PROJECT SUMMARY
The National Episcopal Conference of Cameroon (CENC), in partnership with Catholic Relief Services (CRS), is in the process of restructuring its operational systems in place to produce an improved and solid structure that will be able to meet the requirements of donors within the framework development projects. The ALLRight (Advancing Local Leadership in the Right Way) approach is an important way to achieve CRS’ Vision 2030 strategy. CRS places particular emphasis on supporting local institutions in achieving their ambitions to be effective, dynamic and sustainable catalysts of development for the people and communities they serve.

 

 

CENC currently has more than 6 projects sponsored by several international donors. For the past three years, NCPC has worked as a transition partner for a project funded by the US government. The CENC is therefore seeking to recruit a qualified person for its project unit whose responsibilities are listed below.
JOB SUMMARY
The Administrative and Financial Assistant will be responsible for providing comprehensive administrative and accounting services to assist the Projects Unit in executing processes and meeting departmental needs. Under the supervision of the Project Unit Manager, he/she will provide quality support in compliance with donor and internal requirements as well as clearly defined processes, procedures and service standards for accounting and financial reporting.

RESPONSIBILITIES
Administration
Ensure the updating of policies, administrative and financial procedures of the NCPC.
Ensure the updating and harmonization of accounting and financial forms within the various CENC projects
Prepare the terms of reference for the various activities organized by the project unit and ensure the logistics.
Follow up on receivables and payables of the project unit.
Ensure proper archiving of project unit documents.
Prepare administrative correspondence, notes and memos for the project unit.
Act as secretary during meetings organized by the project unit. Compile supporting documentation (liquidation/receipt file) to support the processing of financial transactions.
Prepare with the head of the cell the narrative reports of the project cell.
Maintain the project asset inventory sheet, and ensure that this sheet is up to date.
Financial and accounting management:
Keep the accounting journals of the project unit.

 

 



Ensure proper monitoring of the cash flow of the project unit and produce periodic calls for funds.
Ensure the recording according to the chart of accounts of all financial and accounting transactions in order to prepare the monthly financial report to be sent to the head of the cell with all the justifications.
Ensure the various budget revisions of CENC projects and produce notes.
Produce a monthly budget analysis report for the project unit. Complete standard financial documents (vouchers, transfer requests, checks, etc.)
Provide administrative support in processing financial transactions.
Prepare, type, photocopy and scan related documents.
Classify accounting documents and financial reports according to instructions Perform monthly bank reconciliation statements for the project unit.
Ensure the implementation of all NECC accounting and financial audit recommendations.
Ensure the proper preservation of all financial documents of the

projects unit

Minimum Qualifications Training And Experience
Have at least a bachelor’s degree in accounting and finance, business management or any other related field. A Masters or MBA would be a plus. At least 04 years of experience in the successful financial management of internationally funded projects.
Have a good understanding of rules and regulations related to US Government project funding and reporting requirements.
Have a good knowledge of accounting rules and principles.
Have a good knowledge of local legislation in the areas of taxation and local regulatory reporting obligations related to OHADA accounting law.
Have a proven ability in the use of the office pack with an advanced mastery of EXCEL.
Have a good knowledge of the TOM2PRO and/or Sage accounting system.
Personal Abilities
• Proactive, results-oriented and service-oriented.
• Good communication and interpersonal skills.
• Good planning and organizational skills.
• Good ability to transmit knowledge.
Travel required: 25% travel

Finance and Administrative Assistant will be responsible for providing comprehensive administrative and accounting services to assist Project Unit in executing processes and meeting service needs. Under the supervision of Head of Projects Unit, he/she will provide quality support in compliance with donor and internal requirements and clearly defined accounting and financial reporting processes, procedures and service standards.

Ensure the proper storage of all financial documents of the Projects Unit.
Minimum qualifications traininq and experience
At least a Bachelor’s degree in Accounting and Finance, Business Management or other related field. A Master’s degree or MBA would be a plus. At least 4 years of experience in successful financial management of internationally funded projects.
Good understanding of US government project finance rules and regulations and reporting requirements.
Good knowledge of accounting rules and principles.
Good knowledge of local legislation in areas of taxation and local regulatory reporting requirements related to OHADA accounting law.
