RECRUITMENT OF A CONSULTANT FOR THE DEVELOPMENT OF AN ADVOCACY TOOL
FOCUSED ON THE FUNDING OF
COMMUNITY HEALTH WORKERS AND ON THE PROMOTION OF COMMUNITY HEALTH IN CAMEROON (PRIVATE SECTOR)
I. Background
Impact Santé Afrique (ISA) is an African NGO based in Cameroon whose main objective is to contribute to the improvement of the health of the populations, by setting up transformative and sustainable programs that will save lives and improve the health of our communities. . Impact Santé Afrique (ISA) coordinates the Civil Society Organizations (CSO) Platform for Malaria Elimination (CS4ME). In March 2022, Impact Santé Afrique (ISA) participated in the launch of the national advocacy campaign “Stop Malaria! whose main objective is the involvement of all sectors, in particular the private sector, in the mobilization of domestic resources for the fight against malaria in Cameroon. In addition, in the National Strategic Plan for Community Health 2021-2025 (PSNSC), the Ministry of Public Health indicates that there are significant gaps to be filled, which are necessary for the financing of community health programs. To fill these gaps, an advocacy plan is developed for the mobilization of additional domestic resources; this advocacy plan is mainly oriented towards different targets and towards the private sector in particular. It is within the framework of this advocacy that Impact Santé Afrique (ISA) wishes to engage private sector leaders so that they support the work of Community Health Workers (CHWs), as well as programs related to the promotion of community health in Cameroon. For this, we are looking for a Consultant for the development of an advocacy tool for the purposes set out above. that are needed to fund community health programs. II. Objective
The main objective of this service is to develop an advocacy tool focused on community health financing in general and on Community Health Workers (CHWs) in particular, with private sector leaders as the target.
Specifically, it will be a question of:
● Proposing an advocacy tool of a few pages containing, among other things, the following elements: the presentation of the problem, the analysis of the situation and its impact for the private sector and the populations, the presentation of the solutions, the menu of high-impact actions that the private sector can carry out, the benefits for the private sector and the populations, as well as the different areas of support that the private sector can provide to Community Health Workers

II. Functions and responsibilities of the consultant
Placed under the direct supervision of the Executive Director of Impact Santé Afrique (ISA), the consultant will have to carry out the following tasks:
1. Development of the advocacy tool of a few pages for the commitment of the leaders of the sector private ;
2. Review and validation of the advocacy tool every five days with the responsible for monitoring the activity on the engagement of the private sector.
Main expected deliverable
An advocacy tool on the financing of Community Health Workers and on the promotion of community health in Cameroon
Note: Impact Santé Afrique will design the document
1. Period of the expert mission
This consultancy mission will begin on October 14, 2022 and will end on October 28, 2022.
2. Profile of the candidate
The desired expertise will relate to the recruitment of an advocacy consultant whose qualifications and skills are presented as follows:
• Bachelor’s degree or master’s or other higher degree
• Proven experience in advocacy
• Experience in the development of communication tools
• Good writing skills
3. Application file
The consultant must provide:
● A dated and signed CV, including 3 professional references
● A technical sheet presenting the methodology used and the work schedule (2 pages maximum)
● A financial offer (1 page maximum)
4. Evaluation of the offers
The evaluation of the offers received will be based in particular on the following criteria:
● The candidate’s experience in carrying out missions similar to those specified in these terms of reference;
● Understanding of the expectations of the mission and the proposed intervention methodology ● The proposed financial offer.
