NOTICE OF CALL FOR APPLICATIONS FOR THE RECRUITMENT OF ONE (01) ADVISOR IN MALARIA DIAGNOSIS AND LABORATORIES FOR THE SEMBE I PROJECT BASED IN MAROUA

Who are we ?

The Cameroonian Association for Social Marketing (ACMS) is a non-governmental organization under Cameroonian law  whose main mission is to improve the social situation of the Cameroonian population in a sustainable and measurable manner and to promote the health and prosperity of families. .  Thus,  ACMS works in cooperation with the government and its public and private sector partners to deliver high-quality health programs, reaching all populations in need. For over twenty-five years, ACMS has provided the Cameroonian population with comprehensive, evidence-based public health interventions, including programs in reproductive health, malaria control, HIV and hepatitis control. among others.

The Cameroon Association for Social Marketing (ACMS) obtained funding from the “System to End the Malaria Burden Through Meaningful Engagement (SEMBE I)” of the United States Agency for Development (USAID) to support the National Program team Malaria Control Program (PNLP) to lead and implement evidence-based malaria prevention, diagnosis and treatment services at regional and community levels, focusing on the Far East region. Northern Cameroon. This project also strengthens the Government’s capacity to guide and promote local solutions in the fight against malaria in line with the objectives of the Republic of Cameroon and in support of USAID priorities described in the cooperation strategy for development of the country 2020-2025 (CDCS).

Based in the Far North region, the project will implement a sustainable and evidence-based approach to the control and elimination of malaria, through four objectives:

 

– Objective 1  : Increase access and use of quality malaria diagnosis, insecticide-treated bed nets (ITNs), and drug-based prevention and treatment services at the facility and community level. the community.

– Objective 2  : Increase the adoption of prevention and treatment-seeking behaviors for malaria and other febrile illnesses

– Objective 3  : Improve access to quality data on malaria and their use.

– Objective 4  : Strengthen health systems to optimize planning, coordination and management of the local response to malaria and other febrile illnesses.

 

Your Contribution:

  • Assist in the dissemination of guidelines on the management of malaria (diagnosis and treatment)  ;
  • Monitor and report on the completion of activities in the work plan;
  • Provide training on malaria diagnosis and continuous adaptation of materials for improvement of malaria management (diagnosis) supervision process.
  • Work in perfect collaboration with the PNLP, on all aspects of malaria diagnosis, from the development of strategic planning, annual work plans, standards, to formative supervision;
  • Ensure quality assurance and control of malaria diagnosis, both in referral hospitals and peripheral health establishments, including care at the community level with CHWs;
  • Technically assist the PNLP in training, supervision, development of standard procedures and standards, development of training manuals and guides, etc.
  • Participate in meetings of technical working groups on malaria, at central and regional level, to share and promote good practices in malaria diagnosis;
  • Participate in partner meetings at country and global level to share the experience of SEMBE 1, in the surveillance and quality control of malaria diagnosis;
  • Assist the PNLP with any operational research activity aimed at the management of malaria cases, the prevention, control and elimination of malaria.
  • Assist the PNLP in identifying key needs and obstacles for quality malaria diagnosis, both in referral hospitals and in peripheral establishments and in the community; 
  • Contribute to the drafting of technical and financial proposals, to be submitted to the lessor;
  • Assist the PNLP in the dissemination of guidelines and standards for the correct management of malaria cases (diagnosis and treatment);
  • Assist with data analysis and make monthly updates, quarterly and annual reports, to submit to the PNLP and the donor;
  • Contribute to the drafting of technical and financial proposals to be submitted to the lessor;
  • Perform any other task related to the activities assigned to you.

We are looking for  one (1)  Malaria Diagnostics and Laboratories Advisor for the SEMBE I project  (M/F)  who will embody the  ACMS values  ​​listed below:

The basics :

  • Hold a Master’s degree in Biomedical science, a Doctorate in Pharmacy or any other equivalent diploma;
  • Having a doctorate in medical biology is an asset and will be highly regarded;
  • Have a minimum of five (05) years of experience in malaria, especially with regard to biological diagnosis;
  • In lieu of the required diploma: Have more than (25) Twenty-five  years of relevant professional experience  in the field of  implementing projects related to malaria , including diagnosis, treatment, prevention, control, and /or the elimination of malaria. The experience may be in an academic, research, or program setting;
  • Experience working with donors supporting malaria, such as USAID, World Bank, Global Fund, or DFID will be an asset;
  • Proof of experience working with USAID and knowledge of USAID rules and regulations is an asset;

 

What would interest us?

  • Familiarity with social marketing and/or NGOs;
  • WHO certificate for expert in microscopy level 1 or 2 would be an asset;
  • Have successfully participated in the management of complex operations under specific donor awards and procedures, a large geographic area and activities involving coordination with government and other stakeholders at all levels of the health system ;
  • Fluency in French and/or English  and sufficient command of the other language;
  • Good command of IT tools and software (Word, Power Point, Excel);
  • Passion for  public health;
  • Good interpersonal skills;
  • Good oral and written communication skills for writing activity reports;
  • Have proficiency in Microsoft Office (Word, Excel, Powerpoint);
  • Be available to carry out regular field missions.
