AN ASSISTANT NUTRITION PROJECT MANAGER
Context
Première Urgence Internationale (PUI) is a Non-Governmental Organization of international solidarity, non-profit, apolitical and secular. Its objective is to meet all the basic needs of civilian victims endangered, marginalized or excluded by the effects of natural disasters, wars and situations of economic collapse. PUI is present in 22 countries, in Africa, Asia, the Middle East, the Caucasus and the Caribbean, and operates in the areas of food security, health, nutrition, infrastructure rehabilitation, water and sanitation and economic recovery.
PUI has been present in Cameroon since 2008, first on the East / Adamaoua front then in the Far North (EN) in 2014/2015, via its base in Maroua. It carries out emergency and recovery activities in Water, Hygiene and Sanitation (WASH), Nutritional Food Security and Livelihoods (SANME), Essential Household Items (AME)/Shelter. Since 2017, PUI has expanded into Logone-et-Chari (LC) from its base in Kousseri where teams carry out projects in SANME, EHA, Abri AME as part of the Rapid Response Mechanism (RRM).
In addition, Cameroon has been facing an internal crisis since 2016 in the English-speaking regions of the North-West and South-West. This situation leads to population movements fleeing to areas considered safer, particularly in the West region which is one of the main reception points for the displaced and in which PUI has decided to implement a project RRM inspired by the project in the Far North and adapted to the local context. This project covers the Food Assistance, WASH and Shelter/AME sectors.
As part of the implementation of projects and programs, PUI is recruiting a Deputy Nutrition Project Manager.
Overall objective:
The Deputy Nutrition Project Manager, who works under the responsibility of the Multisectoral Project Manager in Maroua, participates in the supervision of the Nutrition component of the project and will provide technical support to health facilities in the health districts of Mora, Goulfey and Kousseri. He ensures compliance with the technical recommendations and standard procedures of Première Urgence Internationale.

Specific objectives and associated activities
1. IMPLEMENTATION OF ACTIVITIES/CONTROL AND SUPERVISION
He/She supports the Project Manager in the planning of the proposed activities, ensures compliance with the
defined schedule;
He/She ensures compliance with the objectives defined in the project proposal, reports any difficulty encountered in the implementation and proposes improvements or reorientations if necessary;
He/She ensures that the beneficiaries and local populations understand the objectives of the project/s and participate actively in the implementation;
He/She participates in the definition of project indicators;
He/She assesses project needs in terms of medical equipment, drugs, medical consumables
and nutritional inputs;
He/She is responsible for collecting data and reports resulting from the implementation of project activities as well as their monitoring. He follows the defined indicators, reports to the Project Manager, reports any difficulty encountered in the implementation and proposes improvements or reorientations if necessary;
He/She verifies the quality of the data collected as part of the implementation of the projects;
He/She actively contributes to the regular updating of the project health database;
He/She ensures that the sources of verification mentioned in the proposals are available and properly archived;
He/She sends internal reports to his/her line manager;
Based on the project proposal and local realities, he/she contributes to the validation of the criteria for selecting project beneficiaries in consultation with local authorities and other community leaders;
He/She ensures that the beneficiaries selected for the project fulfill the conditions defined in the selection criteria;
He/She plans the activities and ensures compliance with the activity calendar. In the event of a significant delay in the implementation of the project, he/she immediately informs his/her line manager and proposes solutions to remedy it;
He/She contributes to the development and validation of the technical and/or strategic choices of the project;
He/She participates in team meetings organized by his/her superiors and plays an active role in analyzing the situation and in decision-making;
He/She regularly distributes the updated schedule of activities to his/her team and ensures that it is understood and respected;
He/She prepares technical and methodological documentation and makes it available to his/her teams;
He/She organizes the monitoring and follow-up of activities;
He/She evaluates the activities carried out and proposes strategic reorientations;
He/She regularly assesses the quantitative and qualitative results of the activities for which he/she is responsible;
He/She establishes Terms of Reference for planned activities;
He/She contributes to the quality of the activities implemented and the adequacy of the project(s) in compliance with the health policy and PUI’s intervention framework.
2. MEDICAL CARE OF SEVERE ACUTE MALNUTRITION
He/She ensures that nutritional care is effective in all health centers and also watches over children referred to the CNTI;
He/She ensures that care is provided according to the PCIMA protocol and ensures that the protocol is available in health centres;
He/She ensures the effectiveness of active screening in all health centers and mainly during curative consultations in collaboration with the nutrition ARP;
He/She participates in screening for acute malnutrition at the community level and their referral to the nearest health facilities;
He/She helps to implement the family MUAC strategy through training support;
He/She strictly monitors the correct application of the criteria for admission, exit, reference, transfer to the program;
He/She must quickly inform his line manager of any problem in applying the criteria;
He/She ensures the screening of FEFAs for the detection of cases of malnutrition in collaboration with the ARP nutrition;
He/She ensures the follow-up within the framework of the search for those lost to follow-up and ensures a detailed analysis of the cases of abandonment in the program and escalates to his/her line manager in order to find a solution; He/She ensures the supervision of the children of the different phases in the health centres; He/She ensures the proper keeping of the registers and statistics inherent to his/her activity.
3. LOGISTICS AND ADMINISTRATION
He/She is the technical referent of the Nutrition Supervisor;
He/She participates in estimating the needs for nutritional inputs and equipment in close collaboration with the teams in charge of implementing the project(s) and transmits them to his/her manager;
He/She participates in monitoring the stock of various medical, nutritional and other inputs within the framework of the project(s), in particular in conjunction with the stock manager;
He/She organizes, directs and supervises their activities;
He/She sets up the schedule of activities and ensures its dissemination and follow-up;
He/She contributes to ensuring compliance with PUI’s internal regulations with this team;
Under the supervision of the Multisector Project Manager, he/she transmits, explains and enforces all PUI procedures and administrative decisions to his/her team;
He/She identifies the training needs of his team and completes the training of this team if necessary;
He/She respects the procedures and directives expressed by the Project Manager and the administrative department, in the context of the recruitment of daily staff;
He/She applies security procedures;
He/She controls the quality and quantity of materials delivered to the activity sites;
He/She ensures the reception and storage of the equipment and tools necessary for the conduct of his activity on site. 4. REPORTING AND REPRESENTATION He/She monitors his/her monitoring tools and files archived at the PUI office, accessible to the Multi-sectoral RP;
He/She actively participates in the preparation of Nutrition activity reports (training, distribution of inputs, awareness of good nutritional practices, etc.);
He/She reports to his/her PR on the progress of the activities and specific tasks entrusted to him/her, the problems encountered, the quality of relations with the beneficiaries;
He actively participates in weekly meetings with the project teams.
He/She reports any information or difficulty related to his/her activity, PUI programs or security aspects;
He/She assists the Project Manager in the implementation of training;
He/She collaborates with the administration and local authorities;
He/She participates in feedback meetings and nutrition clusters;
He/She ensures the weekly and monthly reporting of the activities carried out;
He/She supports the other supervisors in their tasks as needed and participates in the operational and efficient coordination of the other aspects of the project.
He/She remains attentive to the population and local authorities in order to collect needs, grievances, major events that may have consequences on PUI’s activities;
He/She identifies and reports the training needs of supervisors to his/her manager.
5. SECURITY OF GOODS AND PEOPLE
He/She ensures that the security plan is known to the team under his/her responsibility and that the security rules are respected;
He/She contributes to the collection of information relating to security, in particular on his/her area of intervention and transmits it to his/her manager as well as to the logistics department on a regular or ad-hoc basis in the event of an emergency.
He/She ensures that the project/s, the methodology, the selection criteria do not endanger the beneficiaries, the members of PUI or any other person. He immediately alerts his manager as well as the Field Coordinator, in the event of endangering the teams or the beneficiaries.
6. IDENTIFICATION OF FUTURE PROJECTS FOR THE MISSION
He/She participates in the continuous monitoring of the context of the intervention area and collects the data necessary for the proposal of new projects;
He/She participates in the identification of health and nutrition needs in coordination with his/her manager
When defining a new proposal, he/she actively contributes to the elaboration of the programming documents necessary for their development;
He/She participates in the elaboration of the strategy of the mission.
He/She participates in the drafting of reports and project proposals to be submitted to donors. Profile sought: Hold a Bac + 3 in health and / or nutrition, Bac + 4 appreciated. Professional Experience:

Conditions
Position based in Maroua (Extreme North region) Fixed-term contract.
Salary defined according to the PUI salary grid.
Entry into post in September 2023.
