POSITION SUMMARY
Population Services International Cameroon is the national branch of PSI, with programs on
malaria, reproductive health, child survival, clean water, diarrhea,
HIV prevention and treatment.
PSI promotes and distributes health products, services and healthy behaviors, enabling
low-income and vulnerable people to lead healthier lives through programs on
HIV/TB, malaria, child survival, reproductive health, diarrhea and water-borne diseases,
hepatitis C and COVID-19.
Under the supervision of the Resident Representative, the Administrative and Financial Director (DAF) plans,
coordinates and implements the strategic orientations of PSI Cameroon in administrative,
accounting and financial matters, ensuring the efficiency, transparency and integrity of information and
financial transactions produced. He is responsible for the direction and technical support of the
financial management teams, and sub-recipients, thus ensuring the highest level of compliance and
financial responsibility in all units of PSI Cameroon.

 

 

WORKING CONDITIONS
The incumbent is based in Yaoundé.
He/she is required to travel at least once a quarter to supervise and support activities
in all regions where PSI Cameroon’s activities are carried out. The incumbent is placed in a
salary scale in accordance with PSI Cameroon standards and benefits from local or
international training to strengthen his/her capacities within the financial availability of the
platform.
Work remotely: To be confirmed with the supervisor
ESSENTIAL FUNCTIONS
This is not an exhaustive list of all the duties the incumbent is expected to perform. This is a
summary of the main responsibilities and requirements of the position, and the incumbent may be required to perform
tasks not listed in this job profile.
 

 

COORDINATION: (25%)
– Direct and coordinate the financial performance of PSI Cameroon projects by organizing, in
collaboration with project managers, monthly project financial analysis meetings.
– Also ensure close collaboration and communication with PSI Washington.
– Support and monitor with project managers the process of developing project budgets;
lead and coordinate the process of developing the annual budget of PSI Cameroon; develop,
manage, analyze and monitor the Finance & Administration budget, including the overall
common direct costs budget for PSI Cameroon.
TECHNICAL: (25%)
– Contribute to the strategic vision of PSI Cameroon and collaborate with the Resident Representative
to ensure that strong internal controls and financial management processes are implemented
in accordance with PSI and donor requirements.
– Manage and strengthen the systems of PSI Cameroon’s financial functions including
financial management of sub-recipients, financial accounting, payroll control.
– Ensure financial management, financial performance assessment and
capacity building of sub-recipients in a timely manner. Monitoring of sub-recipients must be
documented and effective.
– Ensure timely payment of all PSI Cameroon financial obligations.
– Ensure the quality and reliability of reports to be submitted to PSI/Washington and donors by
respecting PSI/W’s instructions on the conditions required for the production and submission
of these reports.
– Ensure the availability of funds to manage projects and coordinate forecasting efforts in order
to avoid shortages of funds both at headquarters and in the region.
– Ensure control of bank and mobile accounts, transfers of fund calls in
favor of regions and sub-recipients, and updating of banking information.
– Ensure the recovery of debts and address disputes.
– Support users and monitor the performance of QuickBooks Enterprise as a
leader in financial processes.
– Ensure the development and updating of quarterly and annual procurement plans.
– Ensure the annual updating of the supplier file. – Ensure proper placement of orders and contracts following internal, head office or donor
policies . – Ensure compliance of deliveries of products and services.

– Validate all purchase orders and contracts, ensure their smooth settlement and the
liquidation of payments due.
– Adopt, disseminate, operationalize and ensure compliance with PSI policies and procedures
regarding finance, procurement and compliance with donor rules and regulations and
respective laws of Cameroon (e.g. tax laws and other legal requirements ).
– Ensure respect and compliance of
PSI Cameroon’s human resources, purchasing and financial management procedures with PSI practices and policies.
– Develop training programs and supports in administration and finance, in order to
to achieve the organization’s objectives in terms of continuous performance development
and administrative and financial management.
– Ensure the completeness of the recording of financial and purchasing transactions in the
Quick books Enterprise software, and those related to human resources management in the HR software
.
– Ensure the timely recruitment of external auditors, as well as the preparation,
management and successful conclusion of all audit activities (internal, external, donors, etc.)
of PSI Cameroon and PSI Washington; ensure management feedback is considered
and recommendations implemented.
– Ensure adequate insurance coverage on the assets and other resources of the organization
(cash, inventory, etc.).
– Ensure effective control/monitoring of PSI Cameroon’s physical assets and donor inventory
, as well as the keeping of accurate records.
– Develop and implement the systems and administrative procedures of PSI Cameroon (
Car fleet, Heritage, IT).
– Manage the updating and application of office management rules in terms of safety and
security.
– Assist and advise the Resident Representative in his Duty of Care duty.
– Review all leases and other contracts requiring the immediate or future use of the assets of
the platform, and make appropriate recommendations to the Resident Representative.
– Assuming other tasks as requested by the Resident Representative.
LEADERSHIP: (10%)
– Demonstrate and live donor values ​​and practices by applying
effective management and leadership principles.
– Delegate necessary tasks to employees, but also taking into account their opinions,
expertise and aspirations in meetings. Give them the necessary and measured autonomy in the

MOBILIZATION OF RESOURCES: (10%)
It participates in the mobilization of the necessary resources for the platform, on the basis of
prospective analyzes by defining short, medium and long term needs with regard to the duration of the projects,
with a view to ensuring the sustainability of PSI Cameroon.
REPRESENTATION: (10%)
– Take part in the platform’s statutory and strategic meetings and contribute to the
achievement of the platform’s overall objectives.
– Represent the Administrative and Financial Department in all activities within the
platform and outside after authorization from the hierarchy.
– Serve as the platform’s focal point for all financial concerns,
administrative, security, purchasing and heritage.
TEAM MANAGEMENT AND COACHING: (10%)
– Coach and support the management team and any other member of program staff
when necessary and within the limits of the skills acquired.
– Organize the work of teams and define their objectives.
– Supervise and coordinate the implementation activities of supervisees.
– Manage the performance of team members, and create opportunities for career success
for all.
– Motivate and retain teams.
REPORTING: (10%)
– Generate analyzes and studies for the needs of Executive Management
– Design and monitor financial management and steering dashboards (budgets, etc.);
– Prepare monthly, quarterly and other ad hoc management reports for
the attention of Executive Management within agreed deadlines.
QUALIFICATIONS

Education requirements:
Hold a Master’s degree (at least BAC+4) or equivalent in Finance, Management,
Business Accounting, and or other equivalent.
Required experience:
– Have a minimum of ten (10) years including at least four (04) years of professional experience
as an Administrative and Financial Director (DAF) or
Administrative and Financial Manager (RAF);
– Experience working with an international NGO financial team in a
challenging operational environment will be an added advantage.
– Experience working with teams located in several offices will be an
added advantage.
Knowledge, skills and abilities:
– Have a solid knowledge of donor regulations, in particular
USAID, KfW, Dutch Government.
– Experience with Quick Books Enterprise will be an added advantage.
– Have strong written and verbal communication skills.
– Have the ability to manage multiple priorities.
– Have a good knowledge of written and spoken French and English.
– Have good public relations skills.
– Have integrity, and demonstrate commitment and an ability to work in harmony with
people of diverse origins and cultures.
– Be able to demonstrate skills in human relations management, communication
and individual development.
– Have a capacity for analytical and strategic thinking, and a capacity for
results-oriented management.
– Have a structured mind and good oral and written expression skills.
– Demonstrate good willingness to work under pressure and to question oneself.
Linguistic knowledge
Have perfect oral and written mastery of English and French
