CALL FOR  INTERNAL/EXTERNAL  APPLICATIONS FOR THE RECRUITMENT  OF AN ADMINISTRATIVE/VE FINANCIAL ASSISTANT FOR  THE PROJECT “COVENANT OF MAYORS FOR SUB-SAHARAN AFRICA”  (GIZ/CoM SSA) OF THE DEUTSCHE GESELLSCHAFT FÜR INTERNATIONALE ZUSAMMENARBEIT IN  YAOUNDE.

 




A- CONTEXT

The  Covenant of Mayors for Sub-Saharan Africa (CoM SSA ) is an initiative co-funded by the European Commission, the German Development Cooperation (BMZ), and the Spanish Cooperation (AECID). The initiative supports cities in sub-Saharan Africa in their fight against climate change and in their efforts to guarantee access to clean energy. Under the CoM SSA, local authorities are invited to make a voluntary political commitment to implement climate and energy actions in their communities, and to agree on a long-term vision to address access to water. energy, climate change mitigation and climate adaptation.

The objective of the current phase (Phase III) is to increase the impact of the initiative by strengthening the network of beneficiaries and closing the financing gap for local administrations through 3 pillars:

  • The development, integration and monitoring of Sustainable Energy and Climate Action Plans (PAAEDC);
  • Support for initiatives targeting sustainable urban energy and climate-related investments;
  • Promoting regional cooperation and learning from good practices.

As part of its activities in Cameroon, the GIZ CoMSSA Project is looking for an  Administrative and Financial Assistant .

The Post is based in  Yaoundé . He may require travel within the country, particularly in the North, East and West Regions.

 



 

B-  AWARDS

Under the supervision of the Project Manager, the incumbent is responsible for the following activities:

At the administrative and organizational level

  • Support the process of drawing up contracts (procurement and services) between the technical advisers of the project, the GIZ Regional Office and Headquarters, and ensure the administrative follow-up of contracts and purchases;
  • Support the organization and reporting of meetings as well as the management of a database of project partners;
  • Ensure the digital and physical archiving of documents (correspondence, inventory reports, procurement and contract documents, etc.);
  • Support the planning of project activities and ensure the logistical organization of workshops and other events (practical arrangements, preparation of participant kits; workshop materials);
  • Ensure the inventory of goods and materials of the project using the  on-site software ;
  • Provide support for the organization of missions of project staff, partners and consultants;
  • Prepare invitations, mission orders, purchase requests, visa applications;
  • Design, format and proofread texts written in French and English;
  • Support the preparation of internal controls and the implementation of recommendations.

At the accounting level

  • Prepare payment status for workshop attendees and process payment as required;
  • Prepare activity statements in case of payment;
  • Support the technical advisers in the calculation of activity expenses by output and mission expenses;
  • Check the conformity of invoices and send them for payment;
  • Ensure that project debts are cleared in collaboration with the BRY Finance Department;
  • Represent the CoMSSA project at administrative meetings;
  • Carry out any other activity entrusted to him/her by the CoM SSA Technical Advisor in Yaoundé.

 




 

REQUIRED PROFILE

C- Q UALIFICATIONS, SKILLS AND EXPERIENCE REQUIRED

 

Qualifications

  • Have at least a BAC + 2/3 in the field of Administration, Management or other equivalent diploma.

Professional experience

  • Have at least 2 years of experience in a similar position.
  • One or more experiences in an international organization would be an asset.
  • Previous experience with GIZ procedures would be an asset.

Knowledge and skills required

  • Have a perfect command of English and French, both written and spoken. Knowledge of German would be an advantage.
  • Be comfortable with computers, with Office package software (Word, Excel, Powerpoint, Outlook).
  • Be comfortable with telecommunication instruments (telephone, e-mail, photocopier, etc.);
  • Having a good command of accounting software (WINPACCS, CASHBOOK) would be an asset;
  • Have proven experience in organizing workshops and seminars;
  • Have basic knowledge of the general rules of Accounting with the implications on the tasks;
  • Have knowledge of purchasing and inventory management;
  • Have a good ability to organize, work independently and meet deadlines;
  • Be honest and able to work under pressure and in a multicultural team;
  • Have a constructive attitude in the event of difficulties or conflict;
  • Be able to communicate adequately with the Project partners.

 



 

Contract start date  :  October 01,  2022

Contract period  :  until September 30, 2023 (CDD renewable)

Duty station  :  Yaoundé

Internal classification of the position  :  Band 2A  under the hierarchical supervision of the Principal Technical Advisor of the Project.
