Introduction

Since 2004/2005, Cameroon has experienced a massive influx of refugees fleeing the civil war and persecution in the Central African Republic (CAR). These refugees are concentrated in the Adamawa, East and North Regions. According to a report from the United Nations High Commissioner for Refugees (UNHCR), in August 2020 Cameroon had a total of 189,005 (including 98,238 women) Central African refugees living in the Eastern Region and nearly 64,636 ( including 33,611 women) in the Adamaoua Region. A survey carried out by UNHCR among Central African refugees in 2018 revealed that nearly 74% of them intend to stay in Cameroon until the political and security situation in their country stabilizes.

Women in refugee and host communities in these two Regions face several types of discrimination and violence. To this day, there is peaceful cohabitation between refugees and host populations. However, there is an urgent need to promote inclusive development pathways for these refugees and host populations in order to improve the livelihoods of all, thereby reducing the potential for conflicts linked to cross-border migration.

In order to contribute to the revitalization of economies and social cohesion between refugees and host communities in the Adamawa and Eastern Regions, the Korean International Cooperation Agency (KOICA) has decided to finance the project “Empowering women for resilient economies and peaceful communities in the refugee-affected regions of the East and Adamawa in Cameroon”. Using a market systems development approach, the Project develops women’s and cooperative entrepreneurship among beneficiaries while facilitating their access to social protection programs likely to prevent gender-based violence (GBV) and HIV/AIDS and mitigate their effects. The project has a duration of four years from 2020 to 2024 which includes a start-up phase during which the intervention model will be revised and finalized.

The project will be implemented by the International Labor Office (ILO), in partnership with various stakeholders (Cameroon Small and Medium Enterprise Promotion Agency, local authorities, NGOs working with refugees, financial support service providers and non-financial).

The ILO will recruit a temporary Administrative and Financial Assistant to support the other Administrative and Financial Assistant of the ILO/KOICA project in its implementation, following the departure on leave of maternity of one of the civil servants in this post.

The position is based in Bertoua, Eastern regional capital, Cameroon, under the supervision of the ILO Technical Support Team a

Specific Tasks

The temporary Administrative & Financial Assistant will work under the general responsibility of the Director of ETD/BP-Yaoundé and under the direct supervision of the Principal Technical Advisor of the Project based in Bertoua. This supervision will consist of verifying that the agreed results are achieved and that the work is coordinated and integrated with related services within the set deadlines.

The position holder will be in charge of administrative and financial operations. He/she will make a perfect team with the other Experts and Project staff, and will carry out his work in accordance with the rules and regulations of the ILO.

Administrative Duties:

Responsible for all daily administrative tasks, including logistical support to Project staff, travel arrangements, visas, hotel reservation, etc. to ensure timely administrative support in general and specific areas;
Arrange appointments for the project manager, ILO officials and consultants who may support the project on a temporary basis, receive visitors, respond to requests for information, maintain office records and project reference files and related activities, sending and receiving electronic mail and fax correspondence;
Generic tasks

Provide administrative and financial support for the organization of workshops and training organized by involving Project partners;
Write unusual correspondence and responses and follow up on questions regarding the Project.

Financial tasks:

Liaise with the focal points of the relevant partners on administrative and financial matters; Review partner financial reports/invoices to ensure compliance with financial regulations and ILO requirements.
Record receipts and payments, verify accuracy of calculations and completeness of supporting documentation, and maintain ongoing status of awards against obligations;
Classify and assign budget codes, verify and process payment requests and verify vouchers, prices and claim invoices;
Verify and correct accounting information files (computerized and/or manual) and identify incorrect data.
Prepare and modify budget data based on requests such as budget proposals, budget revisions and budget reformulation; calculate cost estimates and forecast budget requirements and assist in the preparation of budget statements;
Assist in the preparation of contracts and processing of project payments;
Maintain Project financial transactions and reporting systems in accordance with ILO financial rules and regulations;
Complete any other tasks assigned by the supervisor.
Required qualifications
Training

Having completed secondary education followed by training in management, accounting and/or finance, or other training deemed equivalent.

Experience

At least five years of experience in the areas of financial and administrative management; have good references in workshop organization, communication and public relations.
Professional experience in the Adamaoua/Eastern Regions or in the United Nations System will be additional assets.

Languages

​​Knowledge of French or English (spoken and good writing skills) and ability to speak and work in the second official language.

Skills

In addition to the essential ILO skills, this position requires:

technical skills:

Ability to process administrative and financial operations, maintain financial and administrative documents, and prepare related reports. Good command of IT tools, particularly the Windows office environment (Word, Excel, Access, Power Point, etc.) as well as common accounting software.
Ability to conduct Internet research. Ability to work with confidential data and documents;
Knowledge of project management practices and ability to quickly master ILO procedures specific to administrative and financial matters;
Faculties of organizing one’s own work.
Ability to integrate into a team and work under pressure.
Sense of responsibility and availability;
Ease of contact with partners and ability to respond to their requests.
Ability to write.
Analytical skills and attention to detail.
Great discretion and sense of responsibility regarding the handling of confidential matters
Relational qualities, tact and diplomacy in dealing with others.
