Directly supervises two project managers project based in Maroua and Kousseri

 

1. Context

Founded in 1933 at the request of Albert Einstein, IRC provides life-saving care and life-changing assistance to refugees and displaced people affected by crisis or disaster. At work today in more than 40 countries, we restore safety, dignity and hope for millions of uprooted people struggling to survive. IRC’s mission is to help people whose lives and livelihoods are disrupted by conflict or disaster to survive, recover and take control of their future.

IRC began operations in Cameroon in 2016 to respond to the growing needs of people affected by violence linked to Boko Haram, in the Far North of the country. Assistance to displaced populations extends across the Far North, including Mayo Sava, Mayo Tsanaga and Logone & Chari, providing assistance programs to increase access to water and improve sanitation practices. hygiene in vulnerable displaced and host communities, cash support programs to enable poor families to meet basic needs and improve food security, and protection programs, including addressing the specific needs of women and girls . The coordination office is located in Yaoundé with a field base in Maroua and Kousseri.

 

 

Following the growing crisis in the North West and South West regions of Cameroon, IRC expanded its operations in the South West region in August 2018 and the North West in December 2019. IRC provides assistance humanitarian aid to internally displaced populations, with a field base in Buea and Bamenda.

2. Summary

The Senior Project Manager is a senior position at IRC hired locally to ensure the implementation of BHA project activities. He is the central interface between the TCs and the program teams in the field, administrators, traders and local partners. The primary responsibility of the Senior Project Manager position is the day-to-day supervision in the implementation of program activities for all sectors and the management of the implementation teams comprising officers, assistants and community mobilizers who work with them. the community on the ground and the beneficiaries. The Senior BHA Project Manager is responsible for planning, monitoring and coordinating activities, supervision of the technical teams of the project implemented in the field. He must regularly travel to the field to ensure the quality of implementation and high-level decision-making. With regard to external coordination, the Senior Project Manager ensures good collaborative relations with the decentralized technical services of the Government, represents IRC in the Technical Working Groups as well as the clusters linked to the BHA project.

3. Duty Station: Kousseri

Program Implementation and Quality Assurance

· Monitor the timely implementation, financial management and reporting quality of the BHA project in accordance with donor requirements.

· Develop and follow the work plans of the BHA project on a monthly and weekly basis

· Give instructions and do the weekly follow-up of the activities developed by the BHA teams in the field.

· Promptly identify and recommend solutions to technical, programmatic, expense and procurement issues in programs.

· Ensure that all interventions are in line with IRC’s program strategy, national policies and protection standards.

· Conduct regular follow-up field visits to assess progress and identify technical quality issues and/or other implementation issues, provide solutions and implement changes as necessary.

· Organize daily/weekly debriefing and conduct regular monthly staff meetings to discuss implementation of project activities, operational context and provide necessary support.

Budget Management

· Develop and monitor BHA project spending and purchasing plans and update them monthly.

· Ensure that program budget lines are well spent in accordance with expenditure plans.

· Ensure that purchase requests are made on time and in line with spending plans and purchasing plans.

· Ensure IRC’s procurement and expense management system is up to date and clean weekly

Program Design

· Contribute when requested to program design and needs analysis for new protection programs.

· Monitor changing needs in target communities and adjust programmatic priorities as necessary.

Staff management and development

· Actively participate in the staff recruitment process.

· Manage the BHA activities implementation team including the two project managers, the BHA program officers and the monitoring and evaluation officers/assistants

· Maintain open and professional relations with the team members, promote a team and provide supervision and guidance to enable staff to perform their duties effectively.

· Coach, train and mentor staff with the aim of building technical capacity, exchanging knowledge within the team and providing professional development guidance.

Monitoring and evaluation, monitoring reports and PCM

Ensure that monitoring and evaluation systems are developed (including indicator tracking sheets and feedback mechanisms) and implemented in the BHA project in collaboration with the M&E team and project managers project; and that activity, output and outcome data is captured accurately and efficiently, and that programs are continually adjusted to optimize quality.

· Draft monitoring and evaluation reports based on data collected and analyzed by M&E colleagues.

· Draft IRC and donor reports according to established schedules (monthly, quarterly and annually) on grant activities, indicators and results, and as requested by field co and DDP.

· Participate in all meetings relating to the BHA project according to the PCM and send the information to prepare these meetings within the deadlines and instructions communicated by the grant colleagues.

· Follow up on action points discussed

Coordination, Representation and Advocacy

· Develop and maintain effective working relationships with local partners, NGOs and administrative authorities.

· Regularly participate in meetings of sector groups and sub-groups relevant to the sector.

· Transmit data relating to IRC projects for the BHA sector to the various sector groups and sub-groups, in particular the 5W.

· Ensure coordination of activities with other partners to avoid duplication and strengthen complementarities.

Any other task assigned by the supervisor to improve the BHA programs of IRC

Qualifications

Profile sought:

Mastery in one of the subjects covered by the BHA project or humanitarian aid or in a related field; ideally the successful candidate will have skills in the WASH sector.
At least 4 years of experience in humanitarian project management and in NGOs.
Proven experience in developing work plans and implementing activities, collecting data, and writing activity reports;
Personal qualities: autonomy, scientific rigor, diplomacy, supervisory qualities, sense of dialogue and negotiation, good stress management, ability to adapt to the way NGOs operate, analytical and writing skills.
Good ability to develop business plans, data collection and analysis and performance
monitoring Able to multitask
Have excellent computer skills: Word, Excel, Power Point and MS Outlook.
Have excellent interpersonal and teamwork skills.
Be able to work independently and in a team and have strong skills in time management, project study, organization of staff working under his direction.
Have excellent planning and communication skills.
Fluency in French/English and some local languages, cultures and traditions
Be of Cameroonian nationality
