Alliance for Sustainable Development Foundation (ASD Foundation) Alliance
for Sustainable Development) is a local non-profit organization committed to serving disadvantaged communities in Cameroon with services in preventive medicine, HIV/AIDS prevention
and treatment, the fight against malaria and operational research in public health.

The Director of Finance and Operations has primary responsibility for managing the finances of the organization. This position will work in partnership with the Country Director and President to drive the financial health of the organization, engaging with new and potential partners. He/She is responsible for all financial policies. Provides strategic direction for all finance functions including accounting, budget, credit, insurance, tax and treasury. Ensure that appropriate financial controls are in place and that financial transactions support the overall business strategy while complying with applicable laws and regulations.

Duties and Responsibilities:

The incumbent will be responsible for:

• Provide oversight of finance, central office and its annexes
• Establish procedures for the management of financial operations, including accounting/banking, payroll, audit etc.
• Ensure efficient processing of banking and cash transactions, including reconciliations
• Develop program budgets; monitor and track obligations and expenditures against budgets
• Execute all budgetary and financial tracking and reporting requirements and respond to related donor and management requests in a timely manner

• Be part of the management team of the country and provide the tools, guidance and financial information that technical teams need to carry out their work
• Manage organizational risks by working with line management to analyze the impact of proposed initiatives, expenditures and/or policy changes on the
organization’s finances
• Oversee the implementation and review of finances, ensure high quality support, communications and finance training from the rest of the organization
• Ensure timely and accurate preparation and submission of financial filings, audits and reports to management, donors and regulators as required .
Ensure that all financial activities and operations comply with local laws, ASDF and donor rules and regulations
• Perform any other duties as may be assigned.

Requirements:
• Chartered accountant, certification and relevant financial qualification required.
• 10+ years of experience in developing budgets and forecasts
• Minimum 3 years of experience working with PEPFAR, CDC, USAID projects and other bilateral program experience strongly preferred
• Experience in financial analysis with a demonstrated success leading the finance function in a complex not-for-profit fund accounting environment.
• Experience with international organizations as well as a multi-office and multi-national environment (non-profit experience preferred)
• Experience with budgeting and forecasting
• Experience with Deltek Costpoint a plus but not required
• Excellent written and oral communication skills with direct experience working and presenting to boards of directors or management teams.
• Collaborative management and style of working with a diverse workforce
• Strong leadership and management skills with ability to delegate, train, coach and motivate staff
• Energetic self-starter with demonstrated ability to think strategically , tactical and creative
• Ability to manage multiple priorities and solve problems in a dynamic start-up organization
• Honesty and integrity
• Fluency in French required; fluency in written and spoken English preferred
