TERM OF REFERENCE FOR THE RECRUITMENT OF AN ADMINISTRATIVE AND FINANCIAL MANAGER FOR THE INDEX 2.0 STUDY ON STIGMA OF PEOPLE LIVING WITH HIV
Background and rationale
Since the start of the AIDS epidemic, the stigma and discrimination associated with HIV infection, and/or minorities have greatly aggravated the negative repercussions of the epidemic. Indeed, stigma can lead to discrimination and other human rights violations, which fundamentally affects the well-being of people living with HIV. In conducting this study, RECAP+ identified as the implementing organization for this study has as its main objective to measure the stigma index among people living with HIV.
This will involve determining and documenting the level and forms of stigma and discrimination against people living with HIV from the general population and key and priority populations (TB and HIV) in Cameroon according to the various strategic plans. More specifically, it involves:
• Estimating the extent of stigma and discrimination associated with HIV in the aforementioned populations;
• Determine the context and the nature of the stigmatization and discrimination suffered by PLHIV;
• Determine the level of knowledge, attitudes and practices of PLHIV in relation to the protection of their rights.
The purpose of the People Living with HIV Stigma Index is to collect information about stigma and discrimination experienced by people living with HIV. The results of this study will be used to inform policies and programs to address HIV-related stigma and discrimination nationally and globally. These results will include:
• Operationalizing the Greater Involvement of PLHIV Principle (GIPA): Implementation of the People Living with HIV Stigma Index is led by and for people living with HIV. By acting on this principle, the People Living with HIV Stigma Index empowers the people and communities most affected by the epidemic.
• Reinforce advocacy actions and create evidence: the results of the People Living with HIV Stigma Index will be used to contribute to the protection and promotion of the fundamental rights of PLHIV, by enabling state institutions and other institutions to meet their human rights obligations, and to advocate for policy change on key issues, including the criminalization of HIV transmission.
The People Living with HIV Stigma Index uses participatory and operational research methods to understand the impact of stigma and discrimination on the lives of PLHIV. It provides a tool that measures and detects changing trends in stigma and discrimination experienced by PLHIV. The data collected provides a comprehensive picture of stigma and discrimination. The coordination and monitoring of the implementation of all these activities requires the recruitment of a Project Coordinator.
These terms of reference address the terms of recruitment of the latter.

Job description
Under the supervision of the Executive Director of the Cameroonian Network of Associations of People Living with HIV/AIDS (RéCAP+ ) and in collaboration with the National Steering Committee, the Study Coordinator will be responsible for facilitating the implementation of the People Living with HIV Stigma Index 2.0 Project in collaboration with the Principal Investigators and overseeing the overall study staff. He is responsible for the development of technical reports, monitoring and the realization of the deliverables of the study.
He will have the following main responsibilities:
• Ensure the financial and accounting management of the study;
• Oversee the preparation and execution of budgets and produce a daily report for the study coordinator for presentation to the steering committee;
• Supervise the production of the financial report of the study at the end of the activities and their transmission on time;
• Ensure the management of audits;
• Set up cost accounting for the study;
• Ensure the management of the process of supplying fixed assets for the study and ensure their management in collaboration with RéCAP+ and CARE;
• Coordinate supply management;
• Guarantee the quality of the accounting and financial data transmitted;
• Ensure the management of fixed assets;
• Ensure compliance with operational procedures and accounting policies in order to optimize internal controls;
• Establish the payroll and ensure the follow-up of the transfers of the field staff in collaboration with the RAF of RECAP+;
• Ensure the social and tax declarations;
• Coordinate and supervise the administrative and logistical organization of study activities and propose solutions if necessary;
• Ensure the management of human resources recruited for the study in collaboration with the RAF of RECAP+ and the administrative staff of CARE;
• Ensure the filing/archiving of financial and other physical files in accordance with the rules and guidelines of RéCAP+ in collaboration with the RAF of RECAP+;
• Perform any other task that may be entrusted to him within the framework of the service by the coordinator of the study and Executive Director of RéCAP+.
Profile sought and experience required for the position
• Be a member of the community of people living with HIV;
• Be rigorous and organized;
• Have a good command of programs and software such as Word, Excel, PowerPoint, Ms Project (a good knowledge of TOMPRO software will be an asset);
• Justify at least one (01) year of professional experience in a similar position;
• Know how to manage budgets and cash flow;
• Be versatile and know how to take initiatives;
• Have a good critical and synthetic mind;
• Have knowledge of labor law and tax law;
• Have a good ability to work in a team;
• Have a sense of courtesy and respect for colleagues.
• Being bilingual is an asset.
Qualifications and experience required
• Be of Cameroonian nationality;
• Hold a higher diploma (BAC+2) in Accounting and Finance, Human Resources, Business Management, or Administration;
• Justify at least 06 months of professional experience or justify internships in the sector of management and management responsibility in a community of people living with HIV, project, program or in an organization fighting against HIV.
