AN ASSISTANT LOGISTICS DEPARTMENT MANAGER
Base of reporting: Yaoundé

I- PURPOSE OF THE POSITION
II- MISSIONS OF THE POSITION
YA-LOG -09023-005apolitical, non-confessional and non-profit
Non-Governmental Organization (NGO) Define logistics strategies (in collaboration with RDD Logistics) and ensure theirperformance and optimization for the logistics sub-sectors under its responsibility. MISSION 1: DEFINE THE STRATEGY FOR THE SUB-CHARGES CONCERNED AT COUNTRY LEVEL IN LINK WITH THE LOGISTICS RDD Define the strategy as well as the associated budgetary planning in the country in link with theLogistics RDD; Anticipate program needs and coordinate planning in line with the strategy;
Optimize country strategies according to the needs communicated by the bases and the Logistics RDD.
MISSION 2: SUPERVISE THE MANAGEMENT OF THE COUNTRY
SUPPLY CHAIN (PURCHASING, SUPPLIES, STORAGE AND DELIVERIES)
Participate in the drafting of project proposals as a technical expert for
procurement and budgeting;
Work with Program Managers and/or RDD on project purchasing planning
;
Ensure compliance with ACF logistics procedures and supervise the application of these procedures internally
and by suppliers;
Ensure compliance with traceability between supply and storage (integration of DEN
in LINK, Archiving of documents justifying these DENs);
Check and compile the monthly report for the supply chain part (KPVI, SA,
SFU, DEN and price list);
Ensure that all documentation relating to the supply chain and
purchasing files is complete (PD, PR, SRO, DN), scanned and archived physically and in
electronic version;
Analyze supply chain indicators and performance and report to
RDD Logistics;
Validate purchasing files by delegation of RDD Logistics
MISSION 3: SUPERVISE THE MANAGEMENT OF GENERAL MEANS: CARS,
MOTORCYCLES, GENERATORS, ENERGY, ICT
Supervise fleet management: maintenance, cost monitoring, administrative management (insurance,
documents);
Check fuel consumption and take steps to avoid any
fraudulent actions;
Supervise the compliance of buildings with energy standards;
Supervise the secure, quality and continuous power supply to the bases;
Assist in the implementation of the ACF environmental policy of the country office;
Analyze the indicators and performance of General Resources and report them to the
Logistics RDD;
Supervise the management of equipment and ensure that the country office list is updated;
Supervise the management of IT and telecom resources in the country office.
MISSION4: SUPERVISE STOCK MANAGEMENT
Guarantee compliance with inventory management procedures and instructions;
Ensure that safety stocks are maintained and respected at all times;
Establish a replenishment level if necessary;
Regularly check storage conditions;
Control stock inventories (monthly and random);
Carry out regular stock control to ensure that cleaning, organization, ventilation
and temperature control are followed and respected;
Advise the warehouse manager on pharmacy management if necessary;
Liaise with the pharmacist to ensure adequate medication monitoring;
Ensure that all documents match (physical inventory, stack cards, stock cards
, stock report);
Control of temperature monitoring is done correctly at the pharmacy by using Log
Tag.
MISSION 5: MANAGE INTERNATIONAL TRANSPORT IN CONNECTION WITH HEADQUARTERS
Carry out permanent monitoring of the international supply chain – routes,
logistics players and import processes;
Contribute to the decentralized management strategy for decentralized stocks and collaborate with programs
in planning forecasts of needs;
Coordinate with relevant stakeholders on import processes, including the
Headquarters Procurement Unit (SAE) and relevant country authorities;
Transmit to headquarters the information necessary for contracting the carrier if necessary;
Negotiate terms and conditions with the freight forwarder;
Supervise the transmission to the freight forwarder of the information necessary for customs clearance;
Control delivery times and quality.
MISSION 6: MANAGE THE LOGISTICS TEAM
Establish a work schedule;
Control the planning of the supply logistics team at the capital level;
Delegate activities and check that they are properly executed;
In the absence of a direct member of the team, take charge of the activities;
Organize training sessions, including LINK support;
Provide technical support to the team if necessary
III. DIPLOMA/LEVEL OF STUDY AND EXPERIENCE Baccalaureate level + 3/4 in logistics, or international trade or commercial
action Professional experience of at least 2 years in a similar position or 4 years in the field of logistics . Good command of English and French Experience in the humanitarian context would be an asset IV. REQUIRED SKILLS Knowledge: Good knowledge of team management; Mastery of vehicle fleet management procedures;
Mastery of Pack Office (Word, Excel, Powerpoint);
Knowledge of local work rules
