An Administrative Assistant for Noé in Cameroon
(Yaoundé)

1) General context of the position
Noé is an association for the protection of nature, interest and non-profit, created
in 2001. It deploys in France and internationally actions to safeguard biodiversity
for the good of all living species, including the human species. To
do this, Noé implements programs for the conservation of threatened species, the management
of protected natural areas, the restoration of ordinary biodiversity and natural environments.

Within its international activities, Noé is organized into 3 complementary missions:
i) endangered species, ii) protected areas, iii) pro-biodiversity sectors.
Through these 3 missions, Noé’s objective is to contribute to the conservation of biodiversity
by i) the sustainable development of ecosystems and their resources by and for the
benefit of local communities and by ii) the structuring of protected areas decentralized systems
allowing populations to be put back at the heart of territorial issues and therefore to better
protect certain key species. Noé has been working in Cameroon since 2012 and has supported the development of sectors around various protected areas, in partnership with Cameroonian
NGOs . Noé is involved in the implementation of component 3 of the “Cameroon Septentrion Vert et Résilient” (CaSeVe) project, initiated and supported by the European Union and which aims to increase the resilience of the North, Far North and Adamaoua regions. in the face of, among other things, the food and climate crises. As part of the management of this project, Noé is looking for an Administrative Assistant. 2) General objective of the position and conditions Under the responsibility of the Cameroon Administrator, the Administrative Assistant is
in particular responsible for keeping Cameroon’s accounts, managing the
Yaoundé fund, monitoring accounts for partner NGOs, in accordance with
donor procedures (including AFD, EU). He/She is also involved in the
administrative, HR and logistical follow-up of projects delegated by the administrator.
The Administrative Assistant will be based in Yaoundé at Noé’s premises. Travel
will be expected in the project intervention areas, particularly in northern
Cameroon (Voko).
3) Functions and responsibilities
The Administrative Assistant is responsible for supporting the accounting management of projects
and to assist the Cameroon administrator in her administrative, logistical and financial management missions . He/she works under the authority of the latter.
In detail, the Administrative Assistant performs the following tasks:
Ensure the accounting management of projects ✓ Keep the general and analytical accounts of Cameroon according to Noé’s internal
procedures ; ✓ Participate in the establishment of cash requests; ✓ Carry out the work of recording accounting documents and their verifications; ✓ Prepare monthly closings: cash count; bank reconciliations, closing cash and bank journals and integration into SAGA;
✓ Ensure the archiving, safeguarding, classification of documents and
accounting supports;
✓ Ensure the payment of invoices and ensure the compliance of supporting documents;
✓ Monitor supplier accounts (start-up advance, debts, receivables, etc.);
✓ Produce any accounting information requested by his superior;
✓ Participate in the preparation of reports;
✓ Be the direct link with the cashier of Noé in Voko and the accountants of the
partners in order to ensure the accounting follow-up of the retrocessions made by Noé to the
partners.
✓ Ensure the quality of the supporting documents and the accounting follow-up sent by the
partners (including control visits in the regions);
Participate in the administrative, HR and logistics management of projects
✓ Participate in the development of the monthly budget monitoring of the CaSeve project;
✓ Participate in CaSeVe quarterly and annual financial reports;
✓ Participate in the monitoring of compliance by Noé Cameroon employees with the policies,
procedures and administrative obligations of Noé, and of the EU;
✓ Participate in monitoring compliance with local legislation (labour code, etc.);
✓ Participate in the management of human resources as needed;
✓ Prepare tax and social declarations;
✓ Participate in purchasing planning in compliance with Noé and donor procedures
, as well as in the evaluation of offers when requested (financial offers
notably) ;
✓ Support the logistics of activities related to Cameroon projects and offices (organization
of field missions, etc.);
✓ Participate in annual project audits.
Participate in the proper implementation of the activities of the Noé projects in Cameroon
✓ Participate in the coordination meetings of the Cameroon team;
✓ Participate in support activities for the implementation of projects at the request of the
line manager (participation in events, etc.).
4) Monitoring and evaluation
The Administrative Assistant will report to the Administrator of Noé Cameroon
(Yaoundé). At least one quarterly interview will be organized with his line supervisor
on the progress of the objectives. A formal evaluation will be conducted at least every year
with the hierarchical and technical supervisors on the work accomplished and future prospects
.
5) Profile sought and skills required
Diplomas / Training
– Training in Accounting and/or Finance
Experience / Professional
– Confirmed experience of at least 2 years in a similar position in an NGO;
– Knowledge of financial and accounting management procedures for cooperation projects
, the French Development Agency and the EU would be a plus;
– Mastery of usual accounting software (ex SAGA);
– Good financial and editorial analysis skills.
Qualities / Abilities
– Sense of organization and method;
– Ability to adapt, be flexible and to work in difficult areas;
– Dynamism and capacity for initiative;
– Sense of analysis;
– Team spirit and good interpersonal skills.
Other knowledge:
– Good computer skills;
– Fluency in English desired;
– Legal knowledge would be a plus.
6) We offer:
– A local contract in compliance with the laws in force;
– A 12-month CDD (with a 3-month trial period);
– Remuneration calculated on the basis of the Noé salary grid.
