General objective of the position:The partnership manager is under the direct supervision of the administrative and financial manager; he/she works in close collaboration with operational teams and local partners. He/she will be responsible for participating in the accounting and financial evaluation of potential new partners and participating in the preparation of partnership agreements (and amendments). He/she will ensure that the partners provide financial reports and accounting documents that meet DRC standards and donor rules. He/she will participate in building the accounting and financial capacities of DRC partners. The position will be based in Yaoundé and will involve regular travel to the bases and premises of partner organizations.

 

 



Monitoring and management of partnership agreements

1. Ensure that all partners bound by a sub-grant agreement with DRC have been assessed in terms of financial, accounting and logistical capacities;
2. Participate in the process of selecting DRC partners through Calls for Expressions of Interest
3. Participate, if necessary, in the development of a capacity building plan for partners based on an assessment of their capabilities;
4. Draft with the support of the project team for all the technical aspects and of the finance manager for the budgetary part the partnership agreements;
5. Ensure that changes (budget, activities, etc.) to sub-grant agreements are formalized by an addendum;
6. Ensure that all documentation related to sub award agreements are properly safeguarded and recorded;
7. Keep the partnership agreement tracking tool up to date.

Accounting and financial management of the partners

1. Check the monthly / quarterly / half-yearly financial reports prepared by the partners; ensure that all expenses comply with the latest approved budget and that all accounting, HR and logistical documents (purchase files, contracts, invoices, employment contracts and pay slips, etc.) comply with DRC standards ;
2. Ensure that the expense list is consistent with the financial report;
3. Provide regular feedback to improve the quality of partners’ financial reports and accounting documents;
4. Train partners on DRC’s financial requirements and accounting principles (initial training and ad-hoc training) and monitor their capacity building on a regular basis;
5. Perform close coaching of partners for the financial and administrative management of their projects in partnership with DRC;
6. Act as a contact person for questions relating to partner funding, particularly in the event of a financial audit;
7. Communicate to the financial manager any problem identified during the review of the partners’ accounting documents;
8. Work closely with the project team to ensure that expenditures are in line with project activities;

 

 




Experience and technical skills (including the number of years of professional experience)
• 2 years minimum experience in finance and accounting preferably with humanitarian organizations
• Experience in an audit firm is a plus
• Experience working with a Cameroonian NGO a plus
Training: (including certificates, permits, etc.)
• Bachelor’s degree in Finance accounting • Excel, PP and other IT tool training Key skills Basic Advanced Quality

DURATION OF CONTRACT: 12 months
