Presentation of the association
The French Red Cross (CRf) and the Cameroon Red Cross (CRC) are humanitarian associations
, auxiliary to public authorities, which provide help and assistance to
vulnerable people.
Since 2010, the French Red Cross (CRf) has been present in Cameroon and intervenes in the
areas of health, nutrition and food security and livelihoods (SAME)
in the Eastern and Southern regions. ‘Far North.

Presentation of the position
I. Objective / Summary of the Internship
Under the direct responsibility of the Deputy HR Coordinator (the Administrative and HR Coordinator in the absence
of an assistant), the administrative and HR assistant is responsible for providing support in the management of the
mission’s national and expatriate human resources.
II. Location of the internship
This internship is open to people with the required profile and residing exclusively in Yaoundé. The
professional intern retained at the end of the recruitment process will therefore not be able
to claim delocalized status.
III. Responsibilities
1. General administrative management
– Receive, record and distribute incoming mail
– Participate in writing and formatting outgoing mail
– Participate in updating the Monthly HR Report
– Participate in compliance and monitoring of legal obligations in administrative management
– Monitor, in conjunction with the legal advisor, the establishment/renewal of residence permits
– Ensure the archiving of all administrative and HR documents of the delegation.
2. Management of national human resources
– Participate in compliance with legal obligations in the management of national personnel
– Participate in the creation, updating, monitoring, verification of validity and archiving and archiving
of administrative files of national personnel in Yaoundé , request missing documents
and support the operational bases in this process
– Participate in recruitment while respecting the gender aspect and the policy of
recruitment
– Participate in briefings for new employees, inform national staff about
internal regulations, salary policy and conditions of engagement
– Develop and monitor contracts for national staff in compliance with laws and standards in
force
– Participate to the implementation of the process of evaluating and managing the careers of
national staff
– Support the Deputy HR Coordinator and department managers in the management
of disciplinary measures in complete neutrality and confidentiality
– Monitor the evolution of labor law and NGO practices,
proactively inform yourself of any developments in social legislation and inform your superior
– Formulate alerts to your superior on specific HR points
– Monitor staff insured (incorporate new ones and withdraw old ones
on time

 




 

– Prepare expense reimbursement files for insurance
– Ensure the proper physical and electronic archiving of HR files in preparation for audits
and HR reports intended for local authorities
– Participate in managing the end of contracts in compliance with legal and
organizational provisions.
3. Management of expatriate human resources
– Participate in the creation, updating, monitoring and archiving of administrative files for the
mission’s expatriate staff.
– Participate in monitoring legal obligations linked to the mission’s expatriate staff
(registration, visa, etc.).
4. Reporting and management of HR dashboards
– Update and maintain the HR database with staff information;
– Provide information to produce the monthly HR report
– Monitor Nat and DMI leave
– Participate in updating the list of employees for insurance
– Check the monitoring of end dates of employment contracts for all employeesPage 3/4
– Provide statistical HR management data for the mission;
– Participate in the compilation of training needs for the development of the annual
evaluation plan and the training plan.
5. Membership and involvement in promoting the values ​​of the
Red Cross movement.
– Have a general knowledge of the Red Cross movement, its functioning,
its structure and its values ​​(principles and code of conduct).
– Be aware of the objectives and activities of the CRc/CRf in general and in the
work context.
– Take an active part in meetings and training on the subject.
– Be aware of safety rules and the situation on the ground at all times.
– Help understand general issues related to the political and social context by
sharing information.
6. Participate in activities organized by the HR department
– Compile employee requests and communicate them to superiors;
– Assist your N+1 or other department heads in internal communication on
HR issues and conciliations with employees;
– Provide technical support to the delegation in organizing the election of
staff representatives;
– Provide technical support to the delegation in the establishment of
staff representation institutions;
– Prepare monthly meetings with staff representatives (if there are any);
– Participate with the coordination team to organize, participate and/or lead
communication/training sessions for the delegation’s HR teams;
Qualification and experience
Diploma/Level of study:
– Diploma: Bac + 3 minimum
– Training: human resources management, management sciences, social sciences or
equivalent
– Professional experience: Significant experience in
human resources management/administration, particularly in payroll management and monitoring of employment contracts.
Humanitarian experience recommended (internship or job).
Theoretical knowledge expected
– Intercultural HR management;
– Ergonomics, health and working conditions;
– Social security law;
– Remuneration policy and management;
– HR policy and organizational change.
Expected skills (optional)
– Administrative management of Human Resources;
– Recruitment procedures and processes;
– HR procedures and tools;
