Job description

IRC began operations in Cameroon in 2016 to respond to the growing concerns of people affected by violence linked to Boko Haram in the Far North of the country. Assistance to displaced populations extends throughout the Far North, including Mayo Sava, Mayo Tsanaga and Logone & Chari, providing rescue programs to increase access to water and improve sanitation practices. hygiene in vulnerable displaced and host communities, cash programs to enable poor families to meet basic needs and improve food security, and protection programs, in particular to meet the specific needs of women and girls. IRC has field bases in Maroua and Kousseri.

Following the growing crisis in the North West and South West regions of Cameroon, IRC expanded its operations in the South West region in August 2018 and in the North West in 2019. IRC provides lifesaving humanitarian assistance internally displaced populations, with field bases in Buea and Bamenda.

With its coordination office in Yaoundé, IRC’s country program in Cameroon will develop its new “Strategy 100” strategic plan in 2021, through which we aim to deliver the best possible impact for some of the most vulnerable boys, girls, women and men. most vulnerable affected by humanitarian crises. In everything we do, we strive to uphold IRC’s core values ​​of integrity, accountability, service and equality.

At the national level, the protection sector led by UNHCR in Cameroon has three areas of responsibility (AOR), child protection under the leadership of UNICEF, gender-based violence under the leadership of UNFPA/MINPROFF and housing, land and property under the leadership of the Norwegian Refugee Council (NRC). The sector (co)coordinator involves the AOR coordinators at national level in any activity, meeting, planning exercise, etc. of the protection sector.

 

 

The Protection Sector is made up of 3 sub-nationals comprising 1) Protection Cluster, CP, GBV and HLP AOR for the North West and South West Regions, 2) Protection Sector (under the leadership of the Ministry of Territorial Administration), the GBV sector (under the direction of the Ministry for the Promotion of Women and the Family), 3) the Protection sector (under the direction of the Ministry of Territorial Administration), the CP work in emergencies and the GBV working group for the Littoral region.

According to the national protection terms of reference, the protection sector will be co-facilitated by a national or international NGO implementing protection programs at the national and/or sub-national level. The roles and responsibilities of the lead partner and co-facilitator will be detailed in a memorandum of understanding between UNHCR and the co-facilitating NGO. The agreement will be shared with all members of the sector. The co-facilitation agreement will be for one year and the extension will be agreed by all members of the sector. The co-facilitator will support the lead agency to fulfill the core functions of the protection sector as detailed in the sector’s annual work plan to 1) Support the delivery of the response, 2) Inform the strategic decision of the protection sector. ‘

 

 

 

Job Overview

The Protection Cluster Co-Facilitator will work in partnership with UNHCR, as the protection cluster lead agency, for 70% of their time to provide leadership and facilitate processes that will ensure a well-coordinated, strategic, adequate, coherent and effective protection response in Cameroon. The co-facilitator will have specific responsibility for ensuring that the position is informed by the NGO perspective. The co-facilitator will also be responsible for ensuring that NGO members contribute and share the responsibilities of the working group, and will play a lead role in developing active engagement and technical capacity. members of the working group.

The co-facilitator will also support the GBV AOR in NWSW for which IRC is the co-lead.

The position will also have a responsibility for internal support to protection coordination, in order to support and harmonize interventions between the different protection sectors of IRC in Cameroon.

Main responsibilities

Support to appropriate coordination structures

• In collaboration with UNHCR and government co-facilitators, co-chair the protection cluster at country level, ensuring that there is agreement on key decisions and actions
• Coordinate protection activities and actors within the protection sector, including support to inter-agency monitoring missions;
• Develop and maintain referral pathways to ensure coordination of assistance and service delivery;
• Encourage and support the involvement of NGOs and governments in the coordination of responses;
• Mobilize resources to address priority protection concerns;

Representation

• Represent the protection sector in inter-agency, government, donor and other fora, in partnership with the designated UNHCR official;

Needs Assessment and Information Management

• Identify, analyze and report on protection dynamics and concerns and support the development of monthly protection reports.
• Introduce appropriate protection tools for use by members of the protection sector to identify, report, monitor and respond to protection concerns;
• Map needs, capacities and gaps in service delivery and human rights protection;
• Support inter-agency monitoring missions in areas of displacement and return as needed;

Advocacy

• Support the design of evidence-based advocacy strategies and play an important role in coordinating and leading advocacy initiatives on identified protection issues.
• Coordinate and report on funding gaps and programmatic needs of protection sector members and regularly advocate with donors and various forums to help fill these funding gaps and needs;

Protection mainstreaming and enforcing standards

• Establish and implement a protection mainstreaming strategy in each sector/cluster
• Mainstream protection and the application of national and international humanitarian principles among protection sector actors through training and technical support;

Capacity Building

• In close coordination with Protection Cluster sub-clusters and sub-clusters, coordinate and facilitate training for Protection Cluster members, local government authorities and other humanitarian actors;
• Build the capacity of government and other members of the protection sector to create a stronger protection environment
• Where appropriate, ensure ongoing capacity building and skills exchange with FN sector/cluster leads and NWSW and with their members;

Monitoring, reporting and communication

• Support existing systems for reporting on the progress of protection sector members’ activities to ensure effective monitoring and evaluation;
• Develop and maintain effective communication and information sharing within the PTG/Protection Sector and between other sectors;
• Ensure a high level of reporting on identified issues and the production of regular situation reports;
• The co-facilitator will also support the GBV AOR in NWSW for which the list of tasks has been defined with the GBV AOR.

Job Requirements

Essential

• Graduate degree in international law, social sciences or related field.
• Minimum of 5 years of proven experience in the field of protection in humanitarian environments, including the provision of technical advice to field teams; excellent understanding of protection issues in emergencies and detailed knowledge of humanitarian principles, guidelines and laws.
• Demonstrable skills in leadership, coordination, capacity building, planning and analysis.
• Proven experience in policy, advocacy and negotiation.
• Strong prior experience in information management in relation to the protection sector, including maintaining standards of impartiality and confidentiality with data of a sensitive nature.
• Excellent written and spoken English and French

Work Environment
