CALL FOR APPLICATIONS FOR THE INTERNAL/EXTERNAL RECRUITMENT OF AN ADMINISTRATIVE AND FINANCIAL EXPERT FOR THE PROJECT “GREEN MOBILITY YAOUNDE” (GIZ/ MoVe) OF THE DEUTSCHE GESELLSCHAFT FÜR INTERNATIONALE ZUSAMMENARBEIT (GIZ) IN YAOUNDE .

 

A. BACKGROUND

Within the framework of a global cooperation between Germany and the European Union, the project “Green Mobility (MoVe) Yaoundé”, which is part of the global project “TUMI – Just Mobility”. The objective of the project is to improve the access of the population, in particular women and marginalized groups, to active mobility in the city center (field of action 1) as well as the mobility offer in the paratransit sector (field of action 2) in Yaoundé It is based on urban plans, national strategies and the recommendations of the studies of the World Bank (“Inclusive and Resilient Cities Development Project”) aimed at improving the infrastructure for pedestrians in Yaoundé and a paratransit roadmap, resulting from the “Yaoundé Cœur de ville” (AFD) project.The project is being developed in close collaboration with MINDHU and CUY, together with EU partners and AFD and will be based in Yaoundé.

 




 

As part of its administrative support mission for projects, the GIZ/MoVe Project is looking for  an Administrative and Financial Expert.

 

B. AREAS OF RESPONSIBILITY

The incumbent is responsible for the following activities:

  • Ensure the administrative and financial management and filing of documents in accordance with GIZ rules;
  • Ensures the smooth running of services within the program and their compliance with GIZ procedures for administration and accounting;
  • Carry out administrative tasks according to the instructions of his/her hierarchical superior.

 

 

 

C. AWARDS

Within this framework and under the supervision of the Project Manager, the incumbent has the following responsibilities:

  • Monitor monthly income, expenditure and bank reconciliation;
  • Collect the program’s monthly cash requests (lead the management of letters of credit);
  • Prepare advances and payments for workshops with partners;
  • Process advances and accounts of travel expenses for staff and partner missions;
  • Support the preparation of operational budgets for activities with partners in accordance with terms of reference, contracts and practical arrangements;
  • Prepare internal invoices and the transfer of costs for inter-project activities;
  • Process and classify administrative and financial information according to the GIZ filing system (paper and electronic version);
  • Establish and monitor local contracts and local subsidies;
  • Check all supporting documents (invoices, travel expense accounts / workshop payment statements, consultation contracts, purchases, etc.) as well as their correct allocation and coding;
  • Ensure the quality / regularity of supporting documents and their compliance;
  • Ensure the monitoring and regularization of receivables and debts;
  • Prepare internal controls as well as the implementation of related reports;
  • Ensure the verification of accounting documents according to GIZ rules before transmission to the coordination;
  • Check vehicle logbooks and keep fuel consumption records;
  • Monitor vehicle maintenance;

 

 

 

  • Check and countersign the inventory statements;
  • Control the inventory sheets of the office supplies of the Project;
  • Manage the process of purchasing equipment (purchase request, research and analysis of preforms, establishment of the purchase order, guarantee of adequate delivery, verification of the invoice, filing of all documents and follow-up of the payment of the service provider) ;
  • Maintain equipment inventory list (updating list with new purchases and movement of equipment, transfer of equipment to partner, labeling of inventory codes on equipment, etc.);
  • Support the cash payment of per diems for workshops, in case the cashier is overloaded;
  • Be responsible for filing according to GIZ rules;
  • Act as cashier in case of absence.
  • Report immediately on all issues related to financial administration and compliance;
  • Support the implementation of the commercial and administrative processes of the project in compliance with GIZ corporate rules and the requirements of the various clients in coordination with the other managers;
  • Provide business advice and management support to the project manager;
  • Prepare and process service contracts within the project;
  • Exchange regularly within the project with the financial managers based at Headquarters.
  • Support and collaborate in the continuous development and improvement of the project’s internal financial and administrative processes;
  • Undertake other activities and tasks as instructed by his/her supervisor within the scope of his/her responsibilities.

 

The list of activities is not exhaustive. Any other work necessary and required for the proper functioning of the antenna, the project or GIZ in general may be requested of the incumbent by his superiors or any other person to whom his superior gives the delegation to do so.

REQUIRED PROFILE

D. REQUIRED QUALIFICATIONS, SKILLS AND EXPERIENCES

Qualifications  :

  • Have at least a BAC + 4/5 in the field of Management, Management Control, Accounting, Finance or other equivalent diploma.

 

Professional experience :

  • Have at least 5 years of proven professional experience in a similar position;
  • Have in-depth knowledge of financial planning and accounting;
  • Have a good command of administrative management;
  • Have experience in event management;
  • Have knowledge of purchasing and inventory management;
  • Be comfortable using accounting software (WINPACCS, Cashbook);
  • Have basic knowledge of computer-assisted accounting programs;
  • Have good computer skills: Windows environment, Office package software (Word, Excel, Powerpoint, Outlook,) and telecommunications instruments (telephone, email, Internet, photocopier, etc.).

 

Other knowledge/skills:

  • Have a perfect command of French and/or English; A good understanding of German would be an asset.
  • Have a good command of Cameroonian finance and labor legislation;
  • Be able to work under pressure and within a multicultural team.
  • Have good communication skills and a sense of teamwork;
  • Be proactive ;
  • Have a sense of organization and respect for deadlines;
  • Have a sense of integrity;
  • GIZ experience would be an asset.

Desired contract start date:  01.09.2023

Deadline for admissibility of application files: 15.08.2023

Contract period: 2 years (CDD renewable)

Duty station: Yaoundé

Internal classification of the position:  Band 4A /  under the hierarchical supervision of the Project Manager .
