A Maroua and Makary Base Administrator

Type of contract: CDD of 1 year renewable
Presentation of the organization
Solidarités International is a French humanitarian organization present in Cameroon since July 2014. Since 2014, the mission has been carrying out several emergency and post-emergency programs in the East and Far North regions. After a first base opened in Garoua Boulai in 2014 to respond to the Central African crisis and the massive influx of CAR refugees in the region, then in Makary in early 2017 to respond to the Lake Chad Basin crisis, SI opened in October 2017 a base in Mokolo, in order to meet the basic needs of vulnerable populations in the border areas of the Mayo Tsanaga department. In 2019, a regional base was opened in Maroua, capital of the Far North region. Solidarités International intervenes in the areas of Water, Hygiene and Sanitation (WASH) and Food Security and Livelihoods (FAME). In 2020, the Cameroon and Chad missions merge into one. SI has been present in Chad since 2008, and currently carries out emergency / post-emergency programs in the province of Logone Oriental and in Lac-Tchad.

 

 

II. Job description
Placed under the direct supervision of the Field Coordinator, the administrator ensures the administrative, accounting and financial management of his base, in compliance with donor and Solidarités International procedures, and supervises accounting operations, cash management and carries out budget monitoring in collaboration with program managers. he/she is also the guarantor of the proper application of the Solidarités International Human Resources policy on his/her base and supports, monitors and trains the members of his/her administrative team. he/she replaces the Administrative Coordinator during his/her absence. More specifically, he (she) must correspond to the profile sought.
Required profile
Staff administrative management:
• Participate in the reception and integration of new staff, ensure the administrative briefing
• Supervise the administrative management of the recruitment and hiring of staff from its base
• Supervise the archiving, maintenance and securing of personnel files Solidarités International
• Draft and ensure the follow-up of the employment contracts of the employees of its base
• Ensure the implementation of the EAP according to the defined procedures and follow the professional development of the staff
• Centralize the training requests expressed by the teams and set up a training plan
• Participate in the investigation and decision on disciplinary measures
• Apply the formalities provided for sanctions and the end or breach of contract Supervise the collection of elements allowing the establishment of the payroll and ensure the proper conduct of the latter

 

 

 

• Calculate taxes and duties and supervise declarations and payments to bodies concerned
• Participate in the definition and application of Solidarités International wage and social policies. Assess the risks associated with changes in salary and social policy
• Ensure the establishment of legal bodies for staff representation and consultation on its base and participate in the management and settlement of conflicts Organize meetings and communication with staff
• Follow the evolution of the cost of living
• Maintain the organization chart of the base
Team management
• Define the needs for administrative staff on its base and recruit according to the allocated means
• Train, support and evaluate the administrative team on its base of assignment
• Plan and Supervise the activity of the administrative team
• Lead the meetings of the administrative team
Treasury / accounting:
• Manage the cash base and ensure the proper supply of banks and cash
registers • Manage transfers and ensure the security of funds
• Develop cash forecasts with the logistician and program managers
• Supervise the physical maintenance and security of safes and cash registers
• Validate all disbursements and expenditure commitments, respecting Solidarités International procedures
• Supervise the keeping of the accounts on its base, control the cash balances
• Follow the bank books for its base and keep the safe
• Prepare and supervise the monthly closing, revision and integration of the accounting of its base
• Control the accounting files before sending in coordination
Budget monitoring / financing:
• Update the allocation tables for its base
• Update and analyze the budget monitoring in consultation with the logistics and program teams
• Make the connection between budget consumption and progress of activities. Propose solutions if necessary
• Control the operating costs of its base of assignment
• Ensure compliance with the administrative procedures of donors
• Assist the administrative coordinator in the preparation of financial reports and audit work
• Participate in the elaboration of budgets for new projects
Administrative management of the mission
• Check and validate all the contracts drafted on the database
• Participate in the choice of Solidarités International premises
• Ensure the administrative follow-up of rentals, claims and insurance contracts
Reporting / communication :
• Establish and maintain relations with the administrative authorities at local and regional level, monitor the regulations in force
• Participate in meetings relating to administrative aspects, represent Solidarités
International on request and/or on delegation
• Supervise the sending of archives coordination
• Ensure administrative and financial reporting to its coordination according to the Solidarités administrative calendar

 

 

KEY SKILLS:
• Bac + 5 level, diploma in the field of finance, accounting and management control
• Minimum professional experience of one year in a similar position
• Knowledge of the humanitarian field
• Solid knowledge of the Admin/Fin/HR procedures of IS and donor guidelines Good sense of organization, rigor and methodology, versatility, autonomy
• Fluency with the Microsoft Office Pack (mainly Word and Excel, including formulas and TCD)
• Knowledge of SAGA and HOMERE software mandatory
• Knowledge of the Sahelian humanitarian context desired but not essential
• Technical knowledge of Food Security and Livelihoods activities and/or
Water, Hygiene and Sanitation desired but not essential
• Ability to manage a team
• Good writing skills and ability to summarize
• Negotiation, coordination and communication experience
• Excellent level of French, knowledge of the local language desired Good command of basic software ( Word, Excel, Outlook, PowerPoint etc). Required qualities:
• Diplomat and good communicator, Autonomy, independence, Taking initiative, o Organizational skills (important) at field level o Open-mindedness, rigor, Dynamism, responsiveness
