CONTEXT

The BRIDGE – 5 (Building River Dialogue and Governance) Project is implemented in five (5) river and lake basins in Africa, including the Lake Chad and Mano River basins in the IUCN region of intervention Africa Program Central and Western. It is funded by the Swiss Agency for Cooperation and Development for a second phase from 2022 to 2025. This initiative aims to strengthen water governance capacities and cooperation in transboundary basins through training, demonstration, leadership and consensus. One of the main objectives of BRIDGE 5 is to facilitate dialogue for water governance around rivers and lakes through support that adds value to ongoing initiatives at local, national and regional levels.

The International Union for Conservation of Nature (IUCN) has designed a regional project on promoting dialogue and governance of water resources in lake and river basins in Africa. In view of the implementation of this project, which aims to eventually cover the two river basins, IUCN is recruiting a Project Coordinator who will be based in Yaoundé. He will be placed under the direct supervision of the Program Officer of the IUCN Office in Cameroon, and will maintain functional working relations with the Regional Coordinator of the IUCN-PACO Water and Wetlands Program (PREZOH), the Head of the Water Resources and Land Management Team at IUCN Headquarters in Switzerland and the Environmental Law Center in Bonn, Germany).

1. Supervise with the focal points of the Lake Chad Basin Commission (LCBC) and the Mano River Union (MRU) responsible for the implementation of project activities, with particular emphasis on:
• The annual planning of activities planned for 2022 – 2025 in accordance with the logical framework of the project and in relation to the PREZOH Coordination and the BRIDGE-5 Support Unit in Gland (Switzerland);
• Regularly monitor the state of execution of the annual work plans in the countries selected by the basin organizations by the LCBC and MRU focal points;
• Prepare the technical and financial reports of the project according to the schedule defined in the timetable;

2. Directly support the implementation of project activities under the internal agreement with the IUCN PACO Office;

3. Develop partnership and collaboration relations with the basin authorities in the countries concerned, the competent technical services and partner cooperation, research and training, support institutions and civil society, etc. ;

4. Facilitate the audit, evaluation and monitoring work provided for in the work plans;

5. Conduct the investigations required to finalize the choice of activities to be taken into account

6. Prepare training plans in collaboration with the ELC and Global Water Program teams, organize the workshops and ensure their smooth running and follow-up;

7. Coordinate the overall management of the project (budget monitoring, material and equipment management) in collaboration with PREZOH, the IUCN-PACO support unit and the BRIDGE-5 Unit in Gland (Switzerland) .

8. Assist, whenever necessary, the Coordinator and the PREZOH team in the overall implementation tasks of the Regional Water Resources and Wetlands Programme.

9. Participate, at the request of the PREZOH Coordinator, in meetings and working groups related to his duties and areas of interest.

QUALIFICATIONS AND SKILLS REQUIRED




• Hold a university degree at BAC + 5 level in the fields of IWRM, Hydraulics, Rural Engineering, Social Sciences or any other degree in the disciplines of rural development or the Environment, with good knowledge of IWRM.

• Have at least five (05) years of successful experience in the field of rural development project management including 2 years of specific experience of IWRM projects within international, national, sub-regional or NGO institutions;

• Have a good knowledge of national and regional policies of the Central and West Africa region in the areas of water resources governance, decentralization and the environment;

• Be very familiar with regional organizations in the Central and West Africa region, particularly those of basins, approaches relating to governance and integrated management of water resources;

• Have a very good ability to mobilize actors at different levels (local communities and civil society, local, national, international authorities) and to negotiate, as well as communication skills and skills in managing several forms of partnerships;

• Have the ability to work with and lead multidisciplinary and synthesis teams;

• Be able to develop innovative ideas and a long-term vision for the project;

• Have a good command of the computer tool;

• Have a perfect knowledge of French and English, oral and written.
