ADMINISTRATIVE AND FINANCIAL MANAGER

  GENERAL MISSION
Under the authority of the Director of ORTOC, the Administrative and Financial Manager is in charge of implementing procedures for managing the structure’s human, financial and material resources.

 

 

 

ACTIVITIES AND TASKS
Supervision of administrative and financial services
Preparation of budgetary and financial documents relating to the preparation, execution and monitoring and evaluation of the budget
Determination and development of administrative and accounting management procedures
Preparation of management committees and implementation of trials -verbal
Implementation of budgetary and financial procedures
Implementation of the human resources master plan through the preparation and execution of recruitment plans Supervision of personnel management (recruitment, remuneration, career monitoring) Ensure the proper execution of the budget and reporting in accordance with the laws and regulations in force The implementation of internal control procedures The preparation, reception and support of any control, audit or evaluation mission committed in the structure NB: On request of the Director of ORTOC, the Head of the Administrative and Financial Division may be called upon to carry out activities not provided for in this job description. This may be the activities of ORTOC or its partners
Diploma / Training required / Experience

 

 

 

– Hold a Master 2 in finance, accounting or law (public finance option) or other relevant diploma – Justify at least 5 years of experience in a position of Administration and Finance manager or in similar professions. Demonstrate good experience in public finance management
SKILLS – REQUIRED KNOWLEDGE – KNOW-HOW  
Mastery of the legal and regulatory provisions governing Cameroonian public finances; Mastery of labor legislation in Cameroon; Fine knowledge of the public procurement code; Mastery of texts on decentralization, mainly those related to tourism Mastery of research operations, mobilization and management of external financing Sense of development planning in the short, medium and long term Ability to develop business plans, to set up multi-actor financing plans Very good knowledge of the local public finance environment Mastery of tourism sector issues Knowledge and good experience of calls for projects Fluency in French and English; Sense of organization Resilience at work Rigor and pragmatism Integrity and autonomy Initiative thinking Excellent negotiator Mastery of computer tools Ability to work in a team Enjoy good moral character Knowledge of the professional environment and good interpersonal skills
  HIERARCHICAL AND FUNCTIONAL LINKAGES  
Hierarchical reporting Director of ORTOC
Functional relations – With the DR/MINTOUL, MINTP, MINEPDEP, MINDDEVEL, MINDCAF, PNDP, MINEPAT, CVUC-Ouest, donors, – Specialized financial controller of the Region, – Receiver West Regional, – Financial Controller of the West Region, – SG of the West Region – With the commission heads of the West Regional Council – With all the ORTOC teams and division heads
