DESCRIPTION OF THE OFFER

CALL FOR INTERNAL APPLICATIONS FOR THE RECRUITMENT OF AN ANTENNA FINANCE MANAGER FOR THE FOREST, ENVIRONMENT AND CLIMATE PROJECT OF THE DEUTSCHE GESELLSCHAFT FÜR INTERNATIONALE ZUSAMMENARBEIT (GIZ/ProFEC) GmbH BASED IN YAOUNDE

General context

With the aim of accentuating the impact at the territorial level, the objective of the Forest, Environment and Climate Project (ProFEC) will now be that “The environment, including forest resources, of Cameroon, are managed in an inclusive, sustainable manner and sensitive to the climate by local actors in selected municipalities”.

 

The program’s intervention areas will be the Far North, North, East and Center regions. The project intends to deploy further by relying on an approach to achieve four (04) Outputs:

  • Output 1: At the local level, the technical and institutional framework conditions for sustainable and inclusive management of forest resources, including biological diversity, have been created.
  • Output 2: The conditions for profitable, sustainable and inclusive exploitation of non-timber forest products (NTFP) are improved.
  • Output 3: The framework conditions for efficient, environmentally and climate-friendly recovery of sawmill waste produced in large sawmills are improved.
  • Output 4: The tools of qualified actors for environmental education, environmental awareness and environmental monitoring are strengthened at the local level.

 

To this end, the Forest, Environment and Climate Project (GIZ/ProFEC) is currently looking for  an  Antenna Finance Manager.

 

A- Area of ​​responsibility and attributions

1- Antenna Supervision 

The Branch Finance Manager of the Forest – Environment Project (ProFEC) and its satellite projects grouped within the administrative and financial department is in charge of the following tasks in the branches (notably in Bertoua, Yoko and Garoua):

  • Coordinate all administrative and financial aspects of the branches;
  • Manage employees in compliance (PuR and KuF),
  • Control, manage and ensure the provision of economically profitable services from its employees
  • Make your know-how and expertise available and guide your team;
  • Develop solutions to complex questions as well as problems concerning the team;
  • Ensure that the accounting system is maintained in accordance with the PuR;
  • Check and transmit the accounting documents of the branches to the coordination regularly and within the prescribed deadlines;

 

 

  • Ensure that the monthly error sheet is corrected and updated for all antennas;
  • Ensure the effective implementation of IC recommendations at branch level;
  • Supervise knowledge management and data security at branch level
  • Organize bimonthly meetings with branch staff for the proper planning, coordination and monitoring of activities;
  • Ensure communication and the flow of information between coordination and the antenna team;
  • Supervise the development and implementation of the logistics and administrative management plan in the event of a crisis.

 

2- Financial Administration and Internal Control

  • Ensure overall and daily supervision of the efficient administrative and financial management of the branches;
  • Carry out the verification and validation of antenna accounting twice a month (first and second part);
  • Validate the program budget planning at the branch level;
  • Ensure that the monthly error sheet is corrected and updated for all antennas;
  • Ensure internal control of accounting files in accordance with the requirements of the GIZ of the branches;
  • Ensure that the accounting system is kept up to date
  • Taking into account the recommendations of internal controls and audits, ensure the effective implementation of these recommendations at the branch level;
  • Check the cash register and stocks unexpectedly during missions
  • Control activities unexpectedly.

 

3- Consulting contracts, local subsidies, logistics and purchasing

  • Supervise the development of contracts, purchases, services and the execution of related activities
  • Supervise the processing of supporting documents and payment of purchases, contracts and local subsidies
  • Supervise the award process for purchases of services, goods and antenna equipment
  • Supervise the maintenance of the building housing the antennas, the vehicle fleet and other property and equipment/assets of the antennas;
  • Supervise the inventory of antenna assets.

4- Security of antenna personnel

  • Ensure the implementation and monitoring of security measures;
  • Develop Security clearance where applicable

5- Other attributions:

  • Ensure the function of focal point for acquisitions of Co-financing with the Delegation of the European Union;
  • Generally speaking, carry out other tasks and activities on the instructions of your supervisor.

REQUIRED PROFILE

B- Qualifications, experience and skills required

 

1- Qualifications

  • Hold a BAC+5 level diploma in accounting, business management and administration, or equivalent.

 

2- Professional experience

  • At least 7 years of professional experience in a similar position
  • In-depth knowledge of GIZ procedures, rules and guidelines (P&R);
  • Experience in EU co-financed projects

3- Other knowledge/skills

  • Strong organizational skills and great ability to carry out independent conceptual work
  • Very high resilience; ability to manage multiple tasks under pressure;
  • Have good organizational and communication skills,
  • Knowledge of IT tools, Office package software (Word, Excel, Powerpoint, Outlook),
  • Proficiency in accounting software (WINPACCS, CASHBOOK, OnSite Reporting, Onsite Operations, SAP) would be an asset;
  • Have good analytical skills/quality-oriented work;
  • Have a team spirit and a constructive attitude in the event of difficulties or conflicts;
  • Be proactive and have the ability to think and optimize work;
  • Be able to work under pressure and in a multicultural team;
  • Have a developed awareness of the principle of integrity;
  • Have a good sense of work organization and respect for deadlines;
  • Be able to manage the different missions in the region and in sensitive areas;
  • Have mastery of the French language/English language;
  • Knowledge of German is an asset.

 

Duty station:  Yaoundé

Desired start date:  01.12.2023

Duration of the contract:  Until 12/31/2024

Internal classification: Band 5A, under the supervision of the  Administrative and Financial Manager of the  GIZ/ProFEC Project
