Responsibilities and specific tasks
Responsibility No. 1: financial management
Responsible for funds and financial management of the mission
Provide leadership to the FAIRMED RCA team of accountants and cashiers.
Ensure financial and administrative control of all FAIRMED RCA operations.
Participate in the prevention and management of organizational risks in FAIRMED offices in CAR.
Supervise expenses and the maintenance of all the mission’s cash registers and bank accounts.
Ensure the quality of expenses and justifications and chronological classification.
Make authorized payments according to FAIRMED procedures.
Ensure the maintenance and updating of monthly accounts accurately and completely according to the deadlines and procedures planned.
Ensure the preparation and submission of tax returns and their payments.
Supervise the inventory of fixed assets and the updating of the list of fixed assets. Prepare and participate in the external audit and ensure the proper implementation of the audit recommendations.
Coordinate and participate in the development of budgets for projects and the RCA office.
Prepare and submit quarterly financial reports for headquarters and as needed for donors.
Ensure monitoring of budget line consumption.
Contribute to budgetary and financial analyzes with a view to the efficiency of the FAIRMED portfolio in CAR

Responsibility No. 2 — Administrative management
Ensure strict compliance with the management standards and procedures in force at FAIRMED.
Ensure office compliance with respect to texts,
Ensure compliance of contracts with national texts and FAIRMED policies, as well as monitoring contracts concluded by FAIRMED in the CAR.
Contribute to the compliance control of procurement processes according to FAIRMED and donor procedures.
Participate in the control of national and international tender files
Responsibility No. 3: Human resources management
Coordinate and supervise the administrative management of mission staff
Supervise the tasks of the human resources assistant
Ensure that all staff in service has a detailed job profile on their tasks. Ensure that the process of defining objectives and annual staff evaluation is effective.
Coordinate the recruitment process in collaboration with the requesting services.

Ensure that staff are correctly registered, insured, and the effective payment of salaries and social and tax charges on time.
Ensure, in collaboration with managers, the effective monitoring of leave for each employee
POSITION PROFILE.
Technical knowledge and skills (essential)
Know how to develop, plan and monitor a budget
Know accounting procedures
Know donor procedures
Good knowledge of administrative, financial, logistical operations
Good mastery of financial procedures and laws in the CEMAC Zone Good knowledge of Excel Good
mastery of the French language, mastery of the English language is an ASSET Ability to travel within and outside the country
