Description of the position
    1. Objective / Summary of the position.
Under the supervision of the project manager, the deputy manager is responsible for supporting his manager in the planning, implementation of activities and monitoring of the project to strengthen the District’s capacities in the preparation and response to epidemiological epidemics.

 




 

    11. Position location
This position is open to people with the required profile and residing in Kousséri; it is therefore not subject to relocation. The candidate selected at the end of the recruitment process cannot therefore claim the status of relocated employee.
III. Responsibilities
1) Support the project manager in the planning, coordination, implementation and supervision of prevention activities and epidemiological surveillance
Participates in the planning of project activities with the Project Manager;
Provides technical support to health workers in connection with preparedness activities and the implementation of interventions in the event of an epidemic (epidemiological surveillance in health centers and the community, preparedness and response): health protocol, surveillance community-based epidemiological, sensitization, etc.
Ensures that the activities are correctly implemented in the CSIs and at the community level and in accordance with the established timetable;

 




Ensures the proper feedback of information on epidemiological surveillance (promptness and completeness);
Ensures that activities are carried out in coordination with the health authorities (DRSP, DS) and in compliance with national standards;
Centralizes all field feedback on the constraints and difficulties encountered, and submits them to his superior;
Communicate in advance with the health project manager on the technical needs identified by the teams in the field;
Coordinates technical support to the data manager in updating tools for collecting and monitoring activities.
2) Support the training and development of the skills of the personnel under his responsibility.
Contributes to the identification of the training needs of actors (health assistant, Mobcom assistant, health personnel, volunteers);
Participates in the preparation of all training planned on the project (the development and validation of training modules, prepares training materials, etc.);

 

 



Participates in the technical training of the staff under his responsibility;
Writes training reports and does post-training follow-ups to ensure that the knowledge acquired during training is put into practice;
Supervises and animates the project teams – provides them with technical support on the monitoring of all activities;
Contributes to strengthening the leadership and capacities of beneficiaries, community leaders and community-based organizations (local committees) to support and sustain project activities;
Supports the health districts in the revitalization and operation of dialogue structures and community-based epidemiological surveillance activities.

3) Provide substantial support in the management of PPE and compliance with infection control and prevention rules in health centers

Supports the District in assessing PPE and PCI needs;
Ensures the permanent availability and proper management of PPE and PCI kits; e Ensures optimal management of PPE and PCI in the health structures supported by the project;
e Supports staff in filling out the tools/media necessary for the management of PPE and PCI;
Ensures regular reporting on the management of PPE and PCI.
4) Participate in all stages of monitoring and evaluation of the project in conjunction with the SERA officer
Collect and analyze data relating to project activities;
Contributes to the drafting of project activity reports;
Contributes to the drafting of internal (monthly reports) and external (intermediate and final reports) reports for the project;
Ensures the feedback of information to the manager of data relating to epidemiological surveillance and of all the statistics intended for the preparation of the weekly/monthly reports of the project;
Validates the statistical data of the project in conjunction with the data manager and carries out the periodic audit of the quality of this data;

 



Participates in the analysis of project activity reports, in the formulation and application of recommendations aimed at improving project indicators; Participates in the validation of monthly reports of the use of PPE and PCI;
Contributes to updating the monitoring and evaluation system in conjunction with the Project Manager; Participates in the development and implementation of quantitative and qualitative surveys on the project;
Participates in the capitalization of experiences on the project in order to share with the whole structure the tools used, the lessons learned and the recommendations;
Participates in the development of new concept notes/proposals.
5) Support coordination and representation activities
Assists the Project Manager in representing the CRC in technical meetings or workshops at local and regional level and ensures the synergy of the actions of the CRC/CRf with the various implementation partners:
Participates in sectoral technical meetings in the fields of health and epidemiology;
Participates in coordination meetings with the Health District;
Contributes to improving the quality of relations with partners;
Guarantees respect for the principles and values ​​of the CRC in terms of partnership;
Participates in capacity building of CRC committee members;
Contributes to maintaining the image of the CRC and the Cross-Wheel Movement in the area;

Qualification and experience
Age / Gender: not specified
Diploma / Level of study: Doctorate in medicine / State nursing diploma with a level of BAC + 3 in health sciences / Master in public health in nutrition or in e idemiology.

Essential skills and experience:
o Have professional experience of at least 2 years in the field of health and epidemiological surveillance; e Demonstrate patience, pedagogy, diplomacy and adaptability.
o Have very good interpersonal skills (internal and external),
o Know how to work in a team,
Have a good command of French (read, written and spoken).
Specific knowledge:
e Knowledge of the Red Cross / Red Crescent Movement through previous experience is a real advantage;
‘ Perfect command of the French language; knowledge of Fulfulde and Arabic is an asset.
