LOCATION: BAFOUSSAM-REGION-WEST-CAMEROUN

Conceptualized by the University of Rome Tor Vergata, EUROBIOPARK embarked on its mission at the end of the 90s. Funded in part by the Ministry of Foreign Affairs (MFA), its main objective was the transfer of technology in biomedicine for emerging and developing countries.
Its founding vision is to connect specific activities between members of the university community, scientific research societies and promote it in a national territory focused on central-southern Italy and the Mediterranean. EUROBIOPARK flourishes in the development, implementation and administration of scientific and technological projects on a national and international scale. With activities ranging from research, technology transfer and human resource training, EUROBIOPARK brings substantial benefits in the field of drug development, drug testing and diagnostic kits. EUROBIOPARK strengthens the Italian presence in numerous research projects across Europe, sharing industrial properties and innovative know-how having a positive impact on the financial markets. Long-term goals are geared toward today’s youth for innovative education and the expansion of popular science for public and private entities.
As part of the inter-municipal partnership project between the town hall of Vasanello and the town halls of the Department of Menoua for a response to the emergence of COVID19, the Eurobiopark Cameroon headquarters based in Dschang (SYCOME headquarters) is looking for various profiles to constitute its work teams.




Job
The administrative, technical and financial manager will be located on the site in Cameroon (Department of Menoua) and will carry out missions as needed according to his specifications. The administrative manager organizes, coordinates and supervises the administrative services, and the general services. It centralizes information with the operational departments. He is required to work with various interlocutors and internal collaborators (referents, partner organizations, experts, service providers, etc.) and external (current service providers, public institutions, etc.).
The administrative and technical manager must ensure the material conditions and the administrative and financial organization necessary for the smooth running of the research activity on the site.
The missions of the technical manager consist in particular in supervising and leading a team of technical consultants, managing relations with partners, suppliers and service providers, ensuring the reliability, performance and evolution of the information system but also guaranteeing the supervision and technical maintenance of projects. The technical manager must be able to adapt to all situations and change tasks very quickly. The technical manager is a support and adviser for the field.

Missions and Activities
He is responsible for all the activities relating to the technical and administrative management of the project, the functional improvement of the work teams and their adaptations to the situations encountered in the field.



Day-to -day administrative and technical management
• Ensure proper management of all the resources allocated to carrying out the project.
• Coordinate administrative and financial actions in agreement with the project manager
• Supervise the administrative and technical management of work or service contracts, conventions and potential work on technical aspects in compliance with public procurement and the procurement code public.
• Ensure compliance with the quality of the actions carried out in the project to guarantee the results.
• Coordinate and monitor the execution phase of the work by external service providers.
• Establishes findings on the strengths and weaknesses of the activity and proposes to the coordination solutions for improving and optimizing the various processes for which it is responsible
• Controlling the provisional budgets dedicated to the implementation of project activities and carry out daily financial monitoring (commitments, mandates, payments, etc.).

Specific missions
• Supervise the staff involved in the project for the respect of the implementation procedures according to the Italian and Cameroonian work ethic.
• Develop dashboards, assess and control the quality of the services rendered
• Plan the administrative follow-up by setting up an administrative master plan
• Ensure the continuity of the project’s activities
• Advise the coordination on certain strategic orientations
• Pilot, in liaison with the coordination, the realization of the events associated with the project e Manage the financial reports on the indications of the local Project Officer and the Project Manager.

Profile sought
Candidates must have proven skills in the field of administrative management, in the field of public health with experience in projects with decentralized territorial communities.

Recruitment methods



The position is open to contract staff, remuneration will be defined according to the profile and experience of the candidate.

Duration of the contract: 24 months.

Remuneration (depending on the monthly exchange rate): 600 euro gross.
