ABOUT THE CENC
The National Episcopal Conference of Cameroon (CENC) is the seat of the Catholic Church in Cameroon, where the promotion of human dignity is at the center of the concerns of the Sustainable Development Goals. The CENC works to ensure the dignity of the human being, the common good, the subsidiarity and the solidarity of all humans. The development work of the CENC in Cameroon is accomplished through access to quality education, health, the promotion of the commitment of the faithful to the reduction of inequalities and the empowerment of vulnerable groups.

 



 

SUMMARY OF THE CoSMO PROJECT
The CoSMO Project(Consolidating Systems and Services for the Management of Orphans and Vulnerable Children), a 5-year term of approximately US$33 million, is funded by the President’s Emergency Plan for AIDS Relief (PEPFAR) through through the United States Agency for International Development (USAID). It will cover at least 68 health districts in the 10 regions of Cameroon. The program will be implemented by a consortium of local organizations led by the National Episcopal Conference of Cameroon (CENC) from January 1, 2023.
The OVC (Orphans and Vulnerable Children) program addresses the challenges of the sustainable care of OVC by strengthening the capacities of the Government of the Republic of Cameroon (GRC), civil society, communities and households to provide care and quality support to children infected and affected by HIV in Cameroon. Under the leadership of CENC, sub-recipient partners, the Government of Cameroon and other stakeholders will work collaboratively to reach approximately 65,000 OVC and their families in health districts across the country with high HIV burden. The program consists of HIV prevention and case-finding activities for OVC, as well as

 

 




TERMS OF REFERENCE Job Summary
Under the supervision of the Senior Accountant, the Project Accountant will provide effective accounting support to the team implementing the CoSMO project at the National Episcopal Conference of Cameroon. Accounting support is crucial to help the CENC/CoSMO project team manage the office and oversee partners in carrying out processes and delivering services in a high quality program serving poor and vulnerable populations. Within

an experienced finance team, the Accountant will provide quality support by applying clearly defined accounting and financial principles, processes, procedures, norms and standards, and by reporting on financial activities in accordance with rules and regulations CENC and USAID. This will help ensure fully compliant management. The Project Accountant will also support capacity building of implementing partners.

Make accounting entries on each supporting document and ensure that accounting and financial procedures are followed before the disbursement of funds:
Prepare monthly reconciliation of cash, bank and safe; Manage the administrative correspondence of the accounting department (suppliers, service providers, etc.);
Receive all payment requests and verify that supporting documents are correct, appropriate and free from anomalies and submit them for validation;
Manage the administrative correspondence of the accounting department (suppliers, service providers, etc.);
Maintain a rigorous filing system for all transactions carried out under his responsibility;
Record accounting operations according to OHADA rules;
Liaise between the Organization and the administrative and tax entities if necessary:
Assist in the development of capacity building plans based on staff capacity needs and technical assistance needs of partner organizations in accounting.
MINIMUM QUALIFICATIONS
Education and experience
Bachelor’s degree in accounting and/or finance or any other related discipline. A Master’s degree would be a plus.
Minimum of 03 years of professional experience in work accounting / volunteer experience as an Accountant or in a similar position in a recognized institution / NGO, Practical knowledge of budget development and management.
Experience in HIV/AIDS projects/programs is a plus preferably OVC projects and USAID/PEPFAR experience in general.
Proficiency in Excel and experience in Word

The OVC program addresses the challenges of sustainable care and support to OVC by strengthening the capacities of the Government of the Republic of Cameroon (GRC), civil society, communities, and households to provide quality care and support to HIV-infected and affected children in Cameroon. Under the leadership of NECC, subrecipients’ partners, the Government of Cameroon and other stakeholders will work collaboratively to reach about 65,000 OVC and their families in health districts across the country where the HIV burden is high. The program consists of HIV prevention and case finding activities for OVC as well as ensuring community support for linkage to care and retention among children and adolescents living with HIV with the goal of contributing to HIV epidemic control by attaining and sustaining the 95-95-95 targets of UNAIDS.

Under the Supervision of the Senior Accountant, The Project Accountant will be expected to efficiently provide accounting support to the team implementing the COSMO project at the level of the National Episcopal Conference of Cameroon. The accounting support is crucial in assisting the NECC/CoSMO team to run the office and

provide oversight to partners in executing processes and service delivery in a high quality program serving poor and vulnerable populations. As part of an experienced finance team, the Accountant will deliver quality support by applying clearly defined accounting and financial principles, processes, procedures, norms and standards; and reporting for financial activities in compliance with NECC and USAID rules and regulations. This will help to ensure full compliant management. The Project Accountant will also support the capacity strengthening of implementing partners.
Perform accounting entries on each voucher and ensure that accounting and financial procedures are followed prior to disbursement of funds; Prepare the monthly reconciliation of the cash, bank and safe;
• Manage the administrative correspondence of the accounting department (suppliers, service providers, etc.);
• Receive all payment requests and verify that the supporting documentation is correct, appropriate and free of discrepancies and submit them for validation; Manage the administrative correspondence of the accounting department (suppliers, service providers, etc.);
• Maintain a rigorous filing system of all transactions made under his/her responsibility;
• Record accounting transactions following OHADA rules.
• Act as liaison between the Organization and the administrative and fiscal entities if necessary;
• Assist in the development of capacity strengthening plans based on staff capacity needs and technical assistance needs of partner organizations related to Accounting.

MINIMUM QUALIFICATIONS
Education and experience
• Bachelor’s degree in Accounting and/or Finance or any other related discipline. Master’s degree will be an added advantage
• Minimum of 03 years work experience in accounting of Work / volunteer experience as an accountant or at a similar position in a reputable institution / NGO Working knowledge of Budget development and management
• An experience in HIV/ AIDS project /programs is a plus-preferably OVC projects and USAID/PEPFAR experience in general.
