consortium team to enhance the quality of project implementation and provide technical guidance on MEAL aspects throughout the project cycle. More specifically, the position will aim to:
• Develop and implement the monitoring and evaluation system as part of the durable solutions consortium program in collaboration with the MEALs of each organization;
• Design, in collaboration with the consortium teams, the data collection tools for the proper monitoring of the project;
• Coordinate the reporting of information from the various complaint and feedback systems of program partners and implement actions to improve the accountability of the consortium;
• Effectively lead the coordination of baseline/endline evaluations and other global program evaluations;
• Set up a capitalization and learning system for the program;
• Perform regular monitoring of the progress of project indicators and the overall performance of the program through the management of the project monitoring tool (PMT).

3. Responsibilities

Monitoring and evaluation
– Develop and implement the project monitoring and evaluation system in compliance with DRC rules;
– Provide technical support to the program coordination team at all stages of the project management cycle;
– Ensure the application of the monitoring-evaluation system in the project area (geographical, thematic);
– Promote the quality of programs and produce accurate and timely reports on project achievements, results and indicators;
– Analyze data collected during MEAL exercises and participate in the development of baseline, purpose, PDM and process evaluation reports;
– Continuously improve and update data collection tools and monitoring exercise methodologies;
– Train the MEAL teams of other organizations on the tools and methodologies developed;
– Develop and maintain a MEAL system, to measure achievements and progress towards program objectives and results, which can easily be used in reports;
– Follow MEAL work plans and provide technical support to MEAL teams to do so;
– Lead the process of developing a project learning strategy and facilitate regular learning events to promote improved project implementation

Accountability
– Prepare project progress and capitalization project achievements;
– Integrate, in collaboration with the MEAL DRC team and the consortium team of the durable solutions program, the feedback and complaints mechanisms (FCRM);
– Compile FCRM data of the entire project at Cameroon and CAR level and provide regular updates to the project management unit and coordination;
– Provide technical support to MEAL field staff to ensure consistency in data collection and analysis to support development and quality of implementation.

Information Management
– Support the development and maintenance of the consortium’s information management system, including the review of data collection tools;
– Ensure regular control of the kobo databases of consortium partners and compliance with data collection in accordance with DRC rules;
– Improve and systematize the publication of information management products in collaboration with other organizations;
– Provide staff with regular refresher training on core MEAL skills, including qualitative research methods, data cleaning and analysis, data visualization, and proficiency in key software, such as PowerBI, Excel, GIS and Kobo

4. Qualifications required
Experience and skills required
– Minimum of 4-5 years of relevant professional experience in monitoring and evaluation of humanitarian and development programs in an international NGO
– Good understanding of MEAL principles and processes, including database management, reporting…etc.
– Proven expertise with Kobo Toolkit, PowerBI and other data collection and analysis tools
– In-depth knowledge of EU donor regulations and reporting
– Experience working with local partners and commitment to partner/team capacity building
– Demonstrated understanding of data management within NGOs or development organizations
– Excellent command of MS Word, Excel and PowerPoint
– Previous experience in multi-sector humanitarian programming preferred

Qualities sought:
– Very good command of results-based monitoring and evaluation methods and techniques;
– Ability or experience to work remotely with technicians;
– Proven skills in data presentation and processing tools;

Education:
 Master’s degree in development, political science, international relations, monitoring and evaluation, economics or another relevant field
 Excellent command of French (written and spoken) and good command of English (written and spoken)
Good ability to meet deadlines and to work under pressure and in a multicultural and multi-actor environment.

Languages:
Full professional proficiency in French required. Good level of English a plus.

Main working relationships:
• Internal DRC: Consortium Coordinator and other members of the consortium team; DRC Cameroon DUE Project Manager, Program Manager;
Consortium partners: MEAL ACF, CARE and NRC Cameroon and CAR officers, MEAL DRC team, Project managers (or equivalent) of consortium partners.

5. General Regulations

– Employee must follow DRC’s security, confidentiality and ethical guidelines, including Code of Conduct and Humanitarian Accountability Framework
– Employee must not engage in any other paid activity during the duration of the DRC contract without prior authorization
– Employee must not engage in any activity that could harm DRC or the implementation of any project during the term of the DRC contract
– Employee must not give media interviews or post photos related to DRC programs or share other materials without receiving prior authorization
– The employee must return all equipment loaned by DRC to perform the work after the end of the contract period or upon request by DRC.
