Recruitment Notice: Administrative and Financial Officer

The Rural Development Cluster (CDR) is made up of several projects in the sector that plan to improve agricultural and livestock systems in specific areas in Cameroon. The target group of the projects varies between producers, processors, farmer field schools, small and medium enterprises (SMEs), ministries and others.
The Administrative and Financial Officer will work for the Rural Development Cluster, mainly with ABC-PADER projects (GIZ – Support for changes in the Cotton Basin in Cameroon – Rural Development Support Program), ProFinA (GIZ-Agricultural Finance Promotion Project) and ProCoton (GIZ-Global Project “Sustainability and added value in agricultural supply chains”). The position is based in Yaoundé.
The incumbent will allocate 40% of their time for the new ABC-PADER program co-financed by the European Union (EU) (including 20% for the co-financed action and 20% for the pure BMZ action) and 60% of his time for other CDR projects
Area of responsibility
Under the supervision of the Administrative and Financial Manager of the Cluster, the Administrative and Financial Officer will be in charge of the following tasks:
- Ensure the quality / regularity of supporting documents and their compliance;
- Check all supporting documents (invoices, accounts of travel expenses / workshop payment statements / expenses of local grant agreements, consultation contracts, purchases, etc.) as well as their correct allocation and coding;
- Be in charge of classification in accordance with GIZ rules;
- Proceed with the implementation of the corrections noted in the notifications of errors resulting from the monthly closures of the accounts of the projects by the Regional Office;
- Provide upstream coaching / training as well as support / accounting supervision of structures benefiting from local grants and other GIZ funding
- Carry out the capacity analysis of the beneficiaries of the local subsidies falling within the competence of the project;
- Ensure the monitoring and regularization of receivables and debts;
- Support the regular distribution of rental charges and other common expenses;
- Actively participate in the preparation of internal controls as well as the implementation of related reports;
- Support the accounting work and check the monthly closing of the accounts, cash books and bank / monthly reconciliation documents before transmission to the Regional Office;
- Contribute to the preparation and analysis of expenditures in accordance with the budget;
• Take care of the coordination of calls for funds for the CDR between the antennas of the different projects of the Cluster
- Check and countersign the inventory records;
• Support internal control missions and ensure the implementation of related recommendations;
• Systematically report on financial administration and compliance issues;
• Assume other tasks as instructed by superiors.
REQUIRED PROFILE
- Qualifications, skills and experience required
Qualification
Hold at least a Bac+ 5 in Accounting, Finance, Management Control or another equivalent diploma.
Professional experience
Have at least 5 years of experience in a similar position including 2 years in an international organization.
Other knowledge/skills
- Good communication skills and knowledge of computer tools; Office package software (Word, Excel, Powerpoint, Outlook);
- Mastery of accounting software (WINPACCS, CASHBOOK) would be an asset;
- Good synthesis and analysis skills / Work oriented towards quality and results;
- Team spirit and constructive attitude in case of difficulties or conflicts;
- Capacity for reflection, proactivity and work optimization;
- Quick learning and adaptability;
- Be able to work under pressure and in a multicultural team;
- Be honest and able to work independently;
- Be open to criticism and recommendations for improvement;
- Have a good sense of work organization and respect of deadlines;
- Mastery of the French language and / or the English language;
