1) Context of the study
Noé is a nature protection association, of general interest and non-profit, created
in 2001. It deploys actions in France and internationally safeguarding biodiversity
for the benefit of all living species, including the human species. For
this, Noé implements programs for the conservation of threatened species, management
protected natural spaces, restoration of ordinary biodiversity and natural environments
, reconnection of Man to Nature and support for economic activities and
civil society organizations favorable to biodiversity. To find out more about Noé:

Noé’s international strategy and ambitions are aligned with the post-2020 framework
for biodiversity and the commitments made at the 15th Conference of the Parties to the
Convention for Biological Diversity. Noé is particularly fully committed to
supporting the ambition of the international community to reach 30% protected areas
by 2030, by deploying a landscape approach, combining protection and enhancement of the
biodiversity, by reconnecting man and nature and, by promoting innovation in the service of
conservation, demonstrating that economic development and preservation of
biodiversity can be associated and promote synergies in a territory.
Noé has been working in Cameroon since 2012 and supports the development of pro-biodiversity sectors around different protected areas, in partnership with Cameroonian
NGOs . Within its pro-biodiversity sector mission, Noé supports various activities covering all links in the development of sectors as well as conservation actions: improvement of collection and processing practices, structuring of groups
of men and women or community organizations for the exploitation and management
of the natural resources of an area, support for the development of local processing units
, support for RA/organic/fairtrade certification, actions to strengthen securing
land tenure for communities, studies of fauna, flora and space use,
ecological monitoring actions, development of contracts and partnership models between the
different actors as well as with the private sector (traders, exporters,
food companies and cosmetics), search for outlets, etc. To do this, Noé provides
technical, operational and financial support to civil society actors engaged with
local communities, including local NGOs.
Noé is currently implementing the BIONAT project in Cameroon with his local partners,
financed by the French Development Agency and private foundations, and whose objective is to develop and gain recognition for organic sectors for forestry and agroforestry
products (cocoa
, shea, wild mango, moabi, mbalaka, etc.), as a lever for
stabilization, sustainable socio-economic development and biodiversity conservation
, in and around protected areas. Noé also works within this
program with local companies (processing platforms, traders,
cosmeticians, etc.).
It is within the framework of the end of two AFD financings in Noé (FISONG – Sectoral Innovation Facility for NGOs) and PRCC – Commercial
Capacity Building Program ) that this study is requested, in order to evaluate the effects of the
project.
