Recruitment notice: ADMINISTRATIVE AND FINANCIAL MANAGER
CONDITIONAL CALL FOR APPLICATIONS FOR THE RECRUITMENT OF KEY PERSONNEL WITH A VIEW TO THE IMPLEMENTATION OF THE COMMUNITY HEALTH EQUITY TROUGHT SYSTEMS STRENGTHENING (CHESS) PROJECT.

The Institute for Research, Socio-economic Development and Communication (IRESCO) is a Non-Governmental Organization whose mission is to contribute to the improvement of the living conditions of African populations through promotion and implementation viable development initiatives, based on research evidence. To effectively accomplish its mission, IRESCO relies on qualified personnel, recruited through a competitive and fair selection process. Its headquarters is located in the Mendong-Yaoundé district in Cameroon and it has regional representations at the different sites where its projects are implemented.
In anticipation of the implementation of a 5-year Community System Strengthening project in Cameroon, IRESCO is launching a call for applications for the following position: Position: ADMINISTRATIVE AND FINANCIAL MANAGER
Location
of assignment: IRESCO headquarters office located in Mendong-Yaoundé with the possibility of assignment to another region of the country according to needs.
Type of contract: Fixed-term contract with possibility of transfer to a permanent contract, depending on the candidate’s performance.
NB: this call for applications is conditional on obtaining funding for this project from IRESCO.
Required profile
The Administrative and Financial Manager must hold at least a Master’s degree or higher in finance, accounting or a closely related field and must have at least seven (7) years of experience in the administration and financial management, including five (5) years within an international institution, with good knowledge of the financial procedures of international financial partners (USAID, Global Fund, etc.) Job description: Under the authority
of
the Director of the program, the Administrative and Financial Manager will design and supervise all community system strengthening activities. He will have the following tasks
Coordinate administrative and financial management activities, including budgeting and monitoring of project expenses, forecasting of expenses, maintenance and supervision of the accounting department and financial operations;
Provide timely financial reports, including information on ongoing projects.
Record and classify the various documents received (documents supporting activity expenses, etc.);
Support and monitor all project purchases;
Provide logistical support for the organization of project seminars and workshops;
Ensure that all purchase requests received are complete and properly approved;
Quickly prepare consultation files (notification of expression of interest, request for quotations, tender file, request for proposal, etc.) in accordance with applicable procedures;
Prepare letters or purchase orders in the name of the selected supplier(s), ensuring, if necessary, correct imputation of project codes and lines;
Ensure compliance with the lessor’s requirements regarding the procurement procedure and local legislation;
Maintain and update electronic files of equipment, materials and the automobile and motorcycle fleet;
Maintain inventory sheets for offices and materials made available to employees;
Ensure the receipt and review of conformity and completeness of the financial documents of the CHESS project based on the information defined in the IRESCO Procedures Manual;
Ensure the review of the accuracy of the budget lines entered on payment requests, activity expenses as well as transmission to the financial manager for validation monitoring;
Make a contribution to the management of Financial audits as a first level of quality control of accounting documents, checks of supporting documents and control of compliance with procedures, as well as the implementation of related recommendations;
Contribute to the reconciliation of bank accounts and mobile payment;
Analyze the journals of accounting entries on a daily basis;
Carry out account analysis;
Institutional link
The Administrative and Financial Manager will be under the supervision of the Program Director and will ensure the administrative and financial management of the program.
Required skills and competencies
Have professional experience of at least seven (07) years in: administrative management, market/purchasing management, supply management or equivalent in a development organization, an NGO, a project or a supply company huge proportion ;
mastery of accounting software would be an asset;
Have skills in audit management in order to be able to respond to various audit recommendations from IRESCO and be able to improve operations accordingly Have
proven knowledge and abilities in the field of multi-partner project management;
Have written and oral communication skills in French and English;
Have mastery of information systems;
ICT skills:
General knowledge of IT tools (spreadsheets, word processing);
Mastery of Power point presentations.
Be willing to undertake regular field missions;
Be able to work under pressure and in a team;
Excellent experience managing work teams both in the field and subordinates in a unit.

Working languages:
Fluency in oral and written English and French is essential.
