CALL FOR INTERNAL APPLICATIONS FOR THE RECRUITMENT OF A SENIOR ADVISOR FOR ADVISORY SUPPORT TO POLICY AND PRIVATE SECTOR PARTNERS FOR THE PROJECT “SUSTAINABLE AGRICULTURAL SYSTEMS AND AGRICULTURAL POLICIES” OF THE DEUTSCHE GESELLSCHAFT FÜR INTERNATIONALE ZUSAMMENARBEIT GmbH FOR THE CITY FROM YAOUNDE.
The Rural Development Cluster (CDR) is made up of several projects in the sector that aim to improve the economic situation of the rural population, especially women and young people in Cameroon. The target group of the projects varies between the technical ministerial departments involved, specialized institutions, practical agricultural training schools and the private sector, associated with organizations of producers and processors and small and medium-sized enterprises (SMEs).
The incumbent will allocate 100% of his/her working time to the “Sustainable Agricultural Systems and Agricultural Policies (AgSyS)” Project. This project, whose coordination is based in Yaoundé, is looking for, as part of the implementation of its activities, a Senior Advisor for support and advice to political partners and those from the private sector for the Yaoundé office.
The global AgSYS project is part of the new special initiative of the Federal Ministry for Economic Cooperation and Development of Germany (BMZ) “Transformation of agricultural and food systems” (SI AGER), which aims to contribute to the achievement of Sustainable Development Goal 2 (SDG2) – Zero Hunger. It plans to focus more on sustainability-oriented reform processes, particularly in the agricultural sector and with emphasis on collaboration with the private sector.
The objective of the AgSyS project is formulated as follows: “Processes of transformation towards more sustainable agricultural systems in partner countries and at global level are supported ”. Particular emphasis is placed on the development of green economies in the context of climate change as well as on gender equality and the strengthening of civil actors (interactor advice platform). The project’s four areas of intervention are 1) transformative agricultural policy, 2) institutional anchoring of proven solutions, 3) advocacy and empowerment of “agents of change”, 4) financing of transformation and 5 ) to establish links between the levels of transformation.
Description of tasks
Under the supervision of the Project Manager and in close collaboration with him or her, the incumbent will be mainly responsible for ensuring and/or facilitating:
- The coordination of the support-advice and technical activities of AgSYS with the other projects of the Cluster and the German Cooperation in general, especially with the Accompaniment of the mutations of the cotton basin of Cameroon-Rural Development Support Program (ABC -PADER), the Sustainable Cocoa Initiative (SCI) , the global project Center for Knowledge of Organic Agriculture in Africa (CCBA) and the project Promotion of a Responsible Land Policy (ProPFR) as well as with other organizations such as EU, FAO, AFD, IFAD, AfDB and WB;
- The establishment and facilitation of exchange platforms and/or participation in different exchange formats (working groups, task forces );
- The coordination of support and advisory activities for political and private actors in areas relevant to agricultural transformation, especially at the level of policy reforms relating to land, agricultural financing, agroecology/organic agriculture and seed production , but also concerning the strengthening of private sector networks and the role of inter-professional organizations;
- Technical coordination with the GIZ focal point and the various departments of the Ministry of Agriculture and Rural Development (MINADER), other partner ministries (Ministry of Livestock, Fisheries and Animal Industries (MINEPIA) ) and Ministry of Vocational Training (MINEFOP)) and other technical and implementation partners (eg IRAD, networks of entrepreneurs, inter-professions);
- Ensure the continuous popularization, scaling up and sustainable anchoring of approaches and solutions introduced by previous and/or ending projects in the Rural Development Cluster, in particular the ProCISA, ProFINA and ProCOTON projects;
- Ensure the mainstreaming of crucial themes of German Cooperation, e.g. adaptation to climate change, feminist development, job creation through the professionalization of trades and promotion of young people, the fight against poverty, food security , etc. ;
- Provide support to Cameroonian public and private partners to facilitate transformation impulses and their national experiences in regional and global forums and to engage in South-South exchange formats;
- Supervise and support the project’s Technical Advisors in the relevant fields (agro-ecology, strengthening of networks of entrepreneurs, organizational development of inter-professions, agricultural financing, vocational training) and harmonize support-advice activities;
- Contribute to the internal evaluation of the approaches and progress made by the ABC-PADER, ProCISA and ProFINA projects concerning professional professions and to the definition of a new action strategy for the period up to 2027;
- Support responses to inquiries from the Federal Ministry for Economic Cooperation and Development (BMZ) and MINADER regarding the progress status of the AgSYS project;
Support the holding of steering committee meetings with AgSYS project partners and evaluation missions and delegation visits
REQUIRED PROFILE
Qualifications, skills and experience required
Qualification
- Bac+5 in Political, Economic or Social Sciences or in Agronomy, with good knowledge of the field of the agricultural sector, with emphasis on agricultural policy
Professional experience
- At least 7 years of professional experience in a similar position
Other knowledge/skills
- In-depth knowledge of policies, actors and challenges in the agriculture and rural development sector in Cameroon;
- In-depth and up-to-date knowledge of German Cooperation guidelines and approaches;
- Good knowledge of the orientations in terms of national development policies, in particular the orientations contained in Cameroon’s SND-2030;
- Very good knowledge of areas of importance for a sustainable transformation of the agricultural sector, in particular agroecology, land rights, agricultural financing, the development approach to value chains; knowledge of practices and methods of innovative agriculture, development of organizations and SMEs;
- Very good mastery of methods and techniques for facilitating interdisciplinary and inter-institutional dialogues and excellent workshop moderation skills
- Excellent management and coordination skills of work teams, work organization;
- Experienced in drafting reporting documents, calls for tenders and supervising the work of consultants, implementing institutions and funding recipients, in close collaboration with the administration and finance teams;
- Good sense of listening, good communication with partners at all levels;
- Excellent writing and presentation skills;
- Good working knowledge of monitoring and evaluation tools, and the use of communication technologies;
- Efficient and autonomous in his work; ability to work under pressure and in a multicultural team; good sense of work organization and respect of deadlines;
- Very good knowledge of French and English; knowledge of German desired
Contract start date : November 01, 2023
Contract period : 2 years (renewable)
Duty station : Yaoundé
