the French association Première Urgence Internationale is looking for:
AN ASSISTANT COORDINATOR MONITORING, EVALUATION,
ACCOUNTABILITY AND MULTI-COUNTRY LEARNING
Context
Première Urgence Internationale (PUI) is a Non-Governmental Organization of international solidarity,
non-profit, apolitical and secular. Its objective is to respond to all the basic needs of
civilian victims endangered, marginalized or excluded by the effects of natural disasters, wars and situations
of economic collapse. PUI is present in 22 countries, in Africa, Asia, the Middle East,
the Caucasus and the Caribbean, and intervenes in the areas of food security, health, nutrition,
infrastructure rehabilitation, water and sanitation and economic recovery.
PUI has been present in Cameroon since 2008, first on the Eastern Front / Adamaoua then in the Far North
(EN) in 2014/2015, via its base in Maroua. It carries out emergency and recovery activities in Water Hygiene and Sanitation (WASH), Food Nutrition Security and Livelihoods (SANME), Essential
Household Items (AME)/Shelter.
Since 2017, PUI has expanded into Logone-et-Chari (LC) from its base in Kousseri
where teams carry out projects in SANME, EHA, Abri AME as part of the Rapid Response Mechanism
(RRM).
PUI has been present in Chad since 2004 in the Ouaddaï province, where it has been deployed alongside Sudanese refugees
fleeing Darfur as well as alongside Chadian host populations.
Since then, the NGO has developed responses in the areas of food security and economic recovery.
In 2016, health and nutrition are at the heart of Première Urgence Internationale’s interventions in
Chad, including one in consortium with the Chadian NGO BASE (Bureau d’Appui Santé et Environnement). All these
projects aim to strengthen the health system and its agents, as well as to train communities in the
autonomous detection of malnutrition and the promotion of good hygiene practices.
In 2020, she led, in consortium with Care, a project to improve the health of women, children and adolescents
in Assoungha and Ouara.
Reactive in the face of disasters, Première Urgence Internationale immediately positioned itself to respond
to health emergencies when Cameroonian refugees fleeing intercommunity violence crossed
the border to find refuge in the province of Ndjamena. The “mobile clinic” approach allows
teams to reach refugees scattered along the border and make primary health care
accessible by distributing essential household items such as a mat, soap or jerrycan.
Since 2022, they have also been helping Cameroonian refugees in the province of Ndjamena, in the west
of the country. In this context, PUI is recruiting an Assistant Multi- Country
Monitoring-Evaluation, Accountability and Learning Coordinator Overall objective: The Deputy SERA Multi-Country Coordinator is responsible for coordinating the implementation of the overall SERA strategy and related activities within ongoing programs on the PUI Chad and Cameroon mission while increasing the positioning and visibility of SERA at mission level. In connection with the Institutional Program Quality Policy and the SERA framework and directives of
PUI, It will support the program and SERA Field teams in order to disseminate and harmonize the processes, activities
and tools of Monitoring, Evaluation, Accountability and Learning within the programs.
Responsibilities and fields of action
Under the hierarchical supervision of the SERA Multi-Country Coordinator and in cooperation with the
technical coordinators and the SERA staff on the operational bases and at the coordination level,
the deputy Multi-country SERA coordinator will be the focal point for his mission to carry out the
following tasks :
1. Strategy: Contributes to the design and deployment of a solid SERA strategy adapted to the context
and operational support integrating cross-cutting issues (gender, protection,
responsibility, do-no-harm, community participation, disability, etc.). The Deputy
SERA Coordinator is the focal point of the Multi-Country SERA Coordinator on the SERA strategy of their mission.
2. Training and technical support: Provides methodological support to all program teams
on technical questions related to SERA and cross-cutting issues such as: design of the
SERA plan, collection, analysis and use of quantitative and qualitative data, measurement and monitoring of
indicators, feedback and complaints mechanism”, terms of reference for internal and external evaluations,
protection, gender, participation, “do no harm” analysis etc.
3. Monitoring and evaluation: In close collaboration with the SERA Multi-Country Coordinator, contributes to the
design, management and monitoring of the quality of all project monitoring and evaluation/survey activities
, if necessary. , suggests adjustments or improvements.
4. Accountability: Contributes and makes proposals on projects launched by the
SERA Multi-Country Coordinator on accountability issues – community participation,
feedback/complaint management mechanisms, sharing of information with the community, etc. ;
5. HR management and capacity development: Interacts with the SERA Coordinator
multi-country to support the development of human resources capacities SERA on the mission and
the adequacy of their work with the job profiles.
6. Knowledge management: Proactively supports program and partner teams to
capitalize on experiences (lessons learned and good practices) and contribute to operational and institutional learning
, as well as the management of verification sources.
7. Monitoring and representation: Ensures representation in SERA exchange spaces as well as monitoring
SERA methodologies and tools developed in the SERA field, takes ownership of them and ensures their dissemination
to SERA and Programs.
Specific objectives and associated activities
1. CONTRIBUTE TO THE DEVELOPMENT AND DEPLOYMENT OF THE SERA STRATEGY MISSION
– Participates in the design and deployment of SERA operational strategies, in the realization and monitoring
of the SERA diagnosis.
– Contributes to the development and revision of the SERA mission action plan and supervises the proper implementation of
SERA project plans.
– Contributes to the development and revision of SERA mission tools.
– Respects and enforces communication patterns, roles & responsibilities and procedures within
the multi-country zone, the SERA country department and proposes improvements when necessary.
– Support the development of all emergency and development project proposals (check the
consideration of lessons learned (lessons learned), ensure the rereading of the logical framework, the drafting
of sections related to SERA (SERA Narrative Strategy & AAP, SERA budget, SERA plan etc.).
– Evaluates the performance of SERA employees under his direct supervision.
– Support the updating of the SERA section of the mission site.
– Supports the implementation of strategic workshops at the mission level.
2. TRAINING AND TECHNICAL SUPPORT
– Ensure the briefing of all new employees of the operational teams at the mission on the areas of
expertise and the roles & responsibilities of the SERA team.
– Prepare and implement training/coaching for coordination and field teams on the
feedback mechanisms, on data collection and analysis (method, format, software,
etc.), measurement of indicators, tools etc. as well as learning.
– Support project/SERA teams with M&E activities, data management (
questionnaire design, sampling, data entry, extraction of useful data and interpretation) and
integration of cross-cutting issues.
– Identify technical training needs and resources available in the work area for his
team.
3. MONITORING AND EVALUATION
– Propose and organize monitoring and evaluation missions of the quality and progress of activities in
collaboration with the Program teams, the SERA Multi-Country Coordinator and the Deputy Head of Mission
for Programs.
– Support program teams in the use of M&E and data management tools – in
particular the project monitoring tools (PMT) developed and ensure their standardization and proper
functioning.
– Promote on the mission a system of collection, analysis, documentation, and sharing of quantitative and qualitative data
so that evidence is provided to the project management team within the
deadline.
– Contribute to the terms of reference, supervise the implementation of periodic surveys and studies
internal/external (Baseline, Endline, CAP, satisfaction surveys, ERM, PDM etc.) and review the
reports produced.
4. ACCOUNTABILITY
– In conjunction with the program teams, the Multi-Country Coordinator and Deputy Head of Mission
; ensure that a participatory approach is initiated with local stakeholders and partners throughout
the life cycle of the programs.
– Participate in the framing and lead the process of establishing accountability mechanisms towards the
affected populations who benefit from PUI actions.
– Ensure the functionality of feedback mechanisms through technical training
(formal and non-formal) on accountability to affected PUI populations (AAP) and ensure that
the key principles of MRI are respected on the mission.
– Promote a culture of establishing participatory, accessible, effective,
confidential and secure AAP mechanisms, processing feedback on time, and sharing results for
constant improvement of programs.
– Coordinate the design of common information discourse and supervise the design of the
corresponding communication plan.
– Contribute to the design and management of participation evaluation, satisfaction and
information sharing activities.
– Represent the organization at external SERA meetings (notably the Working Group on Accountability
to Affected Populations) and maintain a network of SERA counterparts.
5. LEARNING
– Contribute to the implementation of a capitalization strategy for the mission with the support of the
SERA Multi-Country Coordinator and ensure the implementation of necessary tools.
– In close collaboration with the Program teams, the SERA multi-country Coordinator and Deputy Head
of Mission, coordinate the deployment of capitalization activities and the application of
learning based on lessons learned and good practices.
– Encourage, raise awareness, support program teams and coordination to adhere to and take ownership of the
learning process through the implementation of learning activities.
– Ensure that the institutional knowledge (lessons learned and recommendations) of the mission are
identified and documented in a Database accessible and known by all parties
concerned.
– Support the framing and participate in learning events (activity sheet development, launch
/closing meetings, learning/capitalization/assessment workshop) and ensure the capitalization of their
content.
– Ensure the classification of all verification sources produced as part of monitoring and evaluation
programs (terms of reference, questionnaires, investigation reports, evaluation report,
activity report, monitoring tools, etc.)
6. REPORTING
– Support the drafting of internal and external reports as needed.
– Ensure the writing, review and compilation of SERA activity reports before sharing with the
SERA Multi-Country Coordinator and Deputy Head of Mission and dissemination of recommendations
and analyzes to the Field teams.
– Participate in periodic SERA action plan monitoring points/meetings and report any problems,
information and/or need for collaboration to the SERA Multi-Country Coordinator and Deputy Head of Mission
for Programs.
Required profile:
Hold a Bac + 4 in social sciences, public health, project management, statistical sciences or
other relevant sector.
Professional Experience:
– Experience of at least five (05) years in an NGO.
– Experience of at least three (03) years supervising SERA teams.
Mandatory knowledge and skills
– Ability to analyze and synthesize technical information and data
– Excellent knowledge of Excel, databases, kobo and other data management software
.
– Good knowledge of statistics and sampling methods.
– Demonstrated ability to transfer knowledge to diverse audiences through training and
mentoring
– Good written communication skills
