An Assistant to the Administrative and Financial Coordinator Chad/Cameroon
Duty station: Yaoundé with field trips Type of contract: Fixed-term contract for 04 months (interim)

 

 

 Presentation of the organization
Solidarités International is a French humanitarian organization present in Cameroon since July 2014. Since 2014, the mission has been carrying out several emergency and post-emergency programs in the East and Far North regions„ After a first base opened in Garoua Boulai in 2014 to respond to the Central African crisis and the massive influx of refugees from CAR in the region, then to Makary in early 2017 to respond to the crisis in the Lake Chad basin, SI opened a base in Mokolo in October 2017, to meet the basic needs of vulnerable populations in the border areas of the Mayo Tsanaga department. In 2019, a regional base was opened in Maroua, capital of the Far North region. Solidarités International intervenes in the areas of Water, Hygiene and Sanitation (WASH) and Food Security and Livelihoods (FAME). In 2020, the Cameroon and Chad missions merge into one. SI has been present in Chad since 2008, and currently carries out emergency / post-emergency programs in the province of Logone Oriental and in Lac-Tchad.

 

 

II. Job description
Placed under the direct supervision of the Support Coordinator, the Deputy CAF assists the Support Coordinator in the processing of accounting and financial operations as well as in the tasks and procedures relating to the management of Human Resources. He (she) assists the Support Coordinator in the definition and implementation of Human Resources policies at mission level. In collaboration with the Administrative Coordinator, he (she) sets up and monitors administrative, financial management and human resources procedures on the various bases of the mission. In connection with the Administrative Coordinator, he (she) supervises the administrative teams and collaboration with the Administrative Coordinator, he (she) is in charge of cash management (money transfer, donor payments…) at mission level. He (she) replaces the Administrative Coordinator during his absence. More specifically, he (she) must correspond to the profile sought.
Financial and budgetary management:
Prepare and carry out the import of budgetary parameters into SAGA after validation by the Manager (Headquarters)
Prepare the budgetary monitoring document according to the format established at Solidarités International
Check the monthly budgetary monitoring
Prepare the financial reports requested by the authorities ( government, supervisory ministries, etc.) for validation with the Administrative Coordinator and/or the Head of Mission before submission
Prepare and support any audits or controls
Accounting management:
Ensure that payment procedures are in place as well as good accounting recording practices
Send the monthly accounting pack to headquarters after validation by the Administrative Coordinator In liaison with the Manager and his assistant, monitor the integration of the mission’s accounting at headquarters Send the documents necessary for the accounting
closure as requested by the Field Accounting Manager and/ or the Manager (if there is no chief accountant on the mission)
Check the accounting documents before they are sent to headquarters
Centralize the base SAGAs in the mission SAGA
Supervise the verification of the base accounts (wording, accounting codes, budget allocations, lettering, rates change…)
Supervise the control of accounting documents and cash inventories for each journal
Manage the mission’s bank journals
Send the “integrated” backup to the various bases of the mission
Supervise the verification of vouchers and other accounting documents to be sent to headquarters every 6 months
Supervise the semi-annual analytical closing and the annual accounting closing with the administrative team and under the supervision of the Administrative Coordinator (committed expenses and analytical and accounting allocations, balance of leave, donations in kind, immobilization of equipment, etc.) Cash
management:
Compile the cash forecasts of the bases for the mission
After validation of the Administrative Coordinator, send it to headquarters and monitor the receipt of funds
Manage the cash flow of the mission and guarantee the supply of the bases Ensure the securing of funds and, if necessary, propose improvements to the procedures in place on the mission with the Administrative Coordinator Follow up on the receipt of donor funds locally (if applicable)
Administrative management:
Supervise and control the implementation of administrative, financial and Human Resources rules and procedures
Supervise and control that the administrative teams respect the administrative calendar
Ensure the follow-up of rental contracts
Ensure the physical and computer archiving, as well as the securing of administrative documents on all bases
Ensure regular backups of coordination documents as well as their archiving
Administrative watch:
Be on the lookout for changes in national laws and policies
Prepare declarations and ensure payment of taxes and other social charges to the organizations concerned
Management of National Human Resources:
Participate in the development of the national HR policy
Participate in the definition and monitor the application of the HR and social protection policy on the mission
Assess the risks associated with changes in social policy
To be a source of proposals for the improvement of the working conditions of the employees To guarantee the adequacy and the coherence between the job profiles of the mission and the reference job profiles of Solidarités International To guarantee the application of the grid of functions of Solidarités
International on the mission and ensure that the recruitment process is respected
Participate in the overhaul of the salary grid if necessary (benchmark…)
Continuously ensure the consistency of the Solidarités International HR policy and the texts of the national laws
Validate the calculation of salaries for each base (monthly) before their actual payment
Check the updating of HOMERE databases
Ensures compliance and good understanding of HR procedures at the base level and the mission as a whole Updates the organization chart of the mission

 

 

Expatriate Human Resources Management:
Organize the administrative briefing of expatriate staff
Ensure the administrative follow-up of expatriates
Ensure the archiving of files relating to expatriate staff
Team management:
Support and train Administrators
Travel regularly to bases
Supervise the Coordination administrative team
Organize the schedules of the Coordination administrative team to cover the possible absences
Participate in the implementation of staff promotion
Participate in the implementation of career plans and management of staff mobility
Identify schools and training courses in the country Improve recruitment procedures
Participate in the recruitment of national executives
Ensure the relations with staff representatives, in particular by attending their meetings.
Reporting/Communication
Assist the Administrative Coordinator in the preparation of intervention proposals and financial reports
Build and maintain relationships with administrative authorities at the national level
Build relationships with other NGOs & SIBs, authorities or other partners (if applicable )
Participate in meetings (donors, authorities, NGO forum, etc.) and workshops related to their field of activity and write reports for the Administrative Coordinator (if applicable) Ill
. Profile sought
KEY SKILLS:
Bac + 5 level, diploma in the field of finance, accounting and management control Minimum professional experience of 3 years in a similar position
Knowledge of the humanitarian field
Solid knowledge of IS Admin/Fin/HR procedures and donor guidelines Good sense of organization, rigor and methodology, versatility, autonomy
Ease with the Microsoft Office Pack (mainly Word and Excel, including formulas and TCD)
Knowledge of SAGA and HOMERE software required
Knowledge of the Sahelian humanitarian context desired but not essential
Technical knowledge of Food Security and Livelihoods and/or Water Hygiene and Sanitation activities desired but not essential
Ability to manage a team
Good writing skills and capacity summary
Negotiation, coordination and communication experience
Excellent level of French, knowledge of the local language desired
Good knowledge of basic software (Word, Excel, Outlook, power point etc.).
